Public announcement of Internet access service speed of network operators

As a system for measuring Vietnam's Internet access speed developed by the Vietnam Internet Center (Ministry of Information and Communications), VNNIC Internet Speed ​​includes websites at speedtest.vn, i-speed.vn and the i-Speed ​​application installed on mobile devices.

Launched in January 2020, the i-Speed ​​application has become a popular Internet speed measurement tool in Vietnam, deployed on both iOS and Android platforms. The i-Speed ​​application currently has more than 800,000 downloads, with 52 measurement points nationwide and 4 measurement points abroad.

The i-Speed ​​application allows users to measure speed and evaluate the quality of broadband Internet access services at any time. Based on the collected data, businesses will invest in upgrading network infrastructure to provide service quality suitable to the needs of digital economic development and digital transformation locally and nationwide.

Since the end of May 2024, the Department of Telecommunications (Ministry of Information and Communications) has widely announced to agencies, organizations, businesses and people across the country that this agency will periodically publish information on the results of measuring Internet access service speed in each province and city from the i-Speed ​​application.

Specifically, in addition to data assessing the speed of fixed broadband and mobile broadband services of each enterprise in provinces, cities and nationwide in a 12-month period (data of the most recent 12 months, calculated from the month of announcement and before), the Department of Telecommunications also announced detailed information on download speed, upload speed and latency of fixed broadband and mobile broadband networks nationwide and in each province and city.

According to the Telecommunications Department, the announcement of information on Internet access speed aims to: Enhance transparency and public interest in providing Internet access services; Create conditions for people, organizations and businesses to choose services and network operators according to their needs and actual conditions, and at the same time have opinions on service quality based on measurement results from i-Speed. Thereby, improving management efficiency based on actual data on Internet access quality, contributing to promoting the development and improving the quality of Internet access services in Vietnam.

Encourage more people and businesses to use i-Speed ​​to measure Internet speed

Emphasizing the need to publish information on Internet access service speed, in an official dispatch requesting the People's Committees of provinces and cities to coordinate in promoting the use of the i-Speed ​​application to improve the quality of 4G mobile services, the Ministry of Information and Communications said that this helps assess the current status of telecommunications infrastructure and services, especially broadband Internet access services.

The 'Information and Communications Infrastructure Planning for the 2021-2030 period, with a vision to 2050' approved by the Prime Minister in January 2024 clearly identified the development requirement by 2025 as a mobile broadband network that meets national standards on service quality, with a target of a minimum average download speed of 40 Mbps for 4G networks.

According to the Department of Telecommunications, as of April 2024, the average download speed of 4G mobile broadband Internet access services in many localities is low. For example, in Vinh Phuc, Thai Nguyen, Thua Thien Hue, Ha Tinh, Son La, Dien Bien, Lang Son, Cao Bang... the average download speed of 4G mobile broadband Internet services is below 40 Mbps, even below 25 Mbps in some localities, not meeting the needs of digital economic development and industry planning orientation.

“However, this is only a preliminary assessment. To accurately assess service quality, we must increase the number of user reviews at all times and locations, distributed evenly across the country,” said a representative of the Department of Telecommunications.

Therefore, in order to have data on the current status of broadband Internet access service quality, especially 4G mobile broadband Internet access service, the Ministry of Information and Communications has recently requested the People's Committees of provinces and cities to direct departments, branches and sectors to mobilize civil servants, public employees, youth unions, and community digital technology groups to proactively install and use the i-Speed ​​tool; At the same time, participate in guiding people to install and use i-Speed ​​to measure and evaluate the quality of 4G mobile Internet service.

The People's Committees of provinces and cities are also requested to direct press agencies and grassroots information systems in the area to organize propaganda and mobilize people to install and use the i-Speed ​​application to measure and evaluate the quality of 4G mobile broadband Internet access services.

Notably, in parallel with encouraging people, organizations and businesses to use the i-Speed ​​application to measure Internet access speed, the Ministry of Information and Communications has also requested mobile telecommunications businesses to promote the widespread use of i-Speed ​​to all customers; Announce the i-Speed ​​measurement application on the business's website; Coordinate to provide additional measurement points at data centers - IDC, major cities.

Along with that, network operators are also responsible for requiring technical staff to support Internet access using fiber optic cable - FTTH at customers' homes and mobile network testing staff to officially use the i-Speed ​​application.

The leaders of the Ministry of Information and Communications assigned the Vietnam Internet Center to preside over and monitor the implementation of the i-Speed ​​tool by mobile telecommunications enterprises to measure the quality of Internet services. At the same time, resolve difficulties, problems and suggestions of enterprises.

CMC Telecom and VNPT lead in fixed and mobile Internet speed in April 2024. CMC Telecom is the telecommunications enterprise with the highest fixed broadband speed, while VNPT is the network operator with the best mobile broadband Internet quality in April 2024.
