This is an important step forward in digital transformation in Party work, associated with the task of standardizing Party member data nationwide, contributing to improving management quality and affirming the organizational strength of the Party at the grassroots level.

Local authorities take synchronous and drastic action
In Ham Tan commune, the Party Committee currently has 47 affiliated Party organizations with 746 Party members. Implementing the direction of the Central Organizing Committee and the Provincial Party Committee's Organizing Committee, the Commune Party Committee identified this as an opportunity to review, consolidate, and standardize Party member data from the root. Secretary of the Commune Party Committee Duong Van Dong emphasized: "This is a particularly important political task, not simply an administrative activity, but an opportunity for the entire Party Committee to review, consolidate, standardize, and improve the quality of Party member management work. Thereby affirming the leadership role and organizational strength of the Party at the grassroots level". To effectively implement this, the Commune Party Building Committee closely coordinated with the Commune Police to develop a detailed, scientific plan, arranging "chains" to operate continuously with the motto of finishing work, not running out of time. Time frames are divided reasonably for each Party organization, avoiding overlap and congestion. In particular, the youth union and socio-political organizations participated in providing technical support and operational guidance, helping elderly party members conveniently exchange their cards.
In Ham Thanh commune, preparations were carried out in a methodical and thoughtful manner before the exchange of Party membership cards took place. “The Commune Party Committee has determined that the exchange of Party membership cards is an important and long-term task, so as soon as the policy was issued, the Commune Party Committee directed the subordinate Party cells to compile a list and notify in advance so that Party members have time to prepare to attend in the most complete way.
Along with that, the Commune Party Committee also worked with the Ham Thuan Nam Commune Police to determine the time it takes to change a card for a party member. From there, based on the number of party members in each Party cell, they will be invited at an appropriate time, avoiding the situation where many party members come at the same time and have to wait a long time, causing difficulties in changing party membership cards," said Ms. To Thi Xuan Thuy, Secretary of the Ham Thanh Commune Party Committee.
Thanks to the close direction of the Commune Party Committee and the coordination of Ham Thuan Nam Commune Police, the progress of exchanging party membership cards was accelerated. On August 9 alone, 324/365 official party members completed the card exchange, while 41 cases were not completed due to incorrect information or being busy with work or poor health. Ham Thanh Commune worked with Ham Thuan Nam Commune Police to arrange a schedule to do it as soon as possible, ensuring compliance with regulations.
In Ham Liem commune, thanks to good preparation of machinery, equipment, transmission lines and technical personnel, along with the spirit of urgent and scientific work, on August 9 alone, the Commune Police organized the issuance and exchange of chip cards for more than 700 party members of the Party cells, completing nearly 80% of the workload. The quick and unified implementation of the exchange of party membership cards has received consensus and high appreciation from party members and the people.
Police force's efforts to "speed up day and night"
Not only the local government, the police force in the localities is the core force in this campaign. During the 10 days of the peak implementation, Lien Huong Police was the main unit in implementing the peak of collecting party membership card information for over 3,500 party members of the Party Committee of the communes: Lien Huong, Tuy Phong, Vinh Hao. In which, Lien Huong commune is the locality with the largest number of party members with over 1,699 party members.
The Commune Police identified from the beginning that this was a difficult task with a large amount of work in a short time. The Commune Police Command proactively advised the Commune Party Committee to issue a plan to direct 100% of Party cells, and at the same time build a scientific reception schedule, making the most of the day, night and holidays to serve Party members. The emulation movement "speeding up day and night" was launched in the entire commune police force. Officers and soldiers are ready to work overtime, both to ensure the progress of card exchange and to maintain security and order tasks. Lien Huong Commune Police also closely coordinated with the police of the remaining communes, supporting propaganda work, preparing facilities and mobilizing union members and youth to participate in guiding Party members.

At the provincial level, on August 5, Lam Dong Provincial Police officially launched a peak period of exchanging party membership cards throughout the area. The Department of Administrative Management of Social Order coordinated with the police of districts and communes to set up stations to receive documents, mobilizing hundreds of officers and soldiers on duty day and night. In just the first few days, the entire province received documents from nearly 20% of the total number of party members, creating an important foundation to complete the target of 100% before August 15, 2025.
Colonel Nguyen Tuong Vu, Deputy Director of the Provincial Police Department, directly inspected the reception points, listened to difficulties, and directed timely solutions. The Department of Administrative Police for Social Order proactively coordinated with local police to arrange many reception points across the province, established 8 working groups to directly inspect, guide and urge localities. The work was carried out with the motto "work until the job is done, not until the end of the working day", working even on Saturdays and Sundays.
To ensure consistency and accuracy, the police force requires all units to compare party member information with population data, immediately handle errors, and avoid backlogs. Before implementation, the provincial police have synchronously equipped machinery, equipment, and arranged personnel for commune and ward police.
The climax of exchanging party membership cards on the national data platform is not only a step forward in applying technology to Party work but also an opportunity to affirm the sense of responsibility and dedication of the police force and local authorities. With the urgent spirit and consensus of the entire political system, Lam Dong is determined to complete 100% of the target ahead of schedule, making achievements to celebrate important events: 80 years of the People's Public Security Traditional Day (August 19, 1945 - August 19, 2025), 20 years of the National Day for National Security Protection (August 19, 2005 - August 19, 2025) and National Day September 2, contributing a beautiful mark in the journey of Party building and serving the people.
