Over the years, the work of promoting learning and talent towards building a strong learning society has always received the leadership, direction and close attention of the Party Committee, provincial government and the participation of political and social organizations in the area.

In addition, the active participation of cadres at all levels of the association and the response of the local people have made the work of promoting learning and talent development more and more strongly. Currently, the Provincial Association for Promoting Learning and the associations at all levels have done a good job of spreading the instructions, documents and policies of the central and local governments on the work of promoting learning and talent to the people and realizing them into life.

To continue building a strong learning society, the Provincial Learning Promotion Association has consolidated and strengthened its organization. Up to now, the province has 2,983 associations, with a total of 231,473 members, accounting for 34.27% of the province's population. In addition, the Provincial Learning Promotion Association always focuses on improving the quality of its activities and fostering the working capacity of its officials to perform well its core tasks in promoting learning, talent, and building a learning society.

The emulation movement to encourage learning, encourage talents, build families, clans, communities, units, and learning citizens has developed widely in communes, towns, villages, hamlets, neighborhoods, agencies, schools, armed forces, and clans.

Up to now, the whole province has 143,203/180,026 households registered for the "Learning Family" model, of which 125,950 households have been recognized as "Learning Family", reaching 69.96%; 1,312/2,324 clans have registered for the "Learning Clan" model, with 1,197 clans having been recognized as "Learning Clan", reaching 51.51%; 755/853 villages, hamlets and neighborhoods have registered for the "Learning Community" model, with 636 villages, hamlets and neighborhoods having been recognized as "Learning Community", reaching 76.17%; 592/632 units have registered for the "Learning Unit" model, with 577 units having been recognized as "Learning Unit", reaching 91.3%.

The model of "Learning Citizens" has been widely implemented by all levels of the association. Currently, the group of farmers and rural laborers has 11,196 people; the group of workers and small-scale craftsmen has 25,599 people; the group of managers, civil servants and employees from the commune level and above has 14,785 people recognized with the title of "Learning Citizens".

The emulation movement "Each citizen self-study, lifelong learning to meet the requirements of sustainable development in the digital transformation period" was promptly deployed by the Provincial Association for Promotion of Education in response to the movement "The whole country competes to build a learning society, promote lifelong learning in the period of 2023 - 2030" launched by the Prime Minister.

Accordingly, the Provincial Association for Promotion of Education and all levels of the association have focused on directing the development of people-centered learning models, ensuring that each person effectively implements the "Learning Citizen" model, focusing on self-study, use, and strong application of information technology, creating real changes, achieving substantial and sustainable results, contributing to building a digital society in the locality.

In order to promptly share difficulties and encourage poor but studious students to excel in their studies and life, every year, the Provincial Association for Promotion of Education and all levels of associations have done a good job of building a scholarship fund.

The mobilization of scholarship funds at all levels always follows the motto "Diversification in mobilization; optimization in use, ensuring publicity, transparency and efficiency of scholarship funds" so it receives strong support and cooperation from many organizations, units and individuals inside and outside the province.

In recent years, the Provincial Association for Promotion of Education has regularly connected with Quang Tri fellow countrymen associations in the southern provinces and cities to mobilize sponsorship and award scholarships to students in difficult circumstances. A typical example is the Quang Tri fellow countrymen association in Vung Tau City, Ba Ria - Vung Tau Province.

Through connection and mobilization, Chairman of the Quang Tri Association in Vung Tau City, Ho Xuan Dung, has returned to his hometown many times with members of the association and actively coordinated with the provincial Association for the Promotion of Education to award scholarships to poor but studious students.

On average, each year, the Quang Tri Association in Vung Tau City sponsors from 100 to 200 million VND to coordinate with the Provincial Association for Promotion of Education to award scholarships to students throughout the province. In 2024 alone, the Provincial Promotion of Education Fund mobilized more than 43.6 billion VND. From this fund, the association at all levels has awarded scholarships, rewards, and gifts to more than 10,394 beneficiaries, mainly poor but studious students and students who won high prizes in exams.

In order for the movement to promote learning and talent to continue to develop widely and effectively in the coming time, the Provincial Association for Promoting Learning has set many key goals and tasks. In particular, focusing on implementing extensive propaganda work among cadres, members of the Association for Promoting Learning and the People about the policies, orientations, and policies on promoting learning and talent issued by the Party, the State, and higher levels.

Promote lifelong learning movements in families, clans, communities, and units, thereby creating a combined strength to build a learning society, contributing to improving the quality of education and human resources to meet the requirements of industrialization, modernization of the country, and regional and international integration.
