Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, Head of the Provincial Steering Committee for the arrangement of administrative units chaired the meeting.
Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee, Deputy Head of the Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee, Deputy Head of the Committee and comrades of the Standing Committee of the Provincial Party Committee: Le Duc Cuong - Head of the Provincial Party Committee's Organization Committee; Nguyen Thi Thu Huong - Head of the Provincial Party Committee's Propaganda Department; Phan Duc Dong - Secretary of the City Party Committee, Chairman of the Vinh City People's Council.

PLANNING TO ARRANGE 94 COMMUNE-LEVEL ADMINISTRATIVE UNITS
According to the Project on rearranging commune-level administrative units in Nghe An province in the period of 2023 - 2025, there will be 94 commune-level administrative units to be rearranged (67 mandatory units and 27 adjacent units) into 45 units (of which, 44 newly established units and 1 administrative unit with partial adjustment of natural area and population) after rearrangement, the whole province will reduce 49 administrative units.
At the meeting, the leaders of the Department of Home Affairs - the standing agency of the Provincial Steering Committee reported on the results of the implementation of administrative unit arrangement up to the present time; difficulties, obstacles, recommendations, proposals and tasks in the coming time.
Leaders of some localities such as Vinh City, Dien Chau, Quynh Luu, Tan Ky, Yen Thanh, Nghi Loc... reported on the implementation situation in the area, especially on the basis for developing the arrangement plan; the name of the new administrative unit after the arrangement; the plan to handle public assets, arrange redundant cadres and civil servants;... At the same time, they proposed some contents related to the implementation organization such as: Regarding the arrangement of the organization and apparatus of the Fatherland Front and socio-political organizations; policies on cadres;...
Speaking at the meeting, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu suggested that in determining the name, arranging staff, and arranging administrative facilities after the merger, it is necessary to set out strict principles and criteria, while focusing on close and specific direction.
Comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee said that localities need to proactively review processes and procedures to ensure compliance with regulations. In particular, naming new administrative units needs to be approached from a scientific perspective, determining cultural, traditional, and historical factors of related units; at the same time, propaganda, mobilization, and persuasion work must be extremely careful and methodical.
FOCUS ON MOBILIZING THE ENTIRE POLITICAL SYSTEM
Concluding the meeting, Nghe An Provincial Party Secretary Thai Thanh Quy - Head of the Provincial Steering Committee for Administrative Unit Reorganization shared the pressures on localities in the process of implementing administrative unit reorganization because this is a difficult task, while the progress is required to be fast.
Reviewing the results of the past time, the Secretary of Nghe An Provincial Party Committee acknowledged that districts, cities and towns have actively directed and implemented; some units have implemented quite well and systematically; however, in some localities, some issues have initially emerged that need focused attention and direction.
The arrangement of administrative units is a major and very important policy of our Party and State. The recent implementation results are only the first step. There is still a long way to go, with many important tasks to be carried out. Therefore, Provincial Party Secretary Thai Thanh Quy requested that Party committees, authorities and heads of Party committees and authorities of districts, cities and towns focus highly, bring the entire political system into the actual work, and attach responsibility to the comrades of the Standing Committee of the Party Committee who are members of the Steering Committee and the heads of Party committees and authorities at the commune level.
The head of Nghe An Provincial Party Committee agreed with the opinion that localities need to review processes, procedures, methods, and approaches to ensure they are rigorous, scientific, logical, convincing, and have a firm grasp of the situation at the grassroots level to strengthen leadership and timely direction.
Regarding the issue of naming new administrative units, it is necessary to closely follow the instructions of superiors, at the same time, take into account historical characteristics, traditions, culture, and place names to have a suitable plan, avoiding being mechanical.
Provincial Party Secretary Thai Thanh Quy also requested to focus on applying information technology to create the most favorable conditions for people and businesses when carrying out administrative procedures due to the reorganization of administrative units. Focus on propaganda work so that cadres and people of all walks of life understand and agree with, and give the highest support to the major and very important policies of the Party and State.
For localities where rural administrative units are arranged with urban administrative units, after the arrangement, the urban quality is not high, some units are subject to arrangement but request not to implement due to specific factors, it is necessary to fully prepare the basis, arguments and convincing explanations when appraising the project.
With that spirit, the Provincial Party Secretary and Head of the Provincial Steering Committee requested localities to closely follow the timelines in the plan and focus highly on completing the steps according to regulations.
Specifically, organize to collect voters' opinions on the Project on rearranging administrative units at district and commune levels before May 10, 2024. The People's Council at commune level shall approve the Project on rearranging administrative units at commune level to be completed before May 20, 2024. The People's Council at district level shall approve the Project on rearranging administrative units at district and commune levels to be completed before May 30, 2024. The Provincial People's Council shall approve the Project on rearranging administrative units at district and commune levels to be completed before June 10, 2024. On that basis, proceed to complete the Project to submit to the Government the Project on rearranging administrative units at district and commune levels of Nghe An province for the period 2023 - 2025 before June 15, 2024.
Regarding the proposals at the meeting, the Provincial Party Secretary requested the Provincial People's Committee to direct the Department of Finance to study and advise on spending norms for the process of administrative unit arrangement.
