Creating momentum for rural economic development

Developing agriculture, rural areas, and building new rural areas (NRD) is one of the important tasks of the country's industrialization and modernization. To achieve this, rural areas need to develop comprehensively in the direction of NTM, in which the transportation system is an indispensable part, both a prerequisite and a long-term strategy to improve people's lives.

Comrade Pham Ngoc Duan, Secretary of the Party Committee of Khanh Trung Commune, Yen Khanh District, shared: In the process of building advanced new rural areas, Khanh Trung Commune has paid special attention to completing and upgrading traffic infrastructure works to promote economic, cultural and social development in the locality. Completing the traffic system will create a corridor to expand development space, creating a breakthrough for Khanh Trung and neighboring communes. Therefore, Khanh Trung Commune has implemented the project to repair and upgrade the main road of Cho Cat - Tam Toa with a length of more than 2km, with a total investment of more than 7.5 billion VND from regular capital and career capital of the commune.

Mr. Nguyen Van Vinh, representative of the construction unit, said: Since the construction started, the local Party Committee and government have focused on site clearance and handover to the construction unit. At the same time, to mobilize people to create the best possible conditions to ensure the project is constructed quickly, efficiently and with quality. Therefore, taking advantage of the sunny weather, the contractor has carried out the construction of asphalt concrete on the road surface. After completing the road surface, the unit will proceed to paint lines, speed bumps, and traffic signs along the entire route according to standards. Up to now, the project has been basically completed, not only contributing to creating a new look for the homeland, but more specifically, the main route Cho Cat - Tam Toa will connect with the existing route Bai Dinh - Kim Son and the upcoming Ninh Binh - Thai Binh - Hai Phong expressway, opening up opportunities for connecting trade of goods with localities in and outside the province.

Developing a synchronous and modern basic socio-economic infrastructure, ensuring rural-urban connectivity and regional connectivity is an important goal of the National Target Program on New Rural Development. During the construction process, localities in the province have mobilized many capital sources as well as mobilized the active participation of people donating land to build roads. Every year, they continue to mobilize for maintenance and new construction to meet the needs of travel and economic development in the locality. Typically, National Highway 38B in Hoa Lu district has just had its foundation and road surface repaired and some items added to suit the reality, thereby overcoming the deterioration, ensuring traffic safety, preventing flooding, maintaining and ensuring exploitation with a total investment of over 9.3 billion VND from the State budget.

Mr. Tran Minh Thuy, Ninh Hoa commune (Hoa Lu) said: Since the road was expanded, local people have been able to travel very safely, creating convenience for tourists to visit the province's tourist attractions such as: Hoa Lu ancient capital, Tam Coc, Trang An and neighboring areas.

Comrade Nguyen Quang Minh, Deputy Director of the Department of Transport, said: After 12 years of building the new rural area, 100% of districts and cities in the province have met the standards and completed the task of building the new rural area; 100% of communes have socio-economic infrastructure systems that meet the requirements of the new rural area criteria, of which 25.2% of communes have met the advanced standards. Most communes that have met the new rural area standards have asphalted or concreted roads to the commune center and from the commune center to the villages, ensuring quality; the main roads in the fields and alleys are also hardened, not muddy in the rainy season.

In the process of building the new rural area, Ninh Binh province has mobilized resources to invest in key, focused transport projects with inter-regional connectivity, spreading and opening up development space in rural areas with many difficulties. Especially with the village and hamlet traffic system, with the motto of the State and the People working together, the province implemented the mechanism of the State supporting cement, people and the community contributed hundreds of billions of VND, thousands of working days, and donated dozens of hectares of land to build 16,904 roads with a total length of 2,138.7 km. The intra-field irrigation system has received investment and upgrading, creating favorable conditions for people's trade and commerce as well as contributing to improving the quality of life of the people.

In particular, in recent times, Ninh Binh has mobilized all resources and attracted capital to invest in the construction and completion of the transport infrastructure system with key projects such as: DT482 route, coastal road, T21 route... These routes, together with the existing national highway and local road system, help the province connect with the North-South expressway, forming a basically complete transport network, opening up many new spaces and areas, creating synchronous connections, promoting the potential and advantages of the province.

The breakthrough results in transportation in recent times have not only changed the appearance and nuances of the localities where the route passes through, but also created a synchronous connection between the important traffic axis of the country and the local traffic system, between urban and rural areas, between mountainous areas and plains and coastal areas; connecting economic and political centers and connecting the World Cultural and Natural Heritage Trang An. Thereby, creating conditions for the production process to be continuous and rapid, expanding raw material areas, attracting investors and businesses to invest in agriculture and rural areas, especially the agricultural, forestry and fishery processing industries; opening up many job opportunities for rural workers, contributing to the shift of labor structure from agriculture to non-agricultural sectors in rural areas... At the same time, helping rural people increase access to healthcare, education, cultural exchange of residential communities, contributing to job creation, poverty reduction and improving the quality of life of people in the province.
