Carrying out the task of the Working Group to review legal problems in implementing power projects, on October 31, 2024, Deputy Minister of Industry and Trade Nguyen Hoang Long had a working session with the People's Committee of Ninh Thuan province to assess the implementation of power projects in the province in the Plan/Implementation Plan for Power Plan VIII and find solutions for completed renewable energy power projects that are facing difficulties and problems.

The working delegation of the Ministry of Industry and Trade led by Deputy Minister Nguyen Hoang Long worked with the People's Committee of Ninh Thuan province.

At the meeting, Vice Chairman of Ninh Thuan Provincial People's Committee Trinh Minh Hoang reported in detail on the implementation of electricity development in the province, and the difficulties related to legal issues in the process of investing in and developing electricity projects.

Up to now, according to Power Plan VII and adjusted Power Plan VII, Ninh Thuan has invested in and put into commercial operation 57 projects with a capacity of over 3,700 MW. After review, Ninh Thuan still has 4 projects stuck in location according to the Power Development Plan approved by competent authorities; some wind power and solar power projects have not been updated in Power Plan VIII.

Ninh Thuan provincial leaders proposed and recommended that the Ministry of Industry and Trade continue to pay attention and create favorable conditions for the locality in the coming time when reviewing the National Power Development Plan for the 2021-2030 period, with a vision to 2050.

Also at the meeting, representatives of a number of wind and solar power enterprises reported difficulties encountered such as payment for electricity purchases and capacity mobilization from the Vietnam Electricity Group.

Speaking at the meeting, Deputy Minister Nguyen Hoang Long acknowledged Ninh Thuan’s efforts in developing electricity in recent times; and shared the difficulties of investors in renewable energy projects.

According to the Deputy Minister, the Government and the Ministry of Industry and Trade are currently taking strong action, determined to find solutions and remove common difficulties for power projects, especially renewable energy projects nationwide, including Ninh Thuan province.

“The People's Committee of Ninh Thuan province needs to continue reviewing and focusing all resources to remove difficulties for important power source projects in the province, ensuring the implementation of power development according to the plan set out in the Power Plan VIII” – Deputy Minister Nguyen Hoang Long said and requested the People's Committee of Ninh Thuan province to continue researching and evaluating the advantages of the locality to propose specific projects, especially offshore wind power projects, as a basis for consideration in the coming time.

Regarding local proposals, the Ministry of Industry and Trade has acknowledged and will pay attention and direct the review of Power Plan VIII in the coming time.
