On the afternoon of April 3, in Ha Long City, the Provincial People's Committee held a meeting to listen to a report on the implementation of policies and laws on the development and use of human resources to meet the requirements of socio-economic development. Comrade Nguyen Thi Hanh, Vice Chairwoman of the Provincial People's Committee chaired the meeting.

Realizing the role and importance of human resources in promoting rapid and sustainable development to meet the development requirements of the province, in recent times, Party committees and authorities at all levels in the province have issued many resolutions, directives, conclusions , documents and policies for implementation . Up to now, the province's human resources are basically reasonable in quantity, gradually improving in quality, meeting practical requirements. The unemployment rate in urban areas has continuously decreased.   from 2.23% (in 2021) to 2.16% (in 2024), is one of the few provinces with a low unemployment rate compared to the general rate of the whole country . The labor structure by industry continues to shift rapidly towards industrialization and modernization . The rate of trained workers increases from 85.5% in 2021 to about 87% in 2024,   In which the rate of trained workers with degrees and certificates increased from 46% to about 51%.

Quang Ninh always pays attention to the development and use of human resources, including strengthening the training of cadres, civil servants and public employees; recruitment is carried out in accordance with regulations, objectively, publicly and transparently, with a combination of staffing targets, job requirements and job positions; there are many policies on the use and treatment of human resources and high-quality human resources to meet the requirements and goals of socio-economic development.

After listening to the opinions of departments, branches and sectors, speaking at the meeting, Ms. Nguyen Thi Hanh, Vice Chairman of the Provincial People's Committee, suggested that the Department of Finance should enhance its responsibility in advising the Provincial People's Committee on human resources; carefully review reports to ensure objective assessments; research and develop mechanisms and policies to attract workers; develop a plan to implement a set of criteria for human resources in Quang Ninh; establish a database of human resources information to form an electronic trading floor on the labor market.

Review the activities of vocational schools in the area to direct the expansion of the industries the province needs, associated with the supply of high-quality skilled labor for businesses, especially in industrial parks and economic zones and the fields of marine aquaculture, services, electricity - electronics, semiconductors, IT, tourism; Ha Long University expands and increases the scale of enrollment for pedagogical majors; develops a set of standards to include in teaching for high school students, vocational education and universities; popularizes foreign languages, IT, skills... for 100% of students to improve the quality of human resources; proposes mechanisms and policies for training ethnic minority workers in remote, border and island areas. In addition, build a digital transformation application system from the stages of enrollment, training, and labor supply to provide information to people on the mobile phone messaging system; continue to propose policies to attract experts and high-quality human resources for industries the province needs to work.

The Vice Chairman of the Provincial People's Committee requested that departments, branches and sectors need to carefully review to propose needs in terms of quantity, occupations, criteria, etc.   labor in the coming time; support students in some majors according to the development orientation of the province; build policies for teachers; develop human resources in mountainous ethnic minority areas; strengthen coordination with training institutions. At the same time, research and develop resolutions on public human resources, resolutions on training work.
