On August 28, at the symbolic relic where the first Communist Party of Vietnam cell of Hai Ninh district (the predecessor of today's Mong Cai City Party Committee) was established, Mong Cai City Party Committee solemnly held a ceremony to award Party badges and announce the decision to admit new Party members.

At the ceremony, authorized by the Provincial Party Committee, the Standing Committee of Mong Cai City Party Committee solemnly organized the awarding of 50, 55, 60, 65-year Party membership badges to 8 exemplary Party members who are loyal, steadfast, and steadfast in the Party's goals and ideals; have made many contributions to the glorious revolutionary cause of the Party; at the same time, announced the decision to admit 100 outstanding people into the Communist Party of Vietnam.

Reviewing history, the leader of Mong Cai City Party Committee affirmed: Nearly 78 years ago (October 19, 1946), at No. 42, Main Street (Hoa Lac) Mong Cai, the Conference to establish the Communist Party Cell of Mong Cai District took place according to the decision of Inter-zone Party Committee 12 and the Party Executive Committee of Hai Ninh Province. The establishment of Mong Cai Communist Party Cell marked an important step in the development of the local Party organization, meeting the requirement of unifying the Party's leadership with the revolutionary movement of the people of all ethnic groups.

Since then, the Mong Cai City Party Committee has grown steadily, leading the army and people from one victory to another. From a poor, purely agricultural, and disadvantaged district, with solidarity and efforts to overcome difficulties and challenges, the Party Committee, government, army and people of all ethnic groups in Mong Cai City have maximized their endogenous strength, spread the desire for innovation, made good use of opportunities, and built the land at the frontier of the Fatherland to develop comprehensively in all fields.
