Kinhtedothi - On the morning of November 7, the Supervisory Delegation of the Standing Committee of the Hanoi People's Council, led by Standing Vice Chairwoman of the Hanoi People's Council Phung Thi Hong Ha, worked with Me Linh district on planning, land management, and construction order in riverbank and outside dyke areas in the area.
No hot spots of construction order violations
Reporting to the monitoring delegation, Chairman of Me Linh District People's Committee Hoang Anh Tuan said that Me Linh District has 7 communes/18 communes and towns bordering the Red River including: Trang Viet, Van Khe, Hoang Kim, Chu Phan, Thach Da, Tien Thinh, Van Yen. The total area of alluvial land (alluvial land along the Red River) is 1,827.9 hectares, which has been steadily deposited in recent years, mainly public land managed by the Commune People's Committee with a length along the Red River of about 15 km.
From 2018 to 2019, the consulting unit completed the measurement and the district Department of Natural Resources and Environment appraised and approved by the district People's Committee at a scale of 1/2,000 for the Red River alluvial land in 6 communes (except Van Yen commune) to effectively manage and use the alluvial land area.
According to the Red River Urban Sub-Zone Planning Project approved by the Hanoi People's Committee in Decision No. 1045/QD-UBND dated March 31, 2022, the existing concentrated residential area on the Red River bank in Trang Viet commune, Van Khe commune, Me Linh district is within the boundary of the Red River Urban Sub-Zone Planning.
Based on the approved Red River Urban Zoning Plan, for residential areas outside the Red River dike, the People's Committee of Me Linh District has assigned the Urban Management Department to prepare 3 detailed planning projects at a scale of 1/500 for urbanized residential areas. Currently, the projects are basically completed, and the Department of Agriculture and Rural Development is seeking opinions on the current residential area boundaries as a basis for approval.
With the investment in the construction of the riverbank area, outside the Red River dike, in the period from 2021 to present, the People's Committee of Me Linh district has invested from the project budget to solidify traffic routes, alleys, social infrastructure works such as schools, cultural houses... to ensure the criteria of new rural communes and new rural districts.
In the management of construction activities in the riverbank area, in addition to the Red River dike, the People's Committee of Me Linh district directed the Urban Management Department and related units to regularly update and closely follow the provisions of the law in implementation; improve the work of granting construction permits and managing construction order in the area. In particular, directing units to resolutely and effectively carry out construction permit procedures to increase the rate of granting construction permits.
By implementing many solutions, the construction order situation in Me Linh district is stable, there are no hot spots of construction order violations and no complicated complaints related to construction order management in the riverbank area, outside the Red River dike.
Regarding the inspection, examination and handling of violations, recently, 3 cases of violations in mineral exploitation occurred in the district, which were discovered and strictly handled by the district police in coordination with related units. Up to now, the PC08 department - City Police has advised competent authorities to impose administrative penalties on 5 subjects and forced them to pay back the amount of money equivalent to the value of the exhibits and means of violation, with a total amount of over 689 million VND.
Closely coordinate with departments and branches to implement tasks.
To complete the development goals and orientations by 2030, which are to build a modern land management system, reaching the level of developed countries in the region, and to evaluate the land management and use of localities according to the Land Law 2024, the People's Committee of Me Linh district has proposed a number of solutions in the coming time. Specifically, building and promulgating a project to explore mineral deposits in the entire alluvial land on both banks of the Red River in the area to orient the planning of the alluvial area in accordance with tourism development, mines that need to be protected, exploited and service projects, urban areas, etc. Building a new coordination regulation for mineral management in the border area of two or more provinces and cities on the management of river sand and gravel minerals; calling for and encouraging investment in alluvial land for large-scale agricultural production, trade and services (such as golf courses, eco-tourism areas, etc.)...
At the meeting, members of the monitoring delegation discussed and requested the district to clarify the overall picture of dike management, handling and preventing violations of agricultural land outside the dike; public land area, used and unused landfill land; construction licensing; mineral exploitation management activities, construction material storage areas, etc.
Concluding the meeting, Permanent Vice Chairwoman of the City People's Council Phung Thi Hong Ha highly appreciated Me Linh district in the implementation, especially the serious leadership and direction, issuing many resolutions, plans and decisions for implementation. In particular, she emphasized that the district has done a good job in planning, establishing 3 detailed planning projects of 1/500 scale for urbanized residential areas.
In addition, the district implements regulations on managing sand and gravel in riverbeds with neighboring areas; properly manages the issuance of construction permits; handles overloaded vehicles violating the dike area...
The head of the monitoring delegation also said that, besides the above results, there are still some shortcomings compared to current requirements such as: investment in planning residential areas in Van Yen commune is not included in the list of residential areas to be relocated, so there is no legal corridor for implementation; many dike surfaces are damaged, many locations are sunk and cracked, causing safety risks for traffic participants; violations in mineral exploitation still occur...
Based on the existing problems and limitations, the Head of the monitoring delegation basically agreed with the district's proposals, and at the same time requested Me Linh district to pay more attention to the direction and implementation; closely coordinate with departments and branches to carry out the tasks. The district also needs to have more specific recommendations in planning, land management, and dikes; especially the difficulties, obstacles and proposed solutions.
