Appraisal of the 5-year land use plan (2021-2025) of Long An province

On the side of Long An Provincial People's Committee, there were Vice Chairman of the Provincial People's Committee Nguyen Minh Lam, leaders of the Department of Natural Resources and Environment and the consulting unit for land use planning of Long An province.

At the meeting, the consulting unit presented the 5-year land use plan report (2021-2025) of Long An province, then the Department of Planning and Land Resources Development presented the Land Use Plan Appraisal Report (2021-2025) of the province.

Mr. Vu Sy Kien, Deputy Director of the Department of Land Resources Planning and Development - Vice Chairman of the Council, said that the components of the 5-year land use plan dossier for 2021-2025 of Long An province have been ensured according to the provisions of Circular No. 01/2021/TT-BTNMT dated April 12, 2021 of the Minister of Natural Resources and Environment on technical regulations for the preparation and adjustment of land use planning and plans.

However, some land use indicators in the draft land use plan of Long An province are not consistent with the allocation indicators for the province until 2025 in Decision No. 326/QD-TTg dated March 9, 2022 of the Prime Minister, including agricultural and non-agricultural land.

Regarding environmental protection and climate change response, Mr. Kien said that the People's Committee of Long An province has developed solutions to implement the province's land use plan, including solutions on environmental protection, specifically: Having policies to encourage all organizations and individuals to invest in protecting, improving, and improving soil fertility, in order to thoroughly, economically, and effectively use natural land funds in the province; Actively upgrading, repairing, and dredging drainage canals to avoid the risk of flooding; building anti-erosion embankments to prevent the risk of landslides along river banks; Strictly controlling sources of pollution, especially in industrial parks, industrial clusters, and production and business establishments; closely monitoring the quality of water sources on rivers; focusing on waste treatment for the whole province; only accepting investment projects with advanced, modern, and environmentally friendly production equipment and technology, ensuring distance from surrounding residential areas...

At the same time, analyzed and evaluated the socio-economic development, national defense and security, the current status of infrastructure system; the current status of urban, rural and population development, and labor resources. Analyzed and evaluated the impact of climate change on land use in Long An province.

Regarding solutions to implement the plan, the explanatory report proposed 4 main groups of solutions to implement the land use plan (solutions on land protection, improvement and environmental protection; on resources for implementing the land use plan; on organization, implementation and supervision of the implementation of the land use plan and other solutions). However, Mr. Kien said that the solutions need to be specific and suitable to the actual situation in the locality, especially solutions on resources, solving the lives and jobs for households whose land, production land and residential land for ethnic minorities were recovered; solutions to overcome limitations, difficulties and obstacles in the process of implementing the previous land use plan, especially the group of solutions on responding to climate change.

In addition, it is necessary to specify the solutions stated in Resolution No. 39/2021/QH15 dated November 13, 2021 of the National Assembly on the National Land Use Planning for the 2021-2030 period, with a vision to 2050, and the 5-year national land use plan for 2021-2025 to suit the actual situation of Long An province.

At the meeting, the Council members basically agreed with the province's report, the appraisal report of the Department of Planning and Land Resources Development, and focused on giving comments to perfect the province's land use plan, focusing on reviewing land use indicators to ensure compliance with Decision No. 326 of the Prime Minister, especially industrial park land, traffic land, educational land... and unanimously approved the 5-year land use plan of Long An province with amendments and supplements according to the opinions of the Council members.

Speaking at the meeting, on behalf of the Long An Provincial People's Committee, Vice Chairman Nguyen Minh Lam thanked and accepted the opinions of the Council members and said he would direct the Department of Natural Resources and Environment to coordinate with the consulting unit to review and complete the province's 5-year land use plan.

Concluding the working session, Deputy Minister Le Minh Ngan - Chairman of the Appraisal Council said that in order to complete the dossier to submit to the Prime Minister, the Council requested the People's Committee of Long An province to fully absorb the opinions of the Council members through documents and direct opinions at the meeting to review and complete the land use indicators, especially the synchronization, reasonableness, and consistency between the land use indicators for the period 2021 -2025 of the province with the provincial planning, especially Decision 326 of the Prime Minister...

Regarding the summary report, the Deputy Minister requested that Long An province review the Council's opinions to ensure legal basis, input data, map system... to ensure consistency in the organization of land use planning to serve socio-economic development, ensure security and national defense.

The Deputy Minister also requested the Department of Planning and Land Resources Development to receive the opinions of the Council members to supplement and complete the appraisal report as a basis for the Long An Provincial People's Committee to complete the dossier to submit to the Prime Minister through the Ministry of Natural Resources and Environment; requested the Long An Provincial People's Committee to direct the Department of Natural Resources and Environment and the consulting unit to study and supplement the opinions of the members of the Appraisal Council to complete the 5-year land use plan (2021 - 2025), ensuring the province's unity in organizing the implementation of the land use plan to mobilize land resources for socio-economic development, ensuring security and national defense to soon complete the dossier to submit to the Prime Minister for consideration and approval in accordance with the provisions of law.
