Consider using non-professional activists at the commune level before May 31, 2026

Minister of Home Affairs Pham Thi Thanh Tra has just signed Official Dispatch No. 12/CV-BCĐ on guidelines for arranging and assigning non-professional staff at the commune level in the process of implementing the 2-level local government organization model.

According to the Ministry of Home Affairs , the country has about 120,500 part-time workers at the commune level. In case the local Party Committee and government at the commune level do not need to continue using part-time workers or part-time workers at the commune level wish to retire, the regime and policies will be resolved according to the provisions of Decree No. 154/2025/ND-CP of the Government regulating staff streamlining.

In case the new commune-level local Party Committee and government have a need to employ and the non-professional workers at the old commune level wish to continue working, the local Party Committee and government shall consider and temporarily arrange them to positions supporting the work of the political system of the new commune-level administrative unit (Party agencies, the Vietnam Fatherland Front and socio-political organizations, local governments) or to participate in the positions of non-professional workers in villages and residential groups until before May 31, 2026.
