On the afternoon of October 6, the Provincial Party Committee's Organizing Committee held a conference to review the Party organization and building work in the third quarter and deploy key tasks in the fourth quarter of 2023.

Comrade To Van Tu, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Organization Committee chaired the conference. Attending the conference were leaders of the Provincial Party Committee's Organization Committee, the Department of Home Affairs, Heads of Organization Committees of district, city and affiliated Party Committees.

In the third quarter, closely following the assigned functions and tasks, the Provincial Party Committee's Organization Department directed and promptly implemented tasks on organization and Party building work to ensure progress and quality, notably: Completing the review and supplementing the planning of leadership and management staff for the 2020-2025, 2021-2026 and 2025-2030, 2026-2031 terms; advising on the completion of the pilot implementation of the model of the Head of the Provincial Party Committee's Mass Mobilization Commission concurrently being the Chairman of the Provincial Vietnam Fatherland Front Committee; implementing training and fostering work according to plan and implementing well the cadre policies according to regulations; actively and proactively advising and implementing solutions to improve the leadership capacity, fighting strength of grassroots party organizations and the quality of cadres and party members.

In the first 9 months of 2023, the whole province admitted 2,190 new party members, reaching over 97% of the annual plan, and completed 100% of the target of establishing party organizations in non-state enterprises. Internal political protection work was carried out seriously, strictly, in accordance with procedures and regulations... The results of the work of the Party Organization and Building Department of the province have actively contributed to the successful implementation of the province's political tasks.

In their discussions at the conference, delegates focused on clarifying the results and difficulties in implementing the Party building organization work in the third quarter, and proposed solutions to effectively implement the key tasks of the fourth quarter. In particular, many delegates proposed solutions for developing Party members; advising leaders and directing the implementation of the arrangement of administrative units at all levels in the province; and rotating cadres, etc.

In his concluding remarks at the conference, Comrade To Van Tu, Member of the Provincial Party Standing Committee and Head of the Provincial Party Organization Committee, noted that the tasks in the fourth quarter were very heavy, requiring the entire sector to focus highly, make great efforts, and be determined to successfully complete the assigned tasks. In particular, focusing on advising on doing a good job of developing party members, improving the capacity and fighting strength of party organizations and party members.

Advise the Standing Committee of the Party Committee to promulgate and seriously implement the Plan to vote on confidence for leadership and management positions in the provincial political system in 2023. Advise the promulgation of the List of leadership positions and equivalent positions in the provincial political system; continue to implement Plan No. 39-KH/TU dated November 1, 2021 of the Standing Committee of the Provincial Party Committee on the rotation of cadres under the management of the Standing Committee of the Provincial Party Committee for the 2020-2025 and 2021-2026 terms. Continue to advise and guide the arrangement and assignment of cadres to ensure compliance with procedures and regulations.

Advise on the issuance of plans, regulations and instructions: Plan to implement the model of "Four-good Party cells, four-good grassroots Party committees"; Regulations of the Provincial Party Standing Committee on rewarding Party organizations and Party members; Instructions on reviewing, evaluating and classifying the quality of Party organizations and Party members in 2023. Advise on the establishment of military Party cells in communes, wards and towns according to Instruction No. 24 of the Central Organizing Committee.

Advise and coordinate the preparation of conditions for the opening of the XV non-concentrated advanced Political Theory class in Ninh Binh province; complete training and fostering courses according to plan; promptly implement policies for cadres and meritorious people according to management decentralization...

The Head of the Provincial Party Committee's Organizing Committee also discussed and clarified a number of proposals from delegates at the conference.
