From 7:15 a.m.: National Assembly delegates lay wreaths and visit President Ho Chi Minh's Mausoleum.

From 8:00 a.m.: The National Assembly holds a preparatory session.

The National Assembly listened to the speech of the Standing Vice Chairman of the National Assembly, Tran Thanh Man, who directs the activities of the National Assembly and the Standing Committee of the National Assembly; listened to the report of the Standing Committee of the National Assembly, Secretary General of the National Assembly - Head of the Office of the National Assembly Bui Van Cuong on the reception, explanation and revision of the proposed Program of the 7th Session of the 15th National Assembly; discussed and voted to pass the Program of the 7th Session of the 15th National Assembly with a very high approval rate; listened to the Standing Committee of the National Assembly, Head of the Delegation Affairs Committee of the Standing Committee of the National Assembly Nguyen Thi Thanh present the Report of the Standing Committee of the National Assembly on the dismissal of Ms. Truong Thi Mai, a member of the National Assembly Delegation of Hoa Binh province, from her duties as a deputy of the 15th National Assembly.

From 9:00 a.m.: National Assembly opens session.

The National Assembly held a flag-raising ceremony. The National Assembly listened to Secretary General of the National Assembly Bui Van Cuong announce the reason and introduce the delegates attending the 7th Session of the 15th National Assembly. The meeting was attended by leaders and former leaders of the Party, State, and Vietnam Fatherland Front; representatives of the Central Committees, Ministries, and branches; and heads of foreign diplomatic missions and international organizations in Hanoi.

Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly heard:

- Permanent Vice Chairman of the National Assembly, Tran Thanh Man, chairing the activities of the National Assembly and the National Assembly Standing Committee, delivered the opening speech at the 7th Session of the 15th National Assembly.

- Deputy Prime Minister Le Minh Khai, authorized by the Prime Minister, presented a report on the supplementary assessment of the results of the implementation of the socio-economic development plan and the state budget in 2023; the implementation of the socio-economic development plan and the state budget in the first months of 2024.

- Chairman of the National Assembly's Economic Committee Vu Hong Thanh presented the Report on the supplementary assessment of the results of the implementation of the socio-economic development plan and state budget in 2023; the implementation of the socio-economic development plan and state budget in the first months of 2024.

- Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien presented a report summarizing opinions and recommendations of voters and people sent to the 7th Session of the 15th National Assembly.

- Member of the National Assembly Standing Committee, Head of the People's Petitions Committee of the National Assembly Standing Committee Duong Thanh Binh presented the Report on the results of supervising the settlement of voters' petitions sent to the 6th Session of the 15th National Assembly.

(The opening session was broadcast live on Vietnam Television, Voice of Vietnam, and Vietnam National Assembly Television).

From 11:00 a.m.: The National Assembly holds a separate meeting on personnel work under its authority.

Under the direction of the Standing Vice Chairman of the National Assembly, who directs the activities of the National Assembly, the Standing Committee of the National Assembly Tran Thanh Man, the National Assembly conducts the procedure to elect the Chairman of the National Assembly of the Socialist Republic of Vietnam for the 2021-2026 term. The National Assembly listens to Vice Chairman of the National Assembly Nguyen Khac Dinh, on behalf of the Standing Committee of the National Assembly, present the Report on the election of the Chairman of the National Assembly of the Socialist Republic of Vietnam for the 2021-2026 term. After that, the National Assembly discusses in the Delegation the proposed personnel for the Chairman of the National Assembly of the Socialist Republic of Vietnam for the 2021-2026 term.

Afternoon

Content 1: The National Assembly meets separately on personnel work under its authority.

From 14:00: Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly conducts the procedure to elect the Chairman of the National Assembly of the Socialist Republic of Vietnam for the 2021-2026 term.

- The National Assembly listened to Secretary General of the National Assembly Bui Van Cuong present a report on the results of discussions at the Delegation on the election of the Chairman of the National Assembly of the Socialist Republic of Vietnam for the 2021-2026 term.

- The National Assembly discussed and voted to approve the list of candidates for the National Assembly Chairman for Mr. Tran Thanh Man by electronic voting. The results were as follows: 474 delegates participated in the vote (equal to 73.33% of the total number of National Assembly delegates), of which 474 delegates approved (equal to 97.39% of the total number of National Assembly delegates, equal to 100% of the National Assembly delegates present).

- The National Assembly conducted a secret ballot to elect Mr. Tran Thanh Man as Chairman of the National Assembly of the Socialist Republic of Vietnam for the 2021-2026 term.

Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly heard:

- Minister of Finance Ho Duc Phoc, authorized by the Prime Minister, presented a Report on the practice of thrift and anti-waste in 2023.

- Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh presented the Inspection Report on the practice of thrift and anti-waste in 2023.

Content 3: The National Assembly meets separately on personnel work under its authority.

Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly listened to the Vote Counting Committee report on the results of the vote counting to elect Chairman of the National Assembly of the Socialist Republic of Vietnam for the 2021-2026 term for Mr. Tran Thanh Man.

Content 4: The National Assembly holds a plenary session in the hall on personnel work under its authority.

Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly listened to Secretary General of the National Assembly Bui Van Cuong present the Draft Resolution of the National Assembly on the election of Mr. Tran Thanh Man as Chairman of the National Assembly of the Socialist Republic of Vietnam for the 2021-2026 term.

- The National Assembly voted to pass the Resolution on electing the Chairman of the National Assembly of the Socialist Republic of Vietnam for the 2021-2026 term by electronic voting. The results were as follows: 475 delegates participated in the vote (equal to 97.54% of the total number of National Assembly delegates), of which 475 delegates approved (equal to 97.54% of the total number of National Assembly delegates, equal to 100% of the National Assembly delegates present).

From 15:15: National Assembly Chairman Tran Thanh Man takes the oath of office and delivers his inaugural speech.

- Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi presented the Report on the review of the draft Law on Management and Use of Weapons, Explosives and Support Tools (amended).

- Minister of Public Security To Lam, authorized by the Prime Minister, presented the Report on the draft Law amending and supplementing a number of articles of the Law on Security Guards.

- Chairman of the National Assembly's Defense and Security Committee Le Tan Toi presented the Report on the examination of the draft Law amending and supplementing a number of articles of the Law on Security Guards.
