On the morning of January 25, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the regular meeting of the Provincial People's Committee for January 2024.
Attending the meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; Nguyen Van De - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee, along with members of the Provincial People's Committee, leaders of departments, branches and sectors.

At the meeting, members of the Provincial People's Committee focused on discussing, analyzing and evaluating the socio-economic situation, including the implementation of the State financial and budget tasks in January 2024.
Director of the Department of Planning and Investment Pham Hong Quang said that during the month, all levels and sectors will focus on implementing the Resolutions of the Government and the Resolutions of the Provincial People's Council; summarizing the year 2023 and deploying tasks for 2024; and preparing activities to welcome the Lunar New Year 2024.

The Provincial People's Committee has issued decisions to implement the assignment of socio-economic plan targets; public investment plan; State budget revenue and expenditure estimates for 2024; decisions on key tasks and solutions for socio-economic development and State budget estimates for 2024; and established 5 Working Groups to direct and promote sectors and fields.
Director of the Department of Finance Trinh Thanh Hai said that the budget revenue in January 2024 reached 1,687 billion VND, and by the end of the month it is estimated to reach 2,587 billion VND. The industrial production index is estimated to increase by 9.35% over the same period in 2023. Export turnover is estimated to reach 180 million USD.

The province continues to direct and urge the disbursement of the 2023 public investment capital plan. As of January 20, 2024, the total 2023 public investment plan has disbursed VND 7,869,165 billion, reaching 87.11%.
Continuing the success of 2023, as of January 22, the province has granted new licenses to 6 projects with a total registered investment capital of more than VND 2,169 billion. The province has 200 newly established enterprises, an increase of 43.88% over the same period with a total registered capital of VND 2,753 billion.

International cooperation and integration activities continue to be effectively implemented. Attention continues to be paid to the cultural and social fields; national defense, security, and social order and safety are maintained.
The province is implementing plans to organize propaganda, cultural and artistic activities to welcome the new year; ensuring policies for people with revolutionary contributions and social security during the Lunar New Year 2024.

As of January 23, 2024, 219 agencies, units, businesses, and philanthropists have registered to support the Tet For The Poor - Spring Giap Thin 2024 Program with a total value of funding and Tet gifts of more than 141.36 billion VND.
At the meeting, leaders of departments and branches reported on the implementation of plans for cultural and artistic activities to celebrate the New Year and the Lunar New Year of Giap Thin 2024; policies for people with revolutionary contributions and social security; ensuring traffic and transportation; agricultural and industrial production, site clearance for key projects, etc.

Speaking at the meeting, appreciating the proactiveness of the Provincial People's Committee from the beginning of the year, Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh requested the Provincial People's Committee Office and the presiding agencies to proactively follow the plan and build on schedule the Resolutions in the list submitted to the Provincial People's Council.
Vice Chairman of the Provincial People's Committee Nguyen Van De requested departments and branches to speed up the progress of dossier procedures; implement the plan to plant trees in early spring; and effectively implement the investment project to build the Nam Mo river embankment in Ky Son district.


Vice Chairman of the Provincial People's Committee Bui Dinh Long requested the Department of Culture and Sports to direct urban beautification, organize spring activities, and celebrate Tet healthily, especially in temples and pagodas. Heads of departments and branches are responsible for reporting the results of disbursement of career capital in the 3 National Target Programs.
Vice Chairman of the Provincial People's Committee Bui Thanh An proposed to speed up the progress of site clearance for Tho Loc Industrial Park; remove difficulties in granting foreign labor permits to FDI enterprises. On the other hand, advise on issuing regulations on decentralization of budget management and administration.


Speaking at the meeting, Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh proposed focusing on directing budget collection in the first months of 2024; paying attention to output for OCOP products during the Lunar New Year; strengthening security and order, traffic safety, crime prevention, food safety and hygiene before, during and after Tet, ensuring people have a safe and healthy Spring.
On the other hand, the Standing Vice Chairman of the Provincial People's Committee also proposed to improve the quality of comments on the promulgation of legal documents; immediately after Tet, check the volume and quality of work at projects and constructions; speed up the payment of compensation for site clearance for the project to upgrade and expand National Highway 1A; speed up the settlement of documents for businesses...
