In the 3 years of 2021-2023, the province has mobilized 1,505.7 billion VND to implement the Program. By the end of 2023, the whole province has 2/6 districts meeting the new rural standards; 33/47 communes (70.2%) meeting the new rural standards, of which 14 communes meet the advanced new rural standards, 50/254 villages meet the new rural village standards, of which 2 villages meet the model new rural village standards. The rural appearance has improved a lot; the material and spiritual life of rural residents has been significantly improved. Infrastructure serving agriculture and aquaculture has been invested synchronously (1,958.3 billion VND has been allocated) in a multi-purpose direction, many key, large-scale projects have been invested in upgrading and completed and put into use, contributing significantly to providing domestic water, developing agriculture, industry and effectively solving problems related to natural disasters.

According to Decision No. 705/QD-UBND dated December 17, 2022 of the Provincial People's Committee approving the Project on building new rural areas for the period of 2021-2025, with a vision to 2030 in Ninh Thuan, the province has determined to implement the National Target Program on building new rural areas according to the principle of "Restructuring the agricultural sector is the driving force, new rural areas are the foundation, farmers are the subject". Localities are focusing on implementing the Project on building new rural areas for the period of 2021-2025, with a vision to 2030 in conjunction with restructuring the agricultural sector, building new rural areas associated with urban areas; promoting the role of the people as the subject and the core role of enterprises, effectively implementing the goal of building "prosperous agriculture, wealthy farmers, civilized and modern countryside". The province aims to have 4 districts meeting new rural standards by 2025, of which 1 district will meet advanced new rural standards; 38 communes have met the new rural standards, of which 15 communes have met the advanced new rural standards; 5 communes have met the model new rural standards and 216 villages have met the new rural standards, of which 13 villages have met the model new rural standards.

To achieve the set goals, the province will focus on completing 5 groups of criteria on planning; socio-economic infrastructure; economy and production organization; culture - society - environment and political system to ensure full compliance with the standards required by the set of new rural criteria at all levels for the period 2021-2025. At the same time, 6 key groups of solutions will be proposed to implement the project with a total mobilized capital of over 10,000 billion VND. The province is focusing on mobilizing maximum capital from the National Target Programs on New Rural Construction and other programs and projects in the area; attracting investment from enterprises on the basis of public-private partnership and socialization; effectively implementing credit policies for investment in agriculture and rural areas and mobilizing people to continue to participate in contributing to the construction of new rural areas in the locality to implement the new rural construction program with focus and key points.

The province is determined to effectively implement 11 contents of the National Target Program on New Rural Development; 6 key thematic programs to improve people's quality of life, solve pressing and existing problems. In particular, special attention is paid to issues of environment, food safety, clean water, economic development, improving the operational efficiency of cooperatives; supporting the development of start-up and innovative enterprises; implementing the OCOP Program; digital transformation and developing rural tourism. In order for rural areas to not only change in form but also make people's lives increasingly prosperous, the province prioritizes production development associated with restructuring the agricultural sector, shifting economic structure, increasing people's income; focusing on developing the collective economy; effectively implementing social security policies for policy beneficiaries, ethnic minority households, poor and near-poor households in the area.

Maximize the role of the Front and socio-political organizations and communities to strive to complete, maintain and improve the quality of criteria that do not require high investment resources (planning, culture, security and order, some indicators of health, education, environment, etc.); well implement the grassroots democracy regulations, emulation and reward work, promptly commend and encourage typical advanced collectives and individuals, good models, and creative ways of working to mobilize people to participate in building new rural areas.
