In the first 9 months of the year, the socio-economic development indicators of Tuan Giao district basically achieved the set goals and tasks; some indicators achieved and exceeded the plan, especially the effective implementation of the restructuring of the agricultural sector, the conversion of the cultivation structure and the construction and development of urban infrastructure. However, the budget collection results in the area are still low (reaching 68.6% of the estimate); the progress of implementing Plan No. 2783/KH-UBND dated September 20, 2019 of the Provincial People's Committee is still slow (reaching 79%, not reaching the target assigned by the province); site clearance work still has many obstacles; the progress of disbursement of career capital of National Target Programs is still very low (reaching 17.4%)...

Tuan Giao District proposed that the Provincial People's Committee recommend to the central ministries and branches to promptly announce the career capital of the National Target Programs for the period of 2024 - 2025 so that localities can be proactive in planning and organizing implementation. Consider and approve for localities to extend the capital source of the National Target Programs not implemented in 2023 to 2024; allow localities to proactively adjust the career funding source in 2023 to implement projects and sub-projects to suit local needs and from 2024, only allocate the total career capital and decentralize to localities to proactively allocate according to actual needs. Propose that the Provincial People's Committee issue a decision to stipulate the list and minimum training equipment for elementary level and under 3-month training occupations in the province.

At the meeting, representatives of departments and branches clarified a number of recommendations of the district on: Adjusting the general planning of Tuan Giao town; adding termite chemicals to the projects linking production of macadamia trees in 2023; adding intersections and connecting roads with Tuan Giao district when submitting to the Government the investment policy for the construction of Dien Bien - Son La expressway; considering adjusting the planning of 3 types of forests in the district to integrate into the provincial planning and national forestry planning for the period 2021 - 2030, with a vision to 2050...

Comrade Lo Van Tien suggested that Tuan Giao district focus on synchronously implementing tasks and solutions to accelerate the progress of implementation and disbursement of public investment capital in 2023 (including capital in 2022 extended to 2023); focusing on strictly implementing the direction of the Provincial People's Committee in Directive No. 1375/CT-UBND dated April 19, 2023. Regarding the capital sources for national target programs, clear and specific contents and mechanisms should be implemented. Focus on completing payment records for works and projects as soon as there is volume to avoid the situation of capital payment being concentrated in the last months of the year, affecting the progress of disbursement of assigned capital plans and slowing down the effective promotion of investment resources. Regularly inspect, urge, supervise and strictly manage the construction progress and construction quality of works. For the new rural construction program, at least one commune must meet the standards in 2023. Speed ​​up the progress of land allocation, forest allocation, and granting of land use right certificates; propagate and mobilize people to pay attention to the implementation of macadamia projects.
