In the report assessing the implementation of Circular 29 on extra teaching and learning, the Ministry of Education and Training (MOET) found that after one month of implementation, many schools suddenly stopped extra teaching when the Circular took effect (while it should have been adjusted immediately when the Circular was issued in early January), affecting the psychology of students and parents.

There is a big change in perception.

According to the Ministry of Education and Training, after one month of implementing Circular 29, some localities are still slow to issue guidance documents and promulgate local regulations, leading to confusion in implementation; coordination between departments and branches in implementing regulations on extra-curricular teaching in some places is not timely, so some teachers who need extra teaching are worried.

The direction for educational institutions to adjust their school's educational plans to comply with the Circular's regulations in some places was not timely and ready from the time the Circular was issued; leading to the sudden cessation of extra teaching in schools, affecting the psychology of students and their parents.

In addition, objective issues such as lack of school facilities; parents relying on schools and teachers due to lack of time and knowledge to tutor their children; expectations of high academic performance for their children; pressure from exams; students not being truly proactive in learning and not being able to self-study... also create concerns when Circular No. 29 is implemented.

However, the Ministry of Education and Training believes that the new regulations have initially created positive changes in awareness and management of extra teaching and learning. Students, parents and teachers are more aware of the consequences of rampant extra teaching and learning. It not only affects the physical and mental health of students, but also affects fairness in access to education, the quality of formal teaching, wastes time and finances of families; affects the quality of formal teaching, forms the mindset of main and secondary subjects; the passivity of schools; dependence on income from students to pay for teacher training, repair school facilities... Parents have clearly recognized the role of families in coordinating the management of student education, which cannot be left to the school; promotes the spirit and determination of students to self-study at home.

To continue effectively implementing Circular 29, the Ministry of Education and Training requires schools to survey and classify students according to their level to arrange classes and teachers appropriately, thereby limiting the widespread organization of review sessions. Along with that, it is necessary to continue innovating testing and assessment methods for students in the direction of forming qualities and abilities; not putting pressure on them to study extra. In addition to the main curriculum, schools can organize self-study sessions for students, consider making self-study results a competition and assessment goal for the year. For extra-curricular teaching, the Departments need to coordinate with professional agencies to support teachers in registering for extra-curricular teaching; strengthen inspection and handling of violations.

Teachers' happiness is when students do not depend on them.

At the latest inspection in Thai Binh, Mr. Pham Ngoc Thuong - Deputy Minister of Education and Training acknowledged and highly appreciated the consensus and determination of the local education sector in implementing Circular 29. Emphasizing the viewpoint of "not banning extra teaching and learning in accordance with regulations and effectively, but resolutely banning widespread extra teaching and learning", Mr. Thuong frankly analyzed the consequences of widespread extra teaching and learning on students and teachers and the need for schools and teachers to fulfill their responsibilities.

Accordingly, we cannot take the fact that students need to study to organize extra classes and collect money from them. Have teachers advised that children do not need to study, they just need to study by themselves? It seems that there are still places that have not done so, have not fulfilled their responsibilities, so the situation of extra teaching and learning is widespread and continues for a long time...

Affirming the spirit of Circular 29 is to aim for good things for education and students, Mr. Pham Ngoc Thuong said that implementing Circular 29 well will return good values ​​to education, from management to teaching and learning; bring great benefits to teachers and students; the regulations of the Circular will protect the dignity of the teaching profession, protect genuine teachers. The viewpoint of the leaders of the Ministry of Education and Training is to move towards schools without extra teaching and learning. Students who need to be nurtured, supplemented, and reviewed as stipulated in Circular 29 must also be seriously reviewed. For a long time, extra teaching and learning have been considered a daily task. Children go to school all day to learn knowledge, for 12 years, even in university, they still depend on teachers and lack the spirit of self-awareness, self-control, self-study, lack time for physical training, skills... At this inspection, Mr. Pham Ngoc Thuong also shared with the teachers: "The happiness of teachers is to make students not depend on them as soon as possible".

To effectively implement Circular 29, the Deputy Minister of Education and Training noted that it is necessary to have unanimity, determination, and high consensus in implementation. In particular, education management levels need to fully understand the regulations and spirit of the Circular, see the immediate and long-term consequences of widespread extra teaching and learning to act resolutely, without tolerance or compromise. In addition, there needs to be close and effective coordination between departments, branches, and localities in implementing the regulations of the Circular.

Focus on exam preparation for final year students

The Ministry of Education and Training said that through the inspection, the Departments of Education and Training have directed schools to review and adjust their educational plans, focusing on solutions to continue implementing for 12th graders to review for the high school graduation exam, 9th graders to review for the entrance exam when they wish according to the provisions of the Circular (estimate the budget needs, adjust and perfect internal spending regulations, immediately resolve the issue of support for teachers to teach extra classes in schools according to the provisions of the Circular, adjust the assignment of teachers...); directed to strengthen the management of teaching 2 sessions/day at educational institutions according to the instructions of the Ministry of Education and Training. Schools have reviewed the professional assignment, taking advantage of the number of hours of teachers who have not arranged enough labor norms to assign extra classes to final year students.
