6 main contents of the Plan

The plan to implement the Law on Management and Use of Weapons, Explosives and Supporting Tools sets out the following contents:

1- Organize conferences to disseminate the Law and documents detailing a number of articles of the Law;

2- Organize propaganda, dissemination and education of laws on the management and use of weapons, explosives and supporting tools;

3- Organize training and professional development on the management and use of weapons, explosives, and support tools;

4- Review legal documents;

5- Draft legal documents detailing the contents assigned in the Law;

6- Organize the inspection of the implementation of the Law and documents detailing a number of articles of the Law.

In particular, regarding the organization of propaganda, dissemination and education of laws on the management and use of weapons, explosives and supporting tools: In 2025 and the following years, the Ministry of Public Security shall preside over and coordinate with relevant ministries, branches and agencies to compile propaganda documents and disseminate the Law and detailed regulations for implementation for officers and soldiers in the People's Public Security and agencies, organizations and enterprises permitted to produce, trade, export, import, equip and use military weapons, explosives and supporting tools under the management of the Ministry of Public Security.

The Ministry of National Defense organizes the compilation of propaganda documents, dissemination of the Law and detailed regulations for implementation to subjects under the management scope of the Ministry of National Defense.

The Ministry of Industry and Trade shall preside over and coordinate with relevant ministries, branches and agencies to compile propaganda documents and disseminate the Law and detailed regulations for implementation to organizations and enterprises that produce, trade and use industrial explosives and explosive precursors under the management of the Ministry of Industry and Trade.

The People's Committees of provinces and centrally run cities shall direct departments, branches, sectors and People's Committees at all levels to organize extensive propaganda, compile documents to disseminate the Law and detailed regulations for its implementation, focusing on propagating and disseminating the Law to ethnic minority areas, in order to raise people's awareness and sense of law compliance regarding the management and use of weapons, explosives and supporting tools.

Ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally run cities shall review legal documents related to the Law on Management and Use of Weapons, Explosives and Supporting Tools in their assigned fields and areas of state management; implement them according to their authority or propose to competent authorities to promptly amend, supplement, replace, abolish or issue new legal documents to ensure compliance with the provisions of the Law and detailed implementing documents.

Drafting legal documents detailing the contents assigned in the Law

The Prime Minister requested the Ministry of Public Security to preside over drafting and submitting a Decree detailing a number of articles and measures to implement the Law on Management and Use of Weapons, Explosives and Supporting Tools.

Organization of inspection of law enforcement

The Prime Minister requested the Ministry of Public Security to preside over and coordinate with relevant ministries, branches and agencies to organize inspections of the implementation of the Law and documents detailing a number of articles of the Law for units in the People's Public Security and agencies, organizations and enterprises licensed to produce, trade, export, import, equip and use weapons, military explosives and support tools under the management of the Ministry of Public Security.

The Ministry of National Defense organizes the inspection of the implementation of the Law and documents detailing a number of articles of the Law for subjects under the management of the Ministry of National Defense.

The Ministry of Industry and Trade shall preside over and coordinate with relevant ministries, branches and agencies to organize inspections of the implementation of the Law and documents detailing a number of articles of the Law for organizations and enterprises producing, trading and using industrial explosives and explosive precursors under the management of the Ministry of Industry and Trade.
