Establish a standing unit to resolve problems arising in the implementation of the Law on Organization of Local Government.

(Baothanhhoa.vn) - Thanh Hoa Provincial People's Committee requested the standing unit to handle difficulties and problems arising in the process of arranging the apparatus and organization of the two-level local government of provincial departments, branches and sectors to take on additional tasks of receiving, guiding and answering difficulties and problems arising in the implementation of the Law on Organization of Local Government.

On August 11, 2025, the Chairman of Thanh Hoa Provincial People's Committee signed Decision No. 2712/QD-UBND promulgating the Plan to implement Decision No. 1589/QD-TTg dated July 24, 2025 of the Prime Minister promulgating the Plan to implement the Law on Organization of Local Government No. 72/2025/QH15.

The plan aims to clearly define the work content, progress, completion deadline and assign responsibilities to each relevant agency and unit; ensuring that the implementation of the Law on Organization of Local Government in the province is carried out promptly, comprehensively, consistently, synchronously, effectively and in accordance with the law.

At the same time, ensure the centralized and unified leadership and management of the Provincial Party Committee Standing Committee, the Provincial Party Committee Standing Committee, the Provincial People's Committee, and the Chairman of the Provincial People's Committee; at the same time, promote the proactive, positive and responsible role of departments, branches and localities in ensuring the progress and quality of organizing and implementing assigned tasks.

According to the plan, up to now, the posting and updating of the entire content of the Law on Organization of Local Government and documents detailing a number of articles of the Law on the Electronic Information Portal or Electronic Information Page of agencies and units has been completed, helping cadres, civil servants, public employees, workers and people to easily access, exploit and use.

The provincial Council for Coordination of Dissemination and Education of Law also held a Conference to disseminate the Law on Organization of Local Government dated June 16, 2025 and the Law on Amending and Supplementing a Number of Articles of the Law on Promulgation of Legal Documents dated June 25, 2025 to cadres, civil servants and public employees in the province.

Regarding the tasks in the coming time, the Provincial People's Committee requests the Department of Home Affairs, the Department of Justice, provincial departments, branches and sectors; Thanh Hoa Newspaper and Radio - Television Station; press agencies in the province and People's Committees of communes and wards to continue to organize propaganda and dissemination of the content and new points of the Law on Organization of Local Government in diverse forms, suitable to the actual conditions of each agency and unit to raise awareness, create unity in perception and action of cadres, civil servants, public employees and people about the 2-level local government model.

By the end of October 31, 2025, the standing unit to handle difficulties and problems arising in the process of reorganizing the apparatus and organization of the two-level local government of provincial departments, branches and sectors shall be established under the direction of the Chairman of the Provincial People's Committee in Official Dispatch No. 11212/UBND-THDT dated July 15, 2025; additionally undertake the task of receiving, guiding and answering difficulties and problems arising in the implementation of the Law on Organization of Local Government. In case of exceeding the authority, send it to the Department of Home Affairs for synthesis, report to the Provincial People's Committee, the Ministry of Home Affairs or submit it to the competent authority for consideration and resolution.

Before March 1, 2027, provincial departments, branches and sectors shall proactively and promptly advise the Provincial People's Committee to consider and issue administrative documents to resolve issues arising when organizing two-level local governments within the scope of assigned functions, tasks and powers. At the same time, advise the Provincial People's Committee to issue legal documents according to their authority or submit to competent agencies and persons for consideration and decision on amendments, supplements and issuance of legal documents to promptly adjust the content of regulations in administrative documents or content authorized for issuance.
