Many communes in the highlands of Nghe An urgently gathered villages and hamlets to plan for evacuating people to respond to storm No. 5.

Faced with forecasts of storm No. 5 with strong intensity and large affected areas, along with the direction of the Central Government, the province, and the highland communes of Nghe An urgently gathered people to disseminate and guide them on response measures to minimize damage.

On the morning of August 24, the People's Committee of Muong Tip commune held an urgent meeting with officials of villages and hamlets to urgently deploy measures to respond to storm No. 5 Kajiki. Ta Do village chief Hoa Van Nuc said that in recent days, after hearing the weather forecasts continuously updated through the dissemination from provincial authorities, departments and commune officials as well as on the media, the people of Ta Do village are very worried. Because after the historic flood, the recovery work has not yet been completed, many families still have to stay with others.

“This morning, I attended an urgent meeting at the Commune People’s Committee to mobilize and evacuate households near streams, areas at risk of landslides and flash floods. In the immediate future, according to the direction of the forces as well as the terrain in Ta Do village, it is expected that people will be evacuated to take shelter from the storm at Ta Do Border Control Station. This place has a relatively large area that can be used to build tents and temporary shelters for people to stay temporarily,” said Mr. Hoa Van Nuc.

The Commander of Muong Ai Border Guard Station also confirmed that since the night of August 23, the unit has sent working groups to assess the risk of landslides and flooding and mobilize households to evacuate to avoid and take shelter from storm No. 5.

In Tam Thai commune, late in the afternoon of August 23, Chairman of Tam Thai Commune People's Committee Lo Duong Khanh said that after attending an online meeting between the Provincial People's Committee and communes on urgent response to storm No. 5, Tam Thai commune immediately held a meeting with villages and hamlets to deploy instructions for people on response measures.

Specifically, the People's Committee of Tam Thai commune held a direct meeting with officials of 14 villages, hamlets, and forces stationed in the area to deploy proactive measures to respond to storm No. 5. In addition to monitoring forecast information and weather developments for early warning, it also promptly notified owners of vehicles and boats operating on rivers and streams to proactively prevent and adjust production plans to ensure absolute safety for people and property.

Mr. Lo Duong Khanh also said that based on the characteristics of each village, the locality has proactively developed plans to relocate and evacuate people in areas at risk of landslides, flash floods, and deep flooding to safe places.

“After the meeting, the commune also sent working groups to inspect and reinforce key projects, especially lakes, dams, bridges, culverts, traffic and irrigation systems,” added Mr. Lo Duong Khanh.

In Nhon Mai commune, facing the chaos that has not been resolved after the historic flood, the People's Committee and forces have prepared a detailed plan to evacuate people from 19 villages to avoid the storm. Specifically, Mr. Le Hong Thai - Chairman of the People's Committee said that based on the assessment of the risk of landslides, flash floods and inundation in each village, a specific evacuation plan has been made. Through the survey, it shows that there are 227 households with 1,207 people in the landslide risk area; 142 households with 584 people in the flash flood risk area and 4 households (12 people) at risk of flooding.

Therefore, the commune has arranged a plan to relocate to schools, public houses, village cultural houses, and headquarters in higher places. Some villages with many households at high risk such as Xoi Voi village (29 households, 135 people), Co Ha village (21 households, 84 people) are expected to relocate to community cultural houses; some others have proactively relocated and stayed with households in higher positions.

On the morning of August 24, the Provincial Party Committee also issued an official dispatch directing localities to strengthen measures to respond to storm No. 5. It emphasized the need to mobilize forces (military, police, youth, etc.), urgently review plans, proactively arrange forces and means to be ready to organize and implement evacuation support and relocation of people in unsafe areas, especially in weak houses, low-lying residential areas, places at risk of coastal and riverside landslides, areas affected by big waves, flooding due to rising sea levels, heavy rains, and risks of flash floods and landslides. Resolutely do not let people stay on ships, boats, rafts, and watchtowers for aquaculture and seafood when the storm directly affects them (in case of necessity, coercive measures must be taken to ensure people's safety). Proactively arrange forces, materials and means in key areas to be ready to deploy response, rescue and relief work when situations arise.
