To solve this problem, the Department of Information and Communications of Tay Ninh has advised the Provincial Party Committee and the Provincial People's Committee to build a set of shared digital technology solutions, including three main components:

The digital technology solution suite has proven its ability to save costs and optimize resources in public service management and provision. Integrating multiple systems and applications into a single platform reduces the complexity of managing and using multiple accounts and applications.

The IOC system helps monitor and effectively manage government activities, from tracking the progress of public investment disbursement to monitoring economic, social and environmental indicators. Data from this system is analyzed and displayed via a dashboard interface, helping provincial leaders quickly grasp the actual situation and make timely decisions. This not only helps improve management efficiency but also optimizes the use of public resources.

Tay Ninh Smart application helps people submit applications online, look up application status and report on-site without having to travel to administrative agencies. This reduces travel costs and waiting time, helps reduce the workload for officials, thereby saving administrative costs.

The AI-integrated traffic camera system not only helps monitor traffic violations but also supports monitoring activities at the document reception department, ensuring the quality of public services.

Thanks to this digital technology solution, Tay Ninh has achieved impressive results in developing digital government and improving the quality of public services. Tay Ninh Smart application has attracted more than 400,000 user accounts, helping people easily access public services without having to install many separate applications. Features such as online application submission, on-site reporting and application status lookup have helped reduce waste of time and costs, while increasing citizen satisfaction.

Difficulties and challenges in digital transformation

Despite the positive results, Tay Ninh still faces a number of difficulties and challenges in the process of implementing digital transformation. One of the major problems is data fragmentation and lack of synchronization between systems. Before the common digital technology solution was deployed, each agency and unit in the province developed separate systems, making it difficult to share data and coordinate work between units.
