On December 1, Prime Minister Pham Minh Chinh signed an official dispatch on strengthening the management and use of electronic invoices for petroleum business and retail activities.

The Prime Minister requested the Minister of Finance to resolutely direct tax authorities at all levels to continue promoting and diversifying measures and solutions to disseminate to taxpayers, stores, and petroleum businesses the regulations on issuing electronic invoices for each sale in Decree 123/2020 of the Government.

The Minister of Finance is also required to preside over and coordinate with the Minister of Industry and Trade, the Minister of Science and Technology, the Minister of Information and Communications, the Minister of Public Security and the Chairmen of the People's Committees of provinces and centrally-run cities to immediately deploy synchronous and effective solutions, resolutely requiring petroleum business units to issue electronic invoices for each sale at petroleum retail stores and connect data with tax authorities according to regulations; to be completed in December 2023.

In addition, the Minister of Finance also needs to preside over and coordinate with the Minister of Public Security, the Minister of Information and Communications and relevant agencies to build and complete the information technology system for electronic invoices, ensuring that the reception and connection of electronic invoice information by tax authorities is smooth and convenient, contributing to improving the efficiency of tax management; to be completed no later than the first quarter of 2024.

The Head of Government also assigned the Minister of Finance to direct tax authorities to coordinate with the police and other relevant agencies to strengthen inspection and examination of electronic invoicing at petrol stations, ensuring compliance with legal regulations, and strictly handle according to the law if not implemented or intentionally not implemented.

Regarding the Minister of Industry and Trade, the Prime Minister requested to direct market management agencies to closely monitor, organize inspections and audits of compliance with legal regulations on petroleum trading by petroleum trading establishments in the area, and strictly and promptly handle all violations of regulations on petroleum trading conditions.

At the same time, the Minister of Industry and Trade needs to coordinate with tax authorities to inspect, monitor and handle violations of the law on electronic invoices for each sale of petroleum business units in accordance with the provisions of law.

In addition, the Prime Minister requested ministers and heads of relevant agencies to closely coordinate with the Minister of Finance in connecting, sharing information, data, inspecting, examining and supervising the issuance and use of electronic invoices, especially in the petroleum sector... to improve the efficiency and effectiveness of tax management, prevent tax fraud, tax evasion and tax loss.

In the telegram, the Prime Minister also requested the Chairmen of the People's Committees of provinces and cities to direct local agencies to closely coordinate with tax authorities to grasp the current situation of implementing electronic invoices for each sale, the ability to respond to the implementation of electronic invoices for each sale, and connect with tax authorities of local retail gasoline stores to advise and propose to the Chairmen of the People's Committees of provinces and cities solutions for implementation.

The Prime Minister assigned Deputy Prime Minister Le Minh Khai to directly direct and inspect the implementation of this dispatch.

The Ministry of Finance explains the requirement to issue invoices for each sale of gasoline . The time to issue electronic invoices for the sale of gasoline at retail stores to customers is the time when the sale of gasoline for each sale ends.
