Thang Binh Commune strives to hand over the construction site for the railway overpass

DNO - To ensure the construction progress of the railway overpass project under the National Highway 14E renovation and upgrading project, Thang Binh commune actively met, had dialogues, and encouraged people to hand over the site soon.

According to the report of the People's Committee of Thang Binh commune, the competent authority has approved the compensation plan for 54/59 households to construct the railway overpass (part of the National Highway 14E Renovation and Upgrade Project) with a total cost of more than 12 billion VND.

Of these, 48 households have received money and committed to handing over the land, but only 24 households have done so; the remaining 24 households have not yet handed over due to waiting to receive resettlement land and Land Use Rights Certificates as committed by the People's Committee of Thang Binh District (old) with the deadline of July 30, 2025.

In addition, the construction site is stuck with 6 households that have approved but have not received compensation and 5 households that have not approved the compensation plan.

Notably, the residential area project of Group 3 and 4, Quy Thanh 1 village (resettlement area) has completed the adjustment and addition items on the project. However, the Thang Binh Construction Investment Project Management Board is facing difficulties in carrying out procedures for land recovery and allocation for the resettlement project.

The reason is related to Decree No. 151/2025 dated June 12, 2025 of the Government regulating the division of authority of two-level local governments, decentralization, and decentralization in the land sector.

Ms. Huynh Thi Mai (Quy Thanh 1 village) said that the resettlement land arrangement is slower than committed (July 30, 2025). According to Ms. Mai, the arrangement needs to be reasonable and fair, for example, households with street-front houses should be arranged in street-front locations to maintain business.

Mr. Nguyen Thien Quang (Quy Thanh 1 village) said: “My family was one of the first households to comply with the relocation policy, receive compensation early and hand over the site. However, many items in the resettlement area have not been completed, affecting the new accommodation.”

Mr. Nguyen Van Bach, representative of Project Management Board 4, Vietnam Road Administration (construction unit) said that the construction time of the railway overpass will take 7 months. However, with the current land clearance problems, it is expected that the time will be extended, affecting the progress.

"We hope that the local government will speed up the site clearance process and that people will actively support the policy so that we can soon have a clean site and complete the construction of this important traffic intersection," Mr. Bach suggested.

Mr. Doan Thanh Khiet, Chairman of the People's Committee of Thang Binh commune, said that since operating the two-level local government model, the commune has actively mobilized, propagated, and dialogued with households affected by the project.

Based on receiving people's opinions, the locality requested the Thang Binh Construction Investment Project Management Board to coordinate with relevant units to complete legal documents and advise on issuing decisions on land allocation for resettlement.

This is the basis for submitting for approval the compensation plan and granting the Land Use Rights Certificate to the households. The goal is that people moving to the new place must have conditions equal to or better than the old place and voluntarily hand over the land.

“Compensation, site clearance and resettlement must comply with legal regulations and satisfy the people. We will continue to advocate and propagate to remove and resolve bottlenecks on issues that people do not agree with,” said Mr. Khiet.
