This is one of the projects under the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period.

SLOW DISBURSEMENT SPEED
Implementing Project 1, phase 2021 - 2025, the central capital plan (including development investment capital and career capital) for Nghe An is expected to be more than 340.6 billion VND. Of which, the budget allocated for 2022 and 2023 is 147.015 billion VND (including 1.789 billion VND of the province's counterpart capital).

However, according to the assessment of the Provincial People's Council's Ethnic Minorities Committee, the implementation results of Project 1 are generally still behind schedule. The central government's capital allocation for 2022 and 2023 is more than 145 billion VND, but by the time of reporting, only more than 35 billion VND (24.35%) has been disbursed.
Along with that, the steps of preparing and appraising project documents are still slow; the number of surveyed households in need of residential land and production land; the disbursement rate for job conversion support is very low (8.36%).

The work of advising on the issuance of decisions and regulations on residential land quotas and average production land quotas to serve as a basis for implementing support contents for policy beneficiaries has been slow to be implemented.
Coordination between departments, branches and localities is not close and timely; the number of staff of the Investment and Construction Project Management Board is still lacking and weak; administrative reform and administrative procedures are still cumbersome.

Inspection, examination, supervision and guidance for localities in implementation are not regular and timely. Data management, regimes and reporting information in some localities have not been seriously implemented; propaganda and guidance on project implementation are still limited.
At the explanation session, delegates requested the leaders of the Provincial Ethnic Committee to clarify the causes of the above limitations and point out solutions to speed up disbursement in the coming time.

The delegate also requested clarification of the reason why, despite the huge demand according to the survey, during the entire 2021-2025 period, the province only proposed to support residential land for 31 households with a capital of only 1.24 billion VND.
Head of the Provincial Ethnic Committee Vi Van Son explained and clarified the issues that delegates were interested in; especially accepting the issue of reviewing the proposal process, synthesizing to clearly explain the reason why only 31 households were supported with residential land for the entire period of 2021 - 2025.

On behalf of the provincial People's Committee leaders, Vice Chairman of the provincial People's Committee Bui Dinh Long acknowledged that after 3 years of implementing Project 1, a series of difficulties and limitations have been revealed, the most prominent of which is "there is money but it cannot be disbursed".
The leader of Nghe An Provincial People's Committee frankly said that there are many objective reasons, but the main one is subjective.
The Vice Chairman of the Provincial People's Committee also said that the organization and implementation of Project 1 is also having problems, especially the most worrying thing is that some localities have issued documents to return capital, currently nearly 5 billion VND; thereby suggesting that districts need to carefully consider this issue.

Emphasizing that, up to now, the difficulties have basically been resolved; the projects have been put into framework, the Vice Chairman of the Provincial People's Committee requested that the localities benefiting from Project 1, based on their functions and tasks, strengthen the organization and implementation work associated with supervision work.
The Vice Chairman of the Provincial People's Committee also committed to the Standing Committee of the Provincial People's Council to disburse capital for Project 1 as planned as reported by the Provincial People's Committee.
MUST ENTER WITH THE MINDSET OF SEEING THIS AS AN IMPORTANT TASKS
Concluding this content, Secretary of the Provincial Party Committee Thai Thanh Quy - Chairman of the People's Council of Nghe An province emphasized that Project 1 is one of the very important projects of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021 - 2030 because it is related to the allocation of residential land, production land, housing, etc.

The Chairman of the Provincial People's Council also shared that this is a difficult, sensitive and complicated issue; at the same time, he pointed out the objective and subjective reasons leading to the slow disbursement of Project 1.
"Through the explanation session, it shows that the province has basically completed the system of regulations and instructions to create a legal corridor to implement Project 1," the Chairman of Nghe An Provincial People's Council assessed, and at the same time acknowledged that the Provincial People's Committee had stepped in to direct the implementation process when problems arose.

On the basis of pointing out the limitations such as the slow overall disbursement rate, including very low implementation contents and after nearly 2 years of promulgating the norms for residential land, production land, etc., the head of the Provincial People's Council said that these are profound lessons about the responsibility, participation, and concerns when implementing the program of relevant agencies and beneficiary localities.
On that basis, in the coming time, the Provincial Party Secretary and Chairman of the Provincial People's Council proposed that relevant levels, sectors and localities must identify this as an important task because it is closely related to people's lives.
Therefore, the beneficiary districts when implementing Project 1 must pay utmost attention to implementing it accurately, impartially, objectively, without making any mistakes, and especially must gain the consensus of the people.

The Chairman of the Provincial People's Council also requested to strengthen the inspection, supervision and supervision work; associated with speeding up the implementation process of related procedures not only for Project 1, but also for other projects under this national target program. At the same time, the Provincial People's Committee must pay attention to timely allocation of counterpart funds; review the data system.
The head of the Provincial People's Council requested to continue making recommendations to the Central Government on the shortcomings in Project 1 and the remaining projects of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period; and at the same time propose other contents.

Previously, the Standing Committee of the Provincial People's Council listened to and gave opinions on the implementation of 4 Notices of Conclusion of the Explanation Sessions of the Standing Committee of the Provincial People's Council from the beginning of the 2021 - 2026 term to present, on the situation of granting Certificates of land use rights, house ownership rights and other assets attached to land in the province; the management and use of public assets after the merger of administrative units and public service units in the province; the implementation of Resolution No. 27/2021/NQ-HDND dated December 9, 2021 of the Provincial People's Council stipulating a number of solutions to strengthen the clearance of violations and prevent re-encroachment of road and railway traffic safety corridors in the province for the period 2022 - 2025 and the work of ensuring traffic order and safety in the province; on land allocation, forest allocation, management, protection and forest development in the province (2018 - 2022 period).
