According to the report of the Provincial People's Committee, immediately after the Law on Red Cross Activities came into effect, the Provincial People's Committee organized extensive implementation to departments, branches, sectors and localities to ensure effective and quality implementation in accordance with regulations.

In the process of implementing the Law on Red Cross Activities, the Provincial People's Committee has directed the strengthening of State management of Red Cross activities in the province, directed timely implementation, ensuring the effectiveness of Red Cross movements. From there, it creates a premise for the association's organizations to operate more professionally and effectively, creating the Association's reputation in society, in the international Red Cross and Crescent Movement; attracting many organizations, individuals, philanthropists, and donors to participate, contributing to the effective implementation of social security policies in the locality.

The Provincial People's Committee also regularly directs departments, branches, sectors and localities to strengthen management, inspection, supervision, investigation and handling of violations in Red Cross activities and humanitarian work.
International cooperation on Red Cross activities has been effectively implemented, actively attracting and calling for foreign non-governmental aid sources and projects and creating conditions for foreign individuals and organizations to participate in charitable, humanitarian and Red Cross activities locally.
Chairman of the Provincial Red Cross Society Mai Le Thuoc presented a number of recommendations and proposals to amend and supplement the Law on Red Cross Activities.
The report also proposed to consider amending and supplementing the Law on Red Cross Activities in the direction of: clearly defining basic humanitarian activities; identifying the core organization, bridge, and coordinator in humanitarian and charitable activities as the Red Cross Associations at all levels with principled regulations on the role, apparatus, tasks, and powers of the Association; specific regulations on assigning the Red Cross Association to preside over and coordinate with other agencies and organizations in humanitarian activities, especially in mobilizing donations of resources and support and assistance to avoid overlap and duplication in implementation.
Clearly define the tasks and responsibilities of ministries, departments and branches related to humanitarian activities to facilitate the direction and guidance process; clearly define the tasks and responsibilities of People's Committees at all levels in organizing and implementing Red Cross activities at the local level; more clearly define the contents of State management of Red Cross activities, especially for local authorities, to ensure convenience in the process of management, operation, inspection and examination of these activities; there should be sanctions for organizations and individuals violating the provisions of the Law on Red Cross Activities.

At the meeting, delegates focused on discussing the implementation of the Law on Red Cross Activities, assessing advantages, difficulties, causes of shortcomings and overlaps in implementation as well as recommendations and proposals to improve legal documents and guidance documents, and improve the effectiveness and efficiency of law implementation.

The Deputy Minister of Home Affairs requested the province to complete the report, ensure its logic and comprehensiveness, and add specific data to the report's contents to serve as a basis for the survey team to complete the report and contribute comments to the drafting process, amending and supplementing the contents of the current Law on Red Cross Activities.
