Comrade Nguyen Hoai Anh - Alternate member of the Party Central Committee , Standing Deputy Secretary of the Provincial Party Committee , Chairman of the Provincial People's Council chaired the conference. Also attending the conference were Comrade Tieu Hong Phuc - Standing Vice Chairman of the Provincial People's Council , Comrade Nguyen Thi Thuan Bich - Vice Chairman of the Provincial People's Council .

In the last 6 months of 2023, the People's Council at the district level held 2 regular meetings to review and evaluate the implementation of socio-economic development, national defense and security tasks. At the same time, it reviewed work reports and thematic reports of the Standing Committee of the People's Council, People's Committee, People's Procuracy, People's Court, and Civil Judgment Enforcement Office at the same level and approved the People's Committee's submissions on socio-economic development and a number of guidelines and policies. 9/10 localities that held thematic meetings promptly approved a number of policies or decisions on personnel work under the authority of the People's Council.

The district-level People's Council has focused on innovation and improving the quality of its activities, focusing on improving the quality of its meetings and supervision activities; promptly issuing mechanisms, policies and guidelines to meet the requirements of local socio-economic development. The work of receiving citizens and receiving and handling complaints and denunciations from citizens has been carried out seriously; the quality of the People's Council meetings continues to be improved with each meeting .

In addition to the achieved results, the conference also clarified the causes and limitations in the questioning activities at the district-level People's Council meetings such as: the number of delegates participating in the questioning is still small, the content of the questioning is not much; the quality of the supervision activities of the Standing Committee of the People's Council and the People's Council committees at the district level in some areas is still limited, including judicial activities, handling complaints, denunciations and recommendations of citizens. The monitoring, urging and re-monitoring of the results of handling recommendations after supervision has not been carried out closely and regularly.

To continue to improve the effectiveness of the district-level People's Council's activities in the coming time, comrade Nguyen Hoai Anh requested the Standing Committee of the People's Council, the People's Council committees, and the People's Council delegations at the district level to closely coordinate with the People's Committee, the Standing Committee of the Vietnam Fatherland Front Committee at the same level and relevant agencies to well prepare for the organization of meetings to ensure compliance with regulations and meet the requirements of socio-economic development and national defense and security of the locality.

Continue to study solutions and methods to further improve the quality and effectiveness of voter contact activities of People's Council delegates. During the process of voter contact, increase information exchange, mobilize voters and people to effectively implement the policies of the Party, local Party committees, state laws and resolutions of the People's Council. At the same time, clearly identify which opinions should be accepted to propose to competent authorities for consideration and resolution, which opinions should be explained or asked for voters' sympathy and sharing.

Strengthen thematic supervision activities of the People's Council, improve the quality and effectiveness of supervision activities of the People's Council Standing Committee, People's Council Committees, and People's Council Delegation Groups; in which, pay attention to supervising the implementation of works and projects approved by the People's Council for investment policies, especially key projects of the locality. Strengthen supervision of judicial agencies, supervise the settlement of complaints and denunciations of citizens; supervise the implementation of responses to voters' opinions, urgent issues arising in the area that voters and public opinion are interested in.
