In August, the construction site of the Resettlement Area No. 1 project in Ba Na commune serving the clearance of the Hoa Lien - Tuy Loan expressway, covering dozens of hectares, was bustling with the sound of machinery from early morning until dusk. Convoys of dump trucks and trucks carrying soil and rocks, excavators leveling and rolling the ground, created a bustling and urgent working atmosphere.
Mr. Nguyen Duc Nam, Deputy Director of the Management Board of Priority Infrastructure Investment Projects of Da Nang City, said: The project was approved in Decision No. 1183/QD-UBND dated June 7, 2024, started construction in April 2025, and has a duration of 300 days. Initially, due to the scarcity of land for leveling, the progress had to be "slow". When 340,000m3 of land was added, the construction site immediately "accelerated".
“With the land ready, machinery operating at full capacity, and the construction team working continuously, we are determined to hand over resettlement land as soon as possible to households affected by the Hoa Lien - Tuy Loan expressway project,” Mr. Nam emphasized.
The representative of the joint venture contractor Phu Vinh Construction Company Limited - Seen Engineering Joint Stock Company said that dozens of mechanical vehicles and workers have been mobilized to work in 3 shifts per day. Each day, the construction site dumps 1,000 - 1,200m3 of soil to level the ground, while simultaneously implementing the drainage system and traffic infrastructure. Despite the high price of materials and transportation costs, the contractor has adjusted the construction organization to reduce costs while ensuring quality, especially in the drainage, roadbed and embankment items.
Removing material bottlenecks, speeding up site clearance
Resettlement Area No. 1 project has an area of nearly 11 hectares, with a total investment of nearly 218 billion VND. After completion, 237 plots of land will be allocated to households that will be cleared along the Hoa Lien - Tuy Loan expressway. However, the project is still stuck in site clearance; out of 230 files that need to be cleared, only 121 files have been completed.

Meanwhile, the resettlement project serving the construction works in Hoa Vang district (old) with an area of nearly 5.7 hectares, a total investment of nearly 79 billion VND and divided into 7 large lots, after completion, 168 resettlement lots will be arranged for the people. However, this project has only restarted construction for more than a month now after a period of lack of land for leveling.
Mr. Luu Cong Linh, Chief Project Supervision Consultant (Management Board of Priority Infrastructure Investment Projects of Da Nang City) informed that when the land from the No. 7 trash bin project was supplemented, the contractors immediately sped up.
“We strive to complete the traffic system in the resettlement area by September 30. We hope that the City Land Fund Development Center will coordinate with the local authorities to clear the remaining 109 files; as soon as we have land, we will level it,” Mr. Linh suggested.
According to Mr. Linh, the resettlement project serving the works of Hoa Vang district (old) has a number of large lots completed and 56 resettlement lots have been handed over to the people; the goal is to complete the traffic infrastructure before September 30 and bring the resettlement area project No. 1 to the "finish line" in April 2026.
Thereby, construction units are required to ensure safety, environmental sanitation and maintain sufficient human resources; problems with electricity and drainage need to be resolved quickly.
Mr. Nguyen Minh Huy, Director of the Management Board of Investment and Construction Projects for Transport and Agricultural Works in Da Nang, said that many resettlement projects are behind schedule due to expired land mines, planning problems or incomplete environmental procedures. Since June, the city has promptly regulated legal land mines, added new mines, creating conditions for contractors to speed up construction.
According to the city's project management boards, while in the past contractors had to find their own sources of materials, now the City People's Committee has coordinated from other projects, significantly solving the shortage of embankment soil.
Project management boards also proposed that the city maintain this mechanism in a more flexible manner, be ready to transfer land between projects and shorten licensing procedures to avoid construction interruption.
To ensure project progress, the city requires investors to closely coordinate with the Department of Construction and suppliers, report regularly and establish an interdisciplinary monitoring team to control quality right from the leveling, roadbed and technical infrastructure stages.
Thus, resettlement projects in Da Nang are flourishing, bringing with them a new spirit. The city aims to complete key resettlement areas by 2026, basically erasing the "land debt" that has lasted for many years.
At the same time, the government will review the reserve land fund and develop a flexible transfer mechanism between projects to ensure that the previous situation of slow land allocation does not recur.
