STRONG DIRECTION

One of the areas that has maintained growth in Bac Lieu City is the development of trade and services. In the first quarter of 2025, the total retail sales of goods and services reached more than 7,417 billion VND, an increase of 9.9% over the same period. Promoting this strength, the city is actively completing the plan to relocate Ngo Gia Tu night market and Ward 3 night food market. At the same time, it has approved the starting price for sidewalk rental on Hoa Binh street to organize an auction and select investors to implement the plan, in order to exploit the potential of trade and services, towards professionalism, modernity and civilization.

Other areas such as the development of industry and handicrafts (CN-TTCN) continued to be maintained and developed with the production value of CN-TTCN reaching over 1,040 billion VND and increasing by 2.2% over the same period. At the same time, the city has done a good job of guiding and advising farmers in agricultural production and development, and the output of vegetable cultivation has reached 8,850 tons so far; the total output of exploitation, fishing and aquaculture has reached over 12,340.09 tons and increased by 25.11% over the same period.

Along with production development, Bac Lieu City has been promoting the improvement of the quality of new rural commune criteria and continuing to implement, review and evaluate the criteria for advanced rural communes and model rural communes. At the same time, focusing on the task of maintaining, improving and enhancing the quality of the achieved results. Up to now, the city has completed the task of building new rural areas with 3/3 communes meeting the standards of model rural communes in education (Hiep Thanh commune, Vinh Trach commune), model rural commune in production (Vinh Trach Dong commune). In addition, it has coordinated with the Department of Agriculture and Environment to pilot the construction of a model of digital transformation of rural areas towards a smart rural commune in Hiep Thanh commune.

In addition to economic development, the work of gratitude, caring for families with meritorious services, and people with revolutionary contributions has been carried out fully and promptly. Social protection work has always been carried out in accordance with regulations and has provided regular subsidies to more than 6,310 people. In particular, thanks to the good work of poverty reduction, the city now has no poor households according to multidimensional criteria (there are still 43 poor households under social protection and 230 near-poor households). Accordingly, 27 houses have been handed over to poor and near-poor households according to the plan to eliminate temporary and dilapidated houses in the city (phase 1) and specialized agencies have been directed to coordinate with wards and communes to review and implement the plan to eliminate temporary and dilapidated houses in the city (phase 2)...

FOCUS ON URBAN INVESTMENT

One of the areas that the Bac Lieu City Party Committee and People's Committee have paid special attention to in terms of leadership and direction is the investment in basic construction and urban infrastructure development. Currently, the city is implementing 44 works and projects and 18 transitional projects, and has started 11 new projects. At the same time, direct to speed up the implementation of projects in the city (including the resettlement area adjacent to Nguyen Thi Dinh Primary School - Ward 1, the resettlement area east of Bach Dang Street - Nha Mat Ward) and submit to the Provincial People's Committee for approval of the investment policy of 8 projects (New Urban Area Project in Nha Mat Ward; Hotel, Trade and Service Complex and Townhouse Project in Ward 1; Amusement Park Project; Resort Hotel and Conference Center; Green Park and Sports Area in Vinh Trach Dong Commune; Urban Renovation Housing Project in Dong Tran Phu Ward, Ward 1 and Ward 7; Wastewater Treatment Plant; Resettlement Area serving the embankment project on both sides of Bac Lieu River). In general, the departments, branches, sectors and units assigned to be investors have been more proactive in capital disbursement, the disbursement results up to now have reached a higher rate than the same period.

Bac Lieu City has also focused on public investment capital and other capital sources to implement a number of key infrastructure projects. The management, maintenance and repair of power lines and roads managed by the city have been carried out promptly, ensuring quality and progress, thus ensuring smooth traffic safety on the roads managed by the city. On the other hand, the management of construction and urban order has also been closely and resolutely directed. The city has organized 229 campaigns, thereby reminding 291 cases, temporarily detaining 28 cases of violations of trading order, encroachment on roadsides, sidewalks against regulations, affecting urban environmental sanitation, etc.

However, besides the advantages, the investment, construction and urban development work still faces many difficulties. The urban planning coverage rate is still low, the capital demand for planning is relatively high but the resources are not guaranteed. Through review, Bac Lieu City currently has 7 areas that have not been allocated capital for zoning planning, the implementation cost is about 46.5 billion VND.

Along with that, a number of long-standing projects have not been completely resolved, the process of state management of land and construction order has encountered many difficulties, and many difficult-to-handle incidents have arisen, especially the Bac Tran Huynh Residential Area, the Rehabilitation Lake Resettlement Area, the Tuoi Hong Kindergarten Project, Thanh Gat Area, and Thien Long Residential Area. On the other hand, the demand for investment in developing traffic and urban infrastructure to implement the criteria of a type I urban area is very large, but resources are not guaranteed. Some tasks that the city has implemented are still slow, such as: Adjusting the general planning of Bac Lieu City until 2045 and the plan to relocate the night market on Ngo Gia Tu Street and the Night Food Market on Hai Ba Trung Street, investment preparation, project implementation progress and disbursement of public investment capital, etc.

TU ANH

Continuing to promote the construction and development of urban infrastructure, the Bac Lieu City Party Committee directed sectors and localities to urgently complete and submit for approval the Project to adjust the general planning of Bac Lieu City to 2045 and complete the Urban Development Program, the City's Urban Architecture Management Regulations (expected to be approved in the second quarter of 2025). Establish new and adjust zoning and detailed planning projects, increasing the city's planning coverage rate to 90%. At the same time, well implement the planning announcement, management and implementation. Complete the investment call and implement the City's Wastewater Treatment Plant Project. Coordinate with departments and sectors to submit to the Provincial People's Committee to adjust the land use targets of the City's Industrial Park. Bac Lieu to establish a detailed plan for the 500ha Bac Lieu Industrial Park in Vinh Trach commune approved in the Bac Lieu Provincial Planning for the period 2021 - 2030, with a vision to 2050 (according to Decision 1598/QD-TTg, dated December 8, 2023 of the Prime Minister) and promote investment calling after the plan is approved.
