to ensure the time to organize Party congresses at all levels towards the 14th National Congress of the Party, the Steering Committee requests Party committees, Party organizations, agencies and units to urgently implement the following contents: Regarding the contents to be implemented immediately (under the authority of the Politburo, Secretariat, Party committees, Party organizations, agencies and units) * For Party agencies and units at the Central level - Central Party Committees take the lead in developing the project: Review and streamline the focal points at the department, division, unit and affiliated organizations levels; Preside over and coordinate with the Central Organizing Committee and relevant agencies to draft and submit to the Politburo for promulgation new regulations on the functions, tasks, powers, organizational structure, and working relationships of their agencies and units (to be completed before December 31, 2024); Review the steering committees of which the agencies and units are standing agencies, propose the Politburo and the Secretariat to end their operations (retaining only those steering committees with truly necessary functions and tasks) (to be completed before December 31, 2024); End the operations of magazines, transfer related functions and tasks to the Communist Magazine; preside over and coordinate with the Communist Magazine and the Central Organizing Committee to arrange and streamline the staff of cadres, civil servants, public employees, and workers of magazines, ensuring smooth transfer (to be completed before December 15, 2024). - The Central Propaganda Department shall preside over the development of the project: Ending the operation of the Communist Party of Vietnam Electronic Newspaper, transferring related functions and tasks to Nhan Dan Newspaper (to be completed before December 15, 2024); Transferring the functions and tasks of the Central Council for Theory and Criticism of Literature and Arts, the Scientific Council of Central Party Agencies to the Ho Chi Minh National Academy of Politics (to be completed before December 31, 2024); The Central Propaganda Department shall preside over and coordinate with the Ho Chi Minh National Academy of Politics, Nhan Dan Newspaper, and the Central Organization Committee to arrange and streamline the staff, civil servants, public employees, and workers of the Communist Party of Vietnam Electronic Newspaper, the Central Council for Theory and Criticism of Literature and Arts, and the Scientific Council of Central Party Agencies at present, ensuring smooth transfer. - The Ho Chi Minh National Academy of Politics shall preside over and coordinate with the Central Organizing Committee and relevant agencies to carry out the transfer and reception of the functions and tasks of the Central Theoretical Council; Preside over and coordinate with the Central Propaganda Department and the Central Organizing Committee to carry out the transfer and reception of the functions and tasks of the Central Council for Theory and Criticism of Literature and Arts, the Scientific Councils of Central Party agencies; coordinate the arrangement and streamlining of the staff, civil servants, public employees and workers of the above councils (to be completed before December 31, 2024); Preside over and coordinate with the Ministry of Home Affairs and the Central Organizing Committee to carry out the transfer and reception of the organization and the arrangement and streamlining of the staff, civil servants, public employees and workers of the current National Academy of Public Administration (to be completed before December 31, 2024); Preside over and coordinate with the Central Propaganda Department and the Central Organizing Committee to transfer and receive the functions and tasks of the Communist Party of Vietnam Electronic Newspaper (to be completed before December 31, 2024); Project to streamline departments, units, and affiliated organizations; Preside over and coordinate with the Central Propaganda Department and the Central Organization Department to draft and submit to the Politburo for promulgation new regulations on the functions, tasks, powers, organizational structure, and working relationships of their units (to be completed before December 31, 2024); Preside over the arrangement and streamlining of staff, civil servants, public employees, and workers of Nhan Dan Television; (5) Coordinate with the Central Propaganda Department to arrange and streamline the staff, civil servants, public employees, and workers of the current Communist Party Electronic Newspaper. - The Communist Magazine presides over and coordinates with the Central Organization Department and the Central Party Committees to transfer and receive the functions and tasks of the magazines of the Central Party Committees; coordinate in arranging and streamlining the organizational structure and staff of current magazines (to be completed before December 31, 2024); Develop a project to arrange and streamline the departments, units, and affiliated organizations; Preside over and coordinate with the Central Organizing Committee and relevant agencies to draft and submit to the Politburo for promulgation new regulations on the functions, tasks, powers, organizational structure, and working relationships of its unit (to be completed before December 31, 2024). - The Central Committee for the Protection and Care of Cadres' Health shall preside over and coordinate with the Central Organizing Committee, the Ministry of Health, and relevant agencies to develop a project to end the operation of the Central Committee for the Protection and Care of Cadres, transfer the tasks to the Central Organizing Committee, the Ministry of Health, and a number of central hospitals; propose a plan to arrange and assign cadres, civil servants, public employees, and workers of the current Central Committee for the Protection and Care of Cadres' Health (to be completed by December 15, 2024). - The Central Organizing Committee shall preside over and advise the Politburo to decide on: The policy of transferring the functions and tasks of the Central Theoretical Council to the Ho Chi Minh National Academy of Politics; Policy to end the operation of the Central Committee for the Protection and Care of Cadres' Health; Amend and supplement relevant regulations of the Politburo and the Secretariat to streamline the organizational structure, arrange cadres, and reduce staffing (to be completed before January 15, 2025). The Central Organizing Committee shall preside over and advise the Secretariat to stipulate: Functions, tasks, powers, organizational structure (including functions and tasks of advisory and support agencies), working relationships and model working regulations of Party committees directly under Party committees: the Government, the National Assembly, the Vietnam Fatherland Front and Party Committees of Party agencies, Central judiciary agencies, the Office of the President; Functions, tasks, organizational structure, working relationships and model working regulations of Party committees of Party agencies, mass organizations, People's Councils, and provincial judiciary; Functions, tasks, organizational structure, working relationships and model working regulations of provincial-level Party Committees (to be completed before January 15, 2025). Coordinate and advise on the arrangement of cadres according to management authority at agencies, units and organizations after streamlining the organizational structure. Coordinate with relevant agencies to review steering committees towards ending operations, only retaining steering committees with truly necessary functions and tasks. The Central Party Office presides over and coordinates with the Party Personnel Committee of the Ministry of Finance and relevant agencies to propose plans to handle headquarters, assets and facilities of agencies implementing the arrangement and streamlining of the organizational structure. * For ministries, ministerial-level agencies, and agencies directly under the Government, the Government Party Committee and the Steering Committee on summarizing the implementation of Resolution 18 of the Government shall lead and direct the implementation of the following tasks: Submit to the Politburo and the Secretariat for policy (before December 31, 2024) before the Government and the Prime Minister issue: Resolution of the Government on the dissolution of the State Capital Management Committee at Enterprises, transferring tasks to: the Ministry of Finance, specialized ministries and relevant agencies; Decision of the Prime Minister on the dissolution of the National Financial Supervision Committee, transferring tasks to the Ministry of Finance, the State Bank and relevant agencies; Legal regulations to arrange 02 national universities; 02 academies of science; Amending and supplementing legal provisions stipulating the functions, tasks, powers, and organizational structures of ministries, ministerial-level agencies, and agencies under the Government as a basis for rearranging agencies and units such as: Ho Chi Minh Mausoleum Management Board, Vietnam Social Security, State Treasury, General Department of Taxation, General Department of Customs, General Department of Civil Judgment Enforcement, General Department of Market Management, State Bank branches in provinces and cities, etc.; Amending and supplementing decrees stipulating the functions, tasks, powers, and organizational structures of each ministry, ministerial-level agency, and agency under the Government (not implementing the rearrangement according to the suggestions and directions of the Politburo) in the direction of reviewing the functions, tasks, powers, and streamlining the departments, units, and organizations under each ministry, ministerial-level agency, and agency under the Government; ending the operations of News Agency Television, VOV Television, VTC Television, transferring related functions and tasks to Vietnam Television; Arrange press agencies of ministries and branches (to be completed before January 15, 2025); Decree stipulating the regime and policies for cadres, civil servants, public employees and workers when implementing the arrangement and streamlining of the apparatus (to be completed before December 20, 2024); Transfer of functions, tasks and apparatus organization of the National Academy of Public Administration to the Ho Chi Minh National Academy of Politics (to be completed before December 31, 2024). Lead and direct ministries, ministerial-level agencies and agencies under the Government to review and end the activities of steering committees established by the Government (only retaining steering committees with truly necessary functions and tasks) (to be completed before December 31, 2024). * For agencies under the National Assembly, the National Assembly Party Delegation leads and directs the implementation of the following tasks: Submit to the Politburo and the Secretariat for approval (before December 31, 2024) before the National Assembly Standing Committee issues regulations to: Implement the arrangement and streamlining of the organization and staffing of agencies under the National Assembly Standing Committee and the National Assembly Office; End the operation of the Institute for Legislative Studies, transfer functions and tasks to relevant agencies of the National Assembly and the National Assembly Standing Committee; Regulate not to arrange the positions of standing member, full-time member at the Ethnic Council and National Assembly Committees; National Assembly committees have chairmen, vice chairmen, full-time National Assembly deputies and part-time National Assembly deputies; End the operation of National Assembly Television, transfer related functions and tasks to Vietnam Television (to be completed before December 31, 2024); Transfer the specialized departments of the National Assembly Office to the National Assembly Committees[5], the departments of the National Assembly Standing Committee; review and streamline the focal points at the department and office levels (complete immediately after the arrangement of the National Assembly Committees). The National Assembly Standing Committee directs the National Assembly Office to preside over the arrangement of cadres, civil servants, public employees, and workers of the current National Assembly Television; review, arrange, and streamline the secretariat. * For the Vietnam Fatherland Front, socio-political organizations, the Central Secretariat of the Ho Chi Minh Communist Youth Union, and mass organizations assigned by the Party and the State. The Party Committee of the Vietnam Fatherland Front, the Party Committees of socio-political organizations at the Central level, the Central Secretariat of the Ho Chi Minh Communist Youth Union, the Party Committees and mass organizations assigned by the Party and the State shall lead and direct the implementation of the following tasks: Develop a project: Reorganize the press and magazine agencies under the Vietnam Fatherland Front and socio-political organizations, mass organizations assigned by the Party and the State in the direction of merging and ending the operations of some newspapers and magazines that are not really necessary; Review and streamline the focal points at the department, division, unit, and affiliated organization levels; Preside over and coordinate with the Central Organizing Committee and relevant agencies to draft and submit to the Politburo for promulgation new regulations on the functions, tasks, organizational structure, and working relationships of the Central agencies of the Vietnam Fatherland Front and the Central agencies of socio-political organizations[6] (to be completed before December 31, 2024). Review the steering committees of which the organization is the standing body, propose the Politburo and the Secretariat to end their operations (retaining only those steering committees with truly necessary functions and tasks) (to be completed before December 31, 2024). The Central Secretariat of the Ho Chi Minh Communist Youth Union presides over and coordinates with the Party Committee of the Central Agencies Bloc, the Party Committee of the Central Enterprises Bloc and relevant organizations and agencies to study the model of the Youth Union organization at the new Party Committees directly under the Central Committee (to be completed before December 31, 2024). Contents to prepare for reporting to the Central Executive Committee (expected in mid-February 2025); submit to the Politburo and the Secretariat after the resolution (conclusion) of the Central Executive Committee * Contents to prepare for reporting to the Central Executive Committee - The Central Propaganda Department presides over and coordinates with the Central Mass Mobilization Committee to develop a project to merge the Central Propaganda Department and the Central Mass Mobilization Committee; presides over and coordinates with the Central Organization Committee and relevant agencies to draft and submit to the Politburo for promulgation new regulations on functions, tasks, powers, organizational structure, and working relationships of the new agency; propose the arrangement and assignment of cadres, civil servants, public employees, and workers of the current Central Propaganda Department and Central Mass Mobilization Committee (to be completed before January 15, 2025). - The Central External Relations Commission shall preside over and coordinate with the Central Organization Commission, the Central Office, the Ministry of Home Affairs, the Delegation Affairs Commission under the National Assembly Standing Committee, the Ministry of Foreign Affairs, and the National Assembly's Foreign Affairs Committee to develop a project to end the operation of the Central External Relations Commission, transfer the main tasks to the Ministry of Foreign Affairs, and part of the work to the Central Party Office; propose the arrangement and assignment of cadres, civil servants, public employees, and workers of the current Central External Relations Commission and the National Assembly's Foreign Affairs Committee (to be completed before January 15, 2025). - The Party Committee of the Central Agencies shall preside over and coordinate with the Party Committee of the Central Enterprises, the Central Organization Commission, the Central Inspection Commission, the Central Office, the Ministry of Home Affairs, and the Delegation Affairs Commission under the National Assembly Standing Committee: Develop a model project to establish a Party Committee directly under the Central Committee and its subordinate Party Committees; Draft regulations on the model functions, tasks, powers, organizational structure (including functions and tasks of advisory and support agencies), working relationships of the newly established Central Party Committee; Party committees, ministries, branches, Fatherland Front, unions, enterprises, etc. directly under the newly established Central Party Committee; Draft regulations on the model working regulations of the Central Party Committee (to be completed before December 6, 2024); Preside over the development of a project to end the activities of the Party Committee of the Central Agencies; coordinate with the Central Organization Committee and relevant agencies to propose the arrangement and assignment of cadres, civil servants, public employees, and workers of the current Central Party Committee (to be completed before January 15, 2025); Advisory and support agencies of the newly established Central Party Committees and the directly superior Party Committees of the grassroots Party organizations directly under the Central Party Committees; It is expected to include 04 agencies: Organizing Committee, Inspection Committee, Propaganda and Mass Mobilization Committee, Party Committee Office (for newly established Party Committees directly under the Central Committee, the Propaganda and Mass Mobilization Committee includes the political training center). - The Central Party Office presides over and coordinates with the Party Committee of the Central Agencies Bloc, the Central Organization Committee, the Central Inspection Committee and relevant agencies to develop a Project to establish Party Committees of Party agencies, Central judicial agencies, and the Office of the President; proposes the Politburo to appoint the Executive Committee, Standing Committee, Secretary, Deputy Secretary of the Party Committees of Party agencies, Central judicial agencies, and the Office of the President for the 2020-2025 term (Comrade Politburo member, Standing member of the Secretariat as Party Committee Secretary; Comrade Central Party Secretary, Chief of the Central Party Office as Standing Deputy Secretary of the Party Committee; 01 full-time Deputy Secretary may be arranged); Draft regulations of the Politburo on functions, tasks, powers, organizational structure (including functions and tasks of advisory and support agencies), working relationships, working regulations of Party Committees of Party agencies, Central judicial agencies, Office of the President (to be completed before January 15, 2025). - The Party Committees of the Supreme People's Court and the Supreme People's Procuracy shall preside over and coordinate with the Party Committees of the Central agencies and relevant agencies to develop a project to end the activities of the Party Committee of the Supreme People's Court and the Party Committee of the Supreme People's Procuracy; draft decisions to establish Party Committees of the Supreme People's Court and the Supreme People's Procuracy directly under the Party Committees of Party agencies and Central judicial agencies; Propose to the Politburo and the Secretariat for policies before the Party Committees of Party agencies, Central judicial agencies, and the Office of the President appoint the executive committee, standing committee, secretary, and deputy secretary of the Party Committee of the Supreme People's Court and the Party Committee of the Supreme People's Procuracy for the 2020-2025 term; preside over and coordinate with the Party Committee of the Central Agencies, the Central Organization Committee, the Central Inspection Committee, and the Central Office to develop draft working regulations of the Party Committee of the Supreme People's Court and the Party Committee of the Supreme People's Procuracy (to be completed before January 15, 2025). - The Party Committee of the Central Enterprise Bloc presides over and coordinates with the Central Organization Committee and relevant agencies to develop a project to end the activities of the Party Committee of the Central Enterprise Bloc; propose the arrangement and assignment of cadres, civil servants, public employees, and workers of the current Party Committee of the Central Enterprise Bloc (to be completed before January 15, 2025). - The Government Party Committee shall preside over and coordinate with the Central Organizing Committee, the Central Inspection Committee, the Party Committee of the Central Agencies, the Party Committee of the Central Enterprises and relevant agencies to develop a project to end the operation of the Government Party Committee; establish a Government Party Committee directly under the Central Committee; propose to the Politburo to appoint the Executive Committee, the Standing Committee, the Secretary and Deputy Secretary of the Government Party Committee for the 2020-2025 term; draft regulations of the Politburo on the functions, tasks, powers, organizational structure (including the functions and tasks of advisory and support agencies), working relationships, and working regulations of the Government Party Committee; Direct ministries and ministerial-level agencies to preside over and coordinate with the Party Committee of the Central Agencies and relevant agencies to develop a project to end the operation of the Party Committees of ministries, ministerial-level agencies, Vietnam Social Security, and the State Capital Management Committee at Enterprises; establish Party committees of ministries and ministerial-level agencies directly under the Government Party Committee; propose to the Politburo and the Secretariat for policies before the Government Party Committee appoints the executive committee, standing committee, secretary and deputy secretary of the Party committee of ministries and ministerial-level agencies for the 2020-2025 term; preside over and coordinate with the Party Committee of the Central Agencies Bloc, the Party Committee of the Central Enterprises Bloc, the Central Organization Committee, the Central Inspection Committee, and relevant agencies to develop draft working regulations of the Party Committees of ministries and ministerial-level agencies; preside over and coordinate with the Central Organization Committee and relevant agencies to develop plans to arrange, merge, and dissolve ministries and ministerial-level agencies according to the suggested content and orientation on the arrangement of the apparatus for ministries, ministerial-level agencies, and agencies under the Government in Conclusion No. 09-KL/TW of the Central Steering Committee (submit to the Politburo for comments before January 15, 2025 for submission to the Central Committee). - The National Assembly Party Delegation shall preside over and coordinate with the Central Organizing Committee, the Central Inspection Committee, the Party Committee of the Central Agencies and relevant agencies to develop a project to end the activities of the National Assembly Party Delegation; establish a National Assembly Party Committee directly under the Central Committee; propose to the Politburo to appoint the Executive Committee, the Standing Committee, the Secretary and Deputy Secretary of the National Assembly Party Committee for the 2020-2025 term; draft regulations of the Politburo on the functions, tasks, powers, organizational structure (including the functions and tasks of advisory and support agencies), working relationships and working regulations of the National Assembly Party Committee; Direct the State Audit to preside over and coordinate with the Party Committee of the Central Agencies, the Central Organizing Committee and relevant agencies to develop a project to end the activities of the State Audit Party Committee; establish a State Audit Party Committee; Propose to the Politburo and the Secretariat for policies before the National Assembly Party Committee appoints the Executive Committee, the Standing Committee, the Secretary and Deputy Secretary of the Party Committee of the State Audit Office for the 2020-2025 term; preside over and coordinate with the Party Committee of the Central Agencies, the Central Organization Committee, the Central Inspection Committee, and the Central Office to develop a draft working regulation of the State Audit Party Committee; preside over and coordinate with the Central Organization Committee and relevant agencies to develop a plan to arrange, merge and dissolve the National Assembly's committees according to the suggested content and orientation on the arrangement of the apparatus for the agencies of the National Assembly and the National Assembly Standing Committee in Conclusion No. 09-KL/TW of the Central Steering Committee (submit to the Politburo for comments before January 15, 2025 for submission to the Central Committee). - The Party Delegation of the Vietnam Fatherland Front presides over and coordinates with the Central Organizing Committee, the Central Inspection Committee, the Party Committee of the Central Agencies and relevant agencies to develop a project to end the activities of the Party Delegation of the Vietnam Fatherland Front, establish the Party Committee of the Vietnam Fatherland Front and socio-political organizations directly under the Central Committee; propose the Politburo to appoint the Executive Committee, Standing Committee, Secretary, Deputy Secretary of the Party Committee of the Vietnam Fatherland Front and socio-political organizations for the 2020-2025 term; draft regulations of the Politburo on the functions, tasks, powers, organizational structure (including the functions and tasks of advisory and support agencies), working relationships, and working regulations of the Party Committee of the Vietnam Fatherland Front and socio-political organizations. Direct the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State to preside over and coordinate with the Party Committees of the Central Agencies and relevant agencies to develop a project to end the activities of the Party delegations of socio-political organizations and mass organizations assigned by the Party and the State; establish Party committees (cells) of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State directly under the Party Committee of the Vietnam Fatherland Front and socio-political organizations; propose to the Politburo and the Secretariat for policies before the Party Committee of the Vietnam Fatherland Front and socio-political organizations appoint the executive committee, standing committee, secretary, deputy secretary of the Party committee (cell) of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State for the 2020-2025 term; Preside over and coordinate with the Party Committee of the Central Agencies, the Central Organizing Committee, the Central Inspection Committee, and the Central Office to draft the working regulations of the Party Committee of the Vietnam Fatherland Front, socio-political organizations, Party Committees (Party cells) of mass organizations assigned by the Party and the State (for places where there are currently Party delegations) (to be completed before January 15, 2025). - The Central Inspection Committee presides over advising on supplementing and amending Regulation No. 22-QD/TW, dated July 28, 2021 of the Central Executive Committee on the inspection, supervision and discipline work of the Party (to be submitted to the Politburo before January 15, 2025). - The Central Organizing Committee shall preside over and advise on supplementing and amending Regulation No. 24-QD/TW, dated July 30, 2021 of the Central Executive Committee regulating the implementation of the Party Charter (submitted to the Politburo before January 15, 2025); Advise the Steering Committee to develop and complete the Summary Report on the implementation of Resolution 18; The Politburo's submission to the Central Executive Committee; draft Resolution (Conclusion) of the Central Executive Committee (submitted to the Politburo before January 31, 2025); Submit to the Politburo and the Central Executive Committee to amend Directive No. 35-CT/TW, dated June 14, 2024 on Party congresses at all levels, towards the 14th National Congress of the Party and the direction of personnel work; Preside over and advise the Politburo to submit to the Central Executive Committee on personnel work within its authority. * Regarding the contents prepared to be submitted to the Politburo and the Secretariat after the resolution (conclusion) of the Central Executive Committee is available
For Party committees and Party organizations directly under the Central Committee, Party agencies and units in the Central Committee: The Central Organizing Committee shall perform the following tasks: + Preside over and advise on the completion of the Regulations on the implementation of the Party Charter (supplements, amendments), the Resolution (Conclusion) of the Extraordinary Conference of the Central Executive Committee scheduled for mid-February 2025 (submit to the Politburo immediately after the Central Executive Committee Conference). + Preside over and coordinate with relevant agencies to advise and submit to the Politburo a decision to end the activities of the Government Party Committee, the National Assembly Party Committee, the Vietnam Fatherland Front Party Committee, the Party Committee of the Central Agencies Bloc, the Party Committee of the Central Enterprises Bloc; establish Party committees and appoint executive committees, standing committees, secretaries and deputy secretaries of Party committees: the Government, the National Assembly, the Vietnam Fatherland Front and Party committees of Party agencies, central judicial agencies, and the Office of the President for the 2020-2025 term (submit to the Politburo before March 1, 2025); the Secretariat issues a decision to end the activities of Party delegations and Party executive committees at the Central level, Party delegations of socio-political organizations, and mass associations assigned by the Party and the State, and gives the policy to end the activities of Party executive committees, Party delegations, and Party committees at the provincial level; gives the policy for Party committees directly under the Central Committee to appoint standing committees, secretaries and deputy secretaries of Party committees (cells) in agencies, units, and organizations that currently have Party delegations and Party executive committees according to their authority (submit to the Secretariat before March 1, 2025). + Preside over and coordinate with relevant agencies to advise and submit to the Politburo for promulgation: Decision on establishment, regulations on functions, tasks, powers, organizational structure, working relationships of the new committee on the basis of merging the Central Propaganda Department and the Central Mass Mobilization Committee; propose the arrangement and assignment of cadres, civil servants, public employees, and workers of the current Central Propaganda Department and the Central Mass Mobilization Committee (to be completed before March 1, 2025); Decision to end the operation of the Central External Relations Committee, transfer the main tasks to the Ministry of Foreign Affairs; part of the work to the Central Party Office (to be completed before March 1, 2025). + Preside over advising the Politburo and the Secretariat to arrange and assign cadres under the Central management. + Provide guidance on the functions, tasks, organizational structure, staffing, and working relationships of advisory and support agencies for newly established Party Committees directly under the Central Committee (submit to the Secretariat before March 1, 2025). + Advise on supplementing and amending Instruction No. 01-HD/TW, dated September 28, 2021 of the Secretariat on a number of specific issues on the implementation of the Party Charter; review, supplement, amend, and issue new regulations and instructions of the Politburo and the Secretariat to streamline the organizational structure after the Central Executive Committee supplements and amends regulations on the implementation of the Party Charter (submit to the Secretariat before March 31, 2025). - The Central Party Office shall preside over and coordinate with the Central Organizing Committee and relevant agencies to advise the Politburo to issue a decision on the functions, tasks, powers, and working relationships of the Central Party Office after the Central External Relations Committee ends its operations (to be completed before March 1, 2025). For the Government sector, the Government Party Personnel Committee (or the Government Party Committee after being established) shall lead and direct the implementation of the following tasks: - Submit to the National Assembly (extraordinary session at the end of February 2025): (1) Issue a Resolution of the National Assembly on the establishment and dissolution of a number of ministries (before February 28, 2025); (2) Consider amending and supplementing the laws: Law on Government Organization, Law on Organization of Local Government, and related legal documents after the Central Executive Committee and the Politburo give their approval on streamlining the organizational apparatus (before February 28, 2025). - Issue decrees stipulating the functions, tasks, powers and organizational structure of each ministry and ministerial-level agency (for ministries and ministerial-level agencies to be reorganized according to the Resolution/Conclusion of the Central Executive Committee) (before March 15, 2025). - Lead and direct ministries and ministerial-level agencies (for ministries and ministerial-level agencies to be reorganized according to the Resolution/Conclusion of the Central Executive Committee) to perfect the functions, tasks, powers, and streamline the departments, units and affiliated organizations (to be completed before March 15, 2025). For the agencies of the National Assembly and the Standing Committee of the National Assembly , the National Assembly Party Delegation (or the National Assembly Party Committee after its establishment) shall lead and direct the implementation of the following tasks: - Organize an extraordinary session of the National Assembly at the end of February 2025 to consider amending and supplementing relevant laws and personnel work under the authority of the National Assembly (before February 28, 2025). - Complete the streamlining of the National Assembly Committees, agencies under the Standing Committee of the National Assembly, departments, units, and organizations under the Office of the National Assembly (to be completed before March 15, 2025). For the Central Committee of the Vietnam Fatherland Front and socio-political organizations, the Party Committee of the Vietnam Fatherland Front, the Party Committee of the Vietnam General Confederation of Labor (or the Party Committee of the Vietnam Fatherland Front and socio-political organizations after being established) shall lead and direct the amendment and supplementation of relevant Party regulations and State laws (to be completed before February 28, 2025). Implementation Organization Party committees, Party organizations, agencies, units, directly the heads shall focus on directing and urgently and resolutely implementing tasks, ensuring that the agencies, units, and organizations after the arrangement operate smoothly, effectively, and efficiently immediately, without interruption of work, without leaving vacant areas or fields, without affecting the normal activities of agencies, units, organizations, and society. Specifically assign responsibilities for implementing and developing tasks on the arrangement, dissolution, and merger of agencies and units according to plan and schedule; Periodically report on the progress of implementing tasks and projects to the Steering Committee (through the Central Organizing Committee) before 3:00 p.m. every Friday. The Central Organizing Committee helps the Steering Committee regularly monitor, grasp the situation, and provide opinions (when necessary) during the process of implementing steps to develop and implement projects and tasks of Party committees, Party organizations, agencies, and units to ensure the correct progress, orientation, suggestions, and directions of the Politburo and the Steering Committee.
