The Prime Minister assigned Senior Lieutenant General Tran Quoc To to run the Ministry of Public Security.

Mr. Tran Quoc To was born on January 28, 1962; hometown is Quang Thien commune, Kim Son district, Ninh Binh province.

He is a member of the Party Central Committee, 12th and 13th terms; Member of the Standing Committee of the Central Public Security Party Committee, Senior Lieutenant General (January 2022), Deputy Minister of Public Security; Member of the National Defense and Security Committee of the 14th National Assembly ; National Assembly Delegate, 14th and 15th terms; Professional qualifications: Associate Professor, Doctor of Law, Criminology, Criminal Investigation.

He started out as a soldier, then became the Captain of the Criminal-Economic Police Team, Nghia Hung District Police, Ha Nam Ninh Province from October 1978 to September 1989.

He held the following positions: Captain of the Criminal Investigation Police Team (1989-1994), Chief of Phat Diem Town Police (1994-1999); Deputy Chief of District Police, Deputy Chief of the Investigation Police Agency of Kim Son District Police (1999-2005); Chief of District Police, Chief of the Investigation Police Agency of Kim Son District Police, Ninh Binh Province.

From March 2007 to October 2011, he was Head of Department 2, Department of Environmental Police; Member of the Standing Committee of the Department's Party Committee, Deputy Director of the Department of Environmental Police, General Department of Crime Prevention and Control, Ministry of Public Security.

From November 2011 to February 2014, he worked as Chief of Office of the Investigation Police Agency, Ministry of Public Security; Deputy Director General of the General Department of Crime Prevention and Control; Deputy Head of the Investigation Police Agency, Ministry of Public Security with the rank of Major General.

After that, Mr. Tran Quoc To was assigned as Deputy Secretary of the Provincial Party Committee; then as Standing Deputy Secretary of the Thai Nguyen Provincial Party Committee for more than 1 year and held the position of Secretary of the Thai Nguyen Provincial Party Committee for the 2015-2020 term from October 2015 to May 2020.

He returned to the Ministry of Public Security to hold the position of Deputy Minister from May 2020 to present and was promoted to the rank of Senior Lieutenant General from January 2022.
