On June 28, in Simacai district, the Standing Committee of the Provincial People's Council organized the 5th Conference to exchange experiences in the activities of the People's Councils at the provincial and district levels for the 2021-2026 term with the theme "Solutions to improve the quality of People's Council meetings".

The conference was chaired by comrades: Vu Xuan Cuong, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Vu Van Cai, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council; Ly Binh Minh, Vice Chairman of the Provincial People's Council; Tran Bich Suu, Standing Vice Chairman of the People's Council of Simacai district.

Attending the conference were leaders of the provincial People's Council; leaders of a number of provincial departments and branches; standing committees of the city, district and town Party Committees; standing committees of the People's Councils and Fatherland Fronts of districts, cities and towns.

In the first 6 months of 2024, the People's Councils at the provincial and district levels held meetings in accordance with the law. At the provincial level, 3 meetings were held to resolve arising issues and 35 resolutions were issued, including 4 legal resolutions. At the district level, 16 meetings were held and 107 resolutions were issued.

Along with that, the provincial People's Council committees reviewed 47 reports and submissions of the provincial People's Committee. The discussion, questioning and answering activities at the session basically met the requirements, focused on the main points, and were close to the actual situation of the locality. The activities of receiving and explaining voters' recommendations were focused on, demonstrating responsibility to voters and the people.

The conference spent most of its time exchanging, discussing, and assessing the current situation, difficulties, and limitations in the preparation and management of the session; the organization of the question and answer session; the review and preparation of meeting documents... From there, delegates gave their opinions and proposed solutions and lessons learned to improve the quality of the People's Council sessions in the coming time.

Speaking at the conclusion of the conference, Comrade Vu Xuan Cuong, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council highly appreciated the sense of responsibility and quality of the contents of the presentations and discussions at the conference.

To improve the quality of the two-level People's Council meetings, Comrade Vu Xuan Cuong requested the Standing Committee of the People's Council and the People's Council committees at both levels to continue studying the provisions of the law and the directives of the Central and the province on improving the quality of the activities of the People's Councils at all levels. Focus on improving the quality of questioning activities at the meetings, allocating adequate time for questioning and answering questions, to thoroughly debate the contents of voters' interest.

Comrade Vu Xuan Cuong suggested that the People's Council delegates continue to enhance their role and responsibility in the activities of supervision, discussion and questioning at the session; study in depth the content and documents of the session, learn about the provisions of the law, grasp the situation of the locality and the basis to understand the related issues. From there, the People's Council delegates can further assess the socio-economic situation, propose positive solutions to contribute to the overall development of the province.
