Thanh Hoa Land Fund Development Center: Improving efficiency, creating momentum for breakthrough

With the close attention and direction of the Provincial People's Committee and the Department of Agriculture and Environment, along with the determination of all cadres, civil servants and employees, the Center has achieved many positive results in 2024 and the first half of 2025, creating a solid foundation to continue to make breakthroughs in the last months of the year, such as:

In the compensation and site clearance work, the Center has organized the implementation of 11 projects with a total area of 30.38 hectares. Confirming the completed area of land clearance for investors to prepare documents to request the Provincial People's Committee to allocate land for 02 projects with a total area of 196 hectares. The progress of the projects is guaranteed, contributing to creating a clean land fund to develop key projects of the province.

Regarding the auction of land use rights, the Center has successfully organized the auction of 3 land plots, collecting 29,828 billion VND for the state budget. Steps are being taken to continue auctioning many land plots including: Land plot of Duc Loi Company Limited, Hac Thanh ward; Mixed housing area B.HH, E.HH in Dong Hai urban area, Hac Thanh ward; Apartment housing area in Hac Thanh ward; Commercial service area serving tourism in Cam Tu commune; Residential area east of the administrative center of Sam Son ward....

Regarding the organization of bidding for land-using projects, the Provincial People's Committee has approved investors for 03 land-using projects and is considering approving the investment policy for 04 social housing projects. In addition, the Center has organized and is organizing the establishment and adjustment of detailed planning 1/500 for 14 land plots (projects), with a total area of about 369.35 hectares. Of which, 09 land plots (projects) have been submitted for appraisal and the Provincial People's Committee has approved the detailed planning at 1/500 scale of 08 land plots (projects); is submitting for appraisal, approval of tasks and budget estimates for planning 01 land plot (project), and is organizing the establishment of planning for 04 land plots (projects).

Regarding construction investment, the Center has invested in and completed the construction of the Housing and Green Park project in the South urban area of Thanh Hoa city, and the Resettlement Area HD-02 in the residential area of Hong Duc University. Currently, these projects have been handed over by the Center to the People's Committee of Thanh Hoa city (now Hac Thanh ward) for management and use according to regulations.

To improve the efficiency of land fund exploitation, the Center has advised the Department of Natural Resources and Environment to submit to the Provincial People's Committee Decision No. 77/2024/QD-UBND dated November 11, 2024 regulating the procedures for short-term land fund lease in Thanh Hoa province. At the same time, it has taken over the management of Duc Thanh Company's land in Thanh My commune and completed the reception and handover of 25 old tax team headquarters buildings and land for management and exploitation.

In the last months of 2025, the Center clearly identified the key tasks: Continue to implement land acquisition and clearance at 9 projects, with a total completed land acquisition and clearance area of about 18 hectares; organize auctions of land use rights for 8 projects according to the list approved by the Provincial People's Committee; coordinate with the Department of Construction to select investors for 4 social housing projects; submit for appraisal and approval of detailed planning for Lot C6 in the Southern Urban Area of Thanh Hoa City; Resettlement residential area east of Le Mon Industrial Park, Quang Phu Ward, Hoang Phu Residential Area, Thanh Hoa Province; organize the establishment of detailed planning for the general commercial service area and housing north of Dong Xuan Expressway Intersection, Thanh Hoa Province and the area surrounding the North-South High-Speed Railway Station, Dong Son Ward; organize the establishment and adjustment of the planning for Ho Thanh Area, Hac Thanh Ward; establish a plan for effective exploitation of land and real estate assigned for management.

To achieve the set goals in 2025, Thanh Hoa Land Fund Development Center has been closely coordinating with relevant departments, branches, and People's Committees of communes/wards to promptly handle difficulties and problems to speed up the progress of site clearance, hand over the site on time, prepare auction and bidding documents quickly, manage and propose effective exploitation plans for recovered land and public property.

At the same time, continue to focus on and strengthen the work of fostering and improving professional capacity for all officers, civil servants and employees at the Center in order to build a team of officers with good ethics, deep expertise in the field of work, and understanding of legal regulations on related fields such as land, construction investment, planning, auction, bidding, etc.
