At the meeting, on behalf of the Standing Agency of the Steering Committee 167 of the Ministry of National Defense, Major General Nguyen Quang Binh, Director of the Barracks Department, reported on the results of the implementation, rearrangement, and handling of defense houses and land belonging to specialized assets and assets serving management work throughout the army in the past time.

On July 15, 2021, the Government issued Decree No. 67/2021/ND-CP amending and supplementing a number of articles of Decree No. 167/2017/ND-CP. To continue implementing and rearranging and handling defense houses and land, the Ministry of National Defense has directed agencies and units to review and re-inspect houses and land assigned for management and use in the plans to adjust in accordance with the new regulations in Decree No. 67/2021/ND-CP.

Accordingly, the General Department of Logistics has directed the Barracks Department to preside over and coordinate with agencies to report to the head of the Ministry of National Defense to complete the Steering Committee 167 of the Ministry of National Defense, issue directives, instructions and implementation plans. By June 2023, it had completed sending units to review defense housing and land facilities in 43/63 provinces and cities; units have completed review reports in 32 provinces. Along with that, the Standing Agency reported to the head of the Ministry of National Defense to ask for opinions from local authorities on the plans in 21 provinces, many provinces have responded in writing; sent to ask for opinions from the Ministry of Finance on 6 plans in 6 provinces.

Regarding the pre-arrangement of urgent housing and land facilities, up to now, the Prime Minister has approved the rearrangement and pre-processing of 12 individual housing and land facilities to serve the transfer to local management, of which 9 housing and land facilities have completed the rearrangement and pre-processing process. In order to create conditions for local socio-economic development, the General Staff of the Vietnam People's Army has sent a document reporting to the Minister of National Defense on defense land sites handed over to localities that are the former headquarters of a number of units, with the Minister of National Defense's approval, assigning competent agencies to coordinate, deploy, and implement the rearrangement and pre-processing...

In addition to the above results, Major General Nguyen Quang Binh also pointed out difficulties and obstacles in the implementation process; proposed and recommended issues and identified some implementation contents in the coming time.

After listening to the report of the Standing Agency and the opinions of delegates from the functional agencies of the Ministry of National Defense, concluding the working session, Senior Lieutenant General Vu Hai San acknowledged and highly appreciated the efforts of the agencies, units, and members of the Steering Committee 167 of the Ministry of National Defense, especially the Barracks Department (General Department of Logistics) in deploying, implementing the rearrangement and handling of defense houses and land belonging to specialized assets and assets serving management work in the entire army in the past time.

The Head of the Steering Committee 167 of the Ministry of National Defense affirmed that this is a difficult and complicated content, related to many ministries, branches and localities, so in the implementation process, agencies and units need to promote a high sense of responsibility, flexibility and creativity in implementation, but also need to be tightly organized, ensuring compliance with legal regulations. Senior Lieutenant General Vu Hai San requested that the Standing Office of the Steering Committee needs to closely coordinate with agencies, units and localities to continue to review, specifically classify and separate each type of defense land to have a favorable handling plan. First of all, it is necessary to select land locations that are old barracks to quickly hand over to local management, ensuring compliance with regulations and procedures.

The General Department of Logistics directs the Barracks Department and related agencies of the General Department to strengthen urging units to actively coordinate with local authorities to advise leaders of provinces and cities to promptly give opinions on plans to rearrange and handle defense houses and land as requested by the Ministry of National Defense. At the same time, proactively coordinate with Military Regions to organize working sessions with localities to discuss measures to remove difficulties and obstacles in implementing contents related to rearrangement and handling defense houses and land.

"This is a difficult and complicated issue, so each member of the Steering Committee 167 of the Ministry of National Defense needs to be more active and proactive, increase coordination, support, and join hands with the Standing Agency to continue to remove difficulties and obstacles, and speed up the implementation progress according to the set plan," Senior Lieutenant General Vu Hai San emphasized.
