The strategy aims that by 2025, Vietnam will establish a foundation for blockchain technology development, forming a Vietnamese blockchain infrastructure that ensures compliance with legal regulations on security, network information security, network security and personal data protection to serve the development, deployment, operation and maintenance of blockchain applications.

Promote research and development of blockchain technology applications at 3 national innovation centers; establish 10 research and training facilities to build a human resource development strategy for blockchain technology.

The strategy also aims to incorporate blockchain technology into the curriculum at universities, colleges, vocational schools, and research institutions.

To promote and enhance the application of blockchain technology, Vietnam will select at least one center/special zone/test site for this technology to form a national blockchain network, prioritizing deployment at units that have experience with local blockchain networks.

Forming the "Blockchain+" ecosystem through the application of blockchain technology in industries and fields such as finance - banking, transportation - transportation, healthcare, education and training, trade, logistics, post - delivery, industrial production, energy, tourism, agriculture, public service provision and other fields.

By 2030, our country will consolidate and expand the national blockchain infrastructure to provide services both domestically and internationally; issue standards on the application and development of blockchain technology in Vietnam.

The strategy aims to make Vietnam one of the leading countries in the region and the world in researching, applying and developing blockchain technology by 2030. Build 20 prestigious Blockchain brands in terms of platforms, products and services on blockchain technology in the region.

Maintain the operation of at least 3 blockchain technology testing centers/zones in major cities to form a national blockchain network.

Vietnam also expects to have a representative in the ranking of the top 10 blockchain training and research institutions in the Asia region.

Notably, in addition to the Ministries, Branches, associations and professional associations are assigned to preside over the development of Blockchain Make in Vietnam platforms.

These units also have the role of gathering Vietnamese digital technology enterprises to build Blockchain platforms, promote information sharing, and enhance competitiveness with foreign enterprises.

Up to now, the National Blockchain Strategy is the document with the highest legal status, demonstrating the Government's goals and determination in promoting the application of blockchain technology, taking advantage of the advantages of this advanced technology to facilitate the realization of the set goals of the digital economy and digital society.

Previously, on October 8, 2024, the National Assembly Standing Committee gave its opinion on the draft Law on Digital Technology Industry. This was the first time "digital assets" were mentioned.

According to the draft law, digital assets are intangible assets, protected by law as property rights in accordance with the provisions of civil law, intellectual property and other relevant laws.
