On the morning of November 18 (local time), the 2024 G20 Summit opened in Rio de Janeiro (Brazil), with the theme "Building a Fair World and a Sustainable Planet" . The Summit opened with the Launching Ceremony of the Global Alliance Against Poverty and a discussion session on the fight against poverty. Here, Prime Minister Pham Minh Chinh delivered an important speech outlining Vietnam's achievements and lessons learned in poverty reduction, along with proposals for global poverty reduction. I would like to sincerely thank and congratulate Mr. President Lula da Silva on the success of the 2024 G20 Summit. I congratulate the establishment of the Global Alliance Against Poverty under Brazil's initiative. I highly appreciate and am impressed by the theme "Building a just world and a sustainable planet". This is a topical issue of special importance and urgency for the security of all humanity. Ladies and gentlemen! The goal of eliminating poverty is being seriously challenged by conflicts, economic stagnation and climate change. Progress in implementing the Sustainable Development Goals (SDGs) on poverty eradication has even been reversed. More than 750 million people are threatened by hunger, an increase of 150 million people compared to 2019. This is a paradox when the world's food production is sufficient for the global population.

We need to have higher political determination, greater resources, and more drastic actions for more specific, practical, and effective programs and projects. Because poverty eradication not only has a noble humanitarian meaning, but is also one of the most important foundations, directly affecting the assurance of peace, security, and stability globally. From a poor, backward country, heavily devastated after nearly 40 years of war, 30 years of embargo, with the renovation policy, we set the goal of reducing multidimensional and inclusive poverty; along with overcoming shortages in health, education, housing, clean water, living environment, etc. Therefore, Vietnam has reached the finish line 10 years early in implementing the United Nations Millennium Development Goals; is a successful model in healing and restoring the wounds of war; eliminating hunger and reducing poverty; in which the poverty rate decreased from over 58% in the early 1990s to about 1.9% in 2024.

Vietnam has risen to become one of the world's leading agricultural exporters, especially rice. In addition, we strive to eliminate all temporary and dilapidated houses for the poor nationwide by 2025, reaching the target 5 years ahead of schedule. From Vietnam's experience, we would like to share 3 valuable lessons. One is not to sacrifice social security, progress, social justice and the environment to pursue economic growth alone. Two is to pay special attention to food security and identify agriculture as the mainstay of the economy. Three is to put people at the center and subject; prioritize investment in people, develop high-quality human resources associated with science, technology and innovation.

On that basis, I would like to propose three strategic guarantees for global poverty eradication: - First, ensuring peace, stability, and development cooperation is a prerequisite for poverty eradication and inclusive development. The G20 needs to promote its leading role in ensuring peace, stability, and development cooperation, not politicizing science and technology, development issues, especially agricultural trade and food security. - Second, ensuring an efficient, stable, adaptive, and resilient global agro-food system is a long-term foundation. The G20 needs to increase technology transfer, technical assistance, preferential finance, smart governance, etc. for developing and underdeveloped countries in the transition to green, sustainable agriculture and support the assurance of food supply chains for low-income countries. - Third, ensuring investment in people, taking education and training, and social security as key tasks for building a harmonious, inclusive, and sustainable society. Taking people as the center, subject, goal, driving force and resource for sustainable development; prioritizing resources, building practical, feasible and effective policies for hunger eradication and poverty reduction, "leaving no one behind".

Ladies and Gentlemen! Vietnam welcomes and supports Brazil's initiative to establish a Global Alliance against Poverty. We are ready to share experiences and coordinate with G20 countries and international organizations to implement South-South and trilateral cooperation programs on ensuring food security and fighting global poverty. Beloved President Ho Chi Minh - National Hero, World Cultural Celebrity of Vietnam has summarized "Unity is invincible strength". In that spirit, Vietnam pledges to uphold multilateralism, close international solidarity, and make active and effective contributions to the common effort to build a world free of poverty in the long term and sustainably.
