The 2nd Congress of the Party Committee of the 86th Command is an important milestone in the task of building and developing the Command. The Congress is conducted under the motto "Solidarity - Democracy - Intelligence - Development".

Presenting a political report at the Congress, Major General Nguyen Minh Thang, Party Secretary and Political Commissar of Command 86, emphasized: During the past term, the Party Committee has led the dissemination and strict implementation of resolutions and directives from above on protecting national sovereignty in cyberspace; advised on the promulgation of a system of legal documents, creating a legal corridor for cyberspace operations, ensuring information technology and digital transformation.

Leaders synchronously deploy breakthrough measures in cyberspace operations; promote digital transformation, ensure information technology associated with information security in the Ministry of National Defense. Connect a number of information technology systems of agencies and units with the national population database, on the basis of a secure inter-network connection gateway to serve the development of e- Government towards digital Government.

Faced with the requirements and tasks in the new situation, in the 2025-2030 term, the Party Committee of Command 86 determined the direction, goals, and targets to focus on leadership to improve the quality and effectiveness of staff work, and propose to the Central Military Commission and the Ministry of National Defense policies and measures to firmly manage and protect national sovereignty in cyberspace.

Manage, grasp the situation, promptly advise and propose effective handling of situations in cyberspace, avoid being passive or surprised. Promote the role of the Standing Agency of the Steering Committee for Science and Technology Development, Innovation, Digital Transformation, Implementation of Project 06 and Administrative Reform in the Ministry of National Defense...

Speaking at the Congress, Senior Lieutenant General Le Huy Vinh acknowledged and warmly congratulated the results achieved by the Party Committee of Command 86. Senior Lieutenant General Le Huy Vinh said that in the coming time, the development of science and technology will open up a large space and new challenges; hostile and reactionary forces will increasingly take advantage of the cyberspace environment to increase their sabotage activities more openly and directly. In that situation, Senior Lieutenant General Le Huy Vinh requested the Party Committee and Command 86 to continue to thoroughly grasp the Party's guidelines and policies on the task of protecting the Fatherland in cyberspace, concretize and determine leadership policies and measures close to the characteristics of the situation and tasks.

Leaders perform well the function of advising the Central Military Commission and the Ministry of National Defense to carry out state management of protecting national sovereignty in cyberspace, improving cyberspace combat capabilities; effectively coordinate the implementation of comprehensive solutions to ensure information security and network security. Prepare well the forces, means, and plans to carry out the "combat" tasks of the Army in peacetime; promote the application and development of information technology, ensure information security, and build e-Government in the Ministry of National Defense. Grasp all developments in cyberspace, propose and handle promptly and effectively, avoid being passive or surprised in any situation.

Senior Lieutenant General Le Huy Vinh requested the Party Committee of Command 86 to promote its core role in building a modern cyber warfare force for the entire army. Deploy the construction and development of a synchronous, modern military computer network, ensuring safety from the tactical to the campaign and strategic levels, serving the development of e-Government and command automation in the Ministry of National Defense.

Strengthen, complete, upgrade common and specialized software, online television, deploy to agencies and units in the entire army according to regulations. Promote the development and application of simulation technology in training, coaching and exercises.

The Party Committee of Command 86 needs to synchronously deploy solutions to closely monitor the information security of military computer networks; strengthen solutions to ensure information security for units throughout the army, organize inspections to ensure the security of military information systems serving management, command, and operation in agencies and units; strengthen training, specialized training, and organize confrontation exercises.

The Party Committee leads the building of a comprehensively strong unit that is "exemplary and typical", focusing on leading and directing the effective implementation of the "Popular Education Movement". Taking care of building a clean and strong Party organization that is exemplary in politics, ideology, ethics, organization and cadres.
