The Directive clearly states: Pursuant to Resolution No. 25/2021/QH15 dated July 28, 2021 of the National Assembly of the Socialist Republic of Vietnam on approving the investment policy of the National Target Program (NTP) on new rural construction (NTM) for the 2021-2025 period, the 14th Provincial Party Committee Executive Committee issued Resolution No. 16-NQ/TU dated January 13, 2022 on continuing to strengthen the leadership of Party committees at all levels in implementing NTM construction by 2025, with a vision to 2030.

With the great efforts and determination of the entire political system at all levels, from the province to the grassroots, especially the consensus, response and active participation of all classes of people, the National Target Program on New Rural Construction continues to achieve important results. The organization of study, propaganda, dissemination, concretization and implementation of the resolution is ensured seriously; the awareness of cadres, party members and people of all classes about new rural construction is increasingly raised. The quality of new rural construction continues to be maintained and improved; the tasks and solutions proposed have been effectively organized and implemented. Up to now, the whole province has 2 districts, 32 communes, 84 villages meeting new rural standards, of which 12 communes meet advanced new rural standards and 7 villages meet model new rural standards. The average income of people in rural areas is estimated to increase by 1.45 times by the end of 2024 compared to 2020, almost equal to the target by 2025 (the target by 2025 is 1.5 times). The number of poor households according to the multidimensional poverty standard has decreased, exceeding the assigned rate. The face of the countryside continues to change, becoming more spacious, modern, and cleaner.

However, besides the achieved results, there are still some limitations such as: The ability to complete some indicators on districts, communes of new rural areas and advanced new rural areas is facing many difficulties; the results of new rural area construction are not really sustainable, stable, and do not meet the requirements; there is a difference in the results of new rural area construction implementation between regions in the province; production development associated with restructuring the agricultural sector, building cultural life, environment and quality of living environment at times and places have not been focused on, paid due attention and met the criteria according to the new situation; the disbursement rate of the national target program on new rural area construction is still low, not meeting the requirements; mobilized resources have not met the needs of the program, especially resources mobilized from businesses and communities; the movement "The whole country joins hands to build new rural areas" shows signs of slowing down; the security and order situation in rural areas is still complicated and has many potential risks.

The above limitations, in addition to objective factors, also have subjective factors, namely: The awareness of some local Party committees and authorities on building new rural areas is not thorough and complete; the direction method and capacity to concretize relevant mechanisms and policies into practice are still slow; the participation of the political system in some places is not synchronous, drastic, responsible, effective, especially at the grassroots level; the organization and implementation of policies, programs, especially new issues is still confusing, not proactive, not creative, and not very effective; the emulation movement to build new rural areas shows signs of stagnation and stagnation; the coordination, participation, and support between sectors for localities in building new rural areas are sometimes not really effective.

To speed up progress, improve quality and complete the task of building new rural areas in the 2021-2025 period according to Resolution No. 16-NQ/TU, the Standing Committee of the Provincial Party Committee requests Party committees, authorities and organizations at all levels in the province to focus on leading, directing and seriously and effectively implementing the following key contents:

1. Continue to promote propaganda, fully, seriously and effectively disseminate Resolution No. 16-NQ/TU, the Party's guidelines, policies and laws of the State on new rural construction; in which, focus on innovating content and methods, improving the effectiveness of propaganda and dissemination work at the grassroots level so that Party committees, authorities, cadres, Party members and people of all walks of life correctly and fully understand the Party's guidelines and policies, the State's policies and laws on the task of new rural construction. Strengthen the responsibility of the entire political system and leaders in new rural construction; create breakthroughs, innovate thinking, raise awareness and action to speed up progress and improve the quality of new rural construction in the coming time. At the same time, identify new rural construction as an important, regular and long-term political task to mobilize and promote the combined strength of the entire political system and people to participate.

Strengthening the inspection, supervision and urging of the implementation of the new rural construction work; thereby, timely leadership and direction, close coordination between levels and sectors to support, guide and remove difficulties and obstacles in the implementation process; considering the results of the new rural construction work as one of the criteria for annual assessment and classification.

2. Further raise the awareness of Party committees, authorities at all levels and people in the province about the role, responsibility and importance of building new rural areas. Party committees, authorities, the Vietnam Fatherland Front and socio-political organizations at all levels organize the dissemination and propaganda of the Directive's contents to cadres, party members and people; develop programs and plans, identify key goals, criteria, tasks, solutions and specific implementation roadmaps, with high determination to lead and direct the implementation of specific results in building new rural areas. In addition, effectively coordinate and integrate the implementation of other national target programs and the program to eliminate temporary and dilapidated houses in the province.

3. Implementation

3.1. The Party Executive Committee of the Provincial People's Committee directs the Provincial People's Committee and departments, branches and localities to focus on implementing well the following contents:

- Continue to promote the construction of new rural areas in a comprehensive, stable, sustainable and improved direction; especially maintaining, sustaining and improving the quality of criteria for districts and communes that have been recognized as meeting the standards. Direct localities to focus on, speed up the progress, complete the establishment and adjustment of district planning, general planning and detailed planning of communes to meet the requirements of new rural construction and the urbanization process; as a basis and foundation in directing and managing new rural construction.

- Continue to promote production development in the direction of restructuring the agricultural sector, developing the rural economy associated with the process of in-depth urbanization and sustainable development; strongly shifting from agricultural production to agricultural economy, from high-yield agriculture to high-tech, high-value agriculture, from single-sector agriculture to multi-sector integration. In addition, it is necessary to continue to promote the application of scientific and technological advances in production, build and replicate models of commodity agricultural production to develop large-scale agriculture, organic agriculture, high-tech application, high added value. Promote digital transformation, application of information technology and construction of smart new rural areas.

- Improve the quality of vocational training for rural workers. Synchronously and effectively deploy the contents of the OCOP Program; focus on effectively implementing the One Commune One Product (OCOP) Program, in which priority is given to developing key product groups with advantages of each locality associated with tourism service development; the whole province has more OCOP products with brands, values ​​and high competitiveness. Continue to pay attention to developing collective economy and cooperatives; build and improve the efficiency of collective economic models to link production and consumption of agricultural products according to the value chain, creating stable output for agricultural products. Strengthen forest management and development; encourage the development of garden and forest economy, planting medicinal plants under the forest canopy, ensuring both good protection and development of forests and creating livelihoods, improving income and living standards of people; support environmentally friendly farm farming.

- Strengthen management, diversify resource mobilization, especially resources from the people and enterprises to focus on building new rural areas; have appropriate solutions to integrate and effectively use capital from the National Target Program on New Rural Area Construction with other National Target Programs to ensure compliance with regulations; avoid scattered and fragmented investment; focus on removing difficulties and obstacles for investment projects in the area, speed up implementation and capital disbursement; mobilize maximum local resources to focus on building Ninh Son district and Thuan Nam district to meet new rural standards in 2025. Continue to research and propose mechanisms, creating favorable conditions for enterprises to invest in developing production, trade and services in rural areas, especially the poor district of Bac Ai.

- Innovating thinking and methods to build new rural areas in depth, substantially, effectively and sustainably, not only focusing on infrastructure investment but also harmoniously combining production development, livelihood creation and culture - society to improve the material and spiritual life of the people. Focus on reviewing new rural criteria, developing plans to maintain, sustain and improve the quality of criteria and have appropriate solutions to organize implementation, especially criteria on income, multidimensional poverty, production organization, environment, security and order; focus on directing and prioritizing resources to support districts and communes that are qualified and capable of meeting new rural standards, advanced new rural standards, and model new rural standards to complete the goal of building localities that meet the standards according to Resolution No. 16-NQ/TU and eliminating "blank districts in new rural areas" for Bac Ai district.

- Review, consolidate and improve the efficiency and quality of operations of the Steering Committee and the apparatus assisting the Steering Committee at all levels in a professional and effective manner; adjust and assign additional provincial departments and branches to directly support and assist localities in implementing the National Target Program on New Rural Construction.

- Seriously carry out the examination, appraisal, and recognition of standard villages, communes, and districts, ensuring quality and substance; strengthen the inspection, supervision, and urging of localities in the implementation of new rural construction.

3.2. The Provincial People's Council Party Delegation leads the Provincial People's Council Standing Committee and the Provincial People's Council's committees to supervise and urge the implementation of the Directive of the Provincial Party Committee Standing Committee.

3.3. The Party Committee of the Vietnam Fatherland Front, socio-political organizations at all levels coordinate with functional agencies and localities to strengthen propaganda and mobilize union members, association members and people to voluntarily participate in the program. Select practical contents to coordinate and mobilize, encourage organizations and individuals to join hands and build the new rural areas. At the same time, participate in monitoring and criticizing the implementation of the National Target Program on building new rural areas in the province.

3.4. The Provincial Party Committee's Propaganda Department directs, disseminates, and orients media agencies to strengthen information, propaganda, and dissemination of the Party and State's policies and guidelines on the National Target Program on New Rural Construction to all levels of cadres, civil servants, and people in the province so that everyone knows and voluntarily participates.

3.5. District, city and affiliated party committees, based on the Directive of the Provincial Party Standing Committee and the practical situation in the locality and unit, promptly issue Directives or documents for leadership; at the same time, direct the government, departments, branches and organizations to develop specific and detailed plans to effectively implement the National Target Program on New Rural Construction in the locality, determined to complete the goals set out in Resolution No. 16-NQ/TU.

The Party Executive Committee of the Provincial People's Committee shall preside over and coordinate with the Party Committees of the Provincial Party Committee to monitor, inspect, supervise and urge the implementation of the Directive. Every 6 months and annually, report the implementation results to the Standing Committee of the Provincial Party Committee for monitoring and direction.
