Standards for village health workers and village midwives are clearly specified in Circular 27/2023/TT-BYT of the Ministry of Health.

Standards for village health workers and village midwives are clearly specified in Circular 27/2023/TT-BYT of the Ministry of Health .

The Ministry of Health said that the team of medical staff in villages, hamlets, wards, hamlets, and residential groups (collectively referred to as village medical staff) are people with medical expertise, performing primary health care tasks for local people, and are an extension of the health sector.

To regulate this, the Ministry of Health issued Circular 27/2023/TT-BYT stipulating standards, functions, tasks, scope of medical examination and treatment activities and professional training content for village and hamlet health workers; village and hamlet midwives.

Functions of village health workers and village midwives

Circular 27/2023/TT-BYT stipulates that village and hamlet health workers support commune health stations in performing primary health care functions in villages and hamlets.

Village midwives support commune health stations in performing maternal and child health care functions in villages.

Standards for village health workers and village midwives

Regarding professional qualifications and training, village health workers and village midwives must meet one of the following criteria:

+ Complete the program (certificate granted) according to professional and technical training content.

+ Have medical qualifications (doctor, physician, nurse, midwife) from intermediate level or higher.

Volunteer to become a village health worker or village midwife.

Be physically fit to perform the duties as prescribed.

Professional training content

For village health workers: Professional and technical training contents are specified in Appendix No. 03 issued with this Circular, with a minimum training period of 3 months.

For village midwives: Professional and technical training contents are specified in Appendix No. 04 of this Circular, minimum training period is 6 months.

For village health workers who also work as village midwives: Professional and technical training contents are specified in Appendix No. 05 issued with this Circular, with a minimum training period of 3 months.

Circular 27/2023/TT-BYT takes effect from January 1, 2024. Village health workers and village midwives who have been working before January 1, 2024 will continue to perform the functions, tasks, and scope of medical examination and treatment activities specified in this Circular.
