At the conference to deploy the work of the Ho Chi Minh City People's Procuracy in 2024 this afternoon, January 2, Chief Justice of the Supreme People's Procuracy Le Minh Tri proposed a number of requirements and notes for the two-level People's Procuracy of Ho Chi Minh City to better perform the functions and tasks of the industry.

Firstly , Mr. Le Minh Tri requested that the task of fighting wrongful convictions and letting criminals escape must be a continuous, important task, and put at the top.

Second , do a good job of preventing corruption in general for the Party, and preventing corruption and negativity within the agency itself. "We have carried out the functions and tasks assigned by law in preventing corruption, so we must protect ourselves before doing a good job of our duties to society," Mr. Le Minh Tri emphasized.

According to the Chief Justice of the Supreme People's Procuracy, the Chief Justice has signed Directive No. 03 to strengthen the fight against corruption and negativity in the industry, so he requested the two-level People's Procuracy of Ho Chi Minh City to develop a specific plan for implementation. At the same time, the Politburo issued Regulation No. 132 on controlling power, preventing corruption and negativity in investigation, prosecution, trial, and execution of judgments, that is, controlling the power of the prosecution agency. Therefore, the Ho Chi Minh City People's Procuracy must do a good job of controlling power in 2024 and the following years.

Third , linking Party building work and industry building work is an inseparable requirement.

Fourth , the Ho Chi Minh City People's Procuracy needs to continue to maintain the achievements of 2023 and propose specific solutions to overcome difficulties and limitations in the industry; be proactive, focused and have the right methods to overcome difficulties.

Fifth , in 2024, the economic situation is forecast to be difficult, leading to an increase in civil disputes, administrative complaints, and commercial business. Therefore, the Ho Chi Minh City People's Procuracy needs to focus, supervise, and coordinate well with the court to have convincing verdicts... and must consider this as its breakthrough task, which cannot be taken lightly.

Mr. Le Minh Tri affirmed that in civil disputes and administrative complaints, land-related content accounts for 70-80%, and the Land Law has not yet been passed by the National Assembly; this is the source of all unreasonable issues related to the rights of people, businesses, investments and even the rights of the state.

Therefore, the Chief Justice of the Supreme People's Procuracy requested the two-level People's Procuracy of Ho Chi Minh City to calculate training and cooperate with universities to equip officers with knowledge in performing tasks of these types of cases.

Sixth , the targets assigned by the National Assembly and the industry must ensure real effectiveness.

Punish the mastermind and ringleader severely; be humane with those who do not seek personal gain.

Seventh , proactively and promptly advise the Party Committee to carry out political tasks, especially the Steering Committee for Anti-Corruption and the Steering Committee for Judicial Reform.

“How can we make it so that when a case is brought to trial, the people, the political system, and the social community see that it is right to severely punish the ringleader, the mastermind, and the profiteers; but we also need to be humane when differentiating roles, that if the person in that position only complies, has to do it, and does not profit, according to the law, he can be criminally prosecuted, but he can also not be prosecuted. Or there are cases where inspections and checks have been transferred, but the consequences have been remedied, then we also need to ask for the opinion of the Party Committee. To differentiate specific roles and do this is difficult, but we must courageously advise the Party Committee and the Steering Committee. We must use our heart, responsibility, and strong reasoning to convince,” Mr. Le Minh Tri suggested.

Ninth , always train new human resources for the industry; consider the application of information technology and digital transformation as the key breakthrough of the year, to support the work tasks, and control and manage information.
