Voters in many localities continue to reflect that the current work of granting Land Use Right Certificates to people is still slow, with too many procedures, people have to go back and forth many times, wasting time and money, and the people's efforts. Propose that the Provincial People's Committee direct units and localities to overcome shortcomings and speed up the progress of granting Land Use Right Certificates to people.

Regarding this issue, the Provincial People's Committee issued Decision No. 69, dated January 13, 2025, promulgating the Regulation on coordination between the Land Registration Office under the Department of Natural Resources and Environment with relevant agencies, units and localities in handling administrative procedures in the field of land in Quang Nam.

Based on the coordination regulations and regulations in the provincial administrative procedures in Decision No. 1988, dated August 23, 2024 of the People's Committee of Quang Nam province, Decision No. 375, dated October 18, 2024 of the Department of Natural Resources and Environment and according to the 2025 Work Plan; The Department of Natural Resources and Environment has directed the Quang Nam Land Registration Office to coordinate with the District People's Committees to organize training seminars, remove difficulties and obstacles related to the implementation of the 2024 Land Law for the Branches of the Land Registration Office, specialized departments at the district level and the Commune People's Committees.

At the same time, establish inspection teams to strengthen supervision and management, promptly direct branches of the Land Registration Office to issue Land Use Right Certificates and register changes for people in accordance with regulations, limit delays in handling administrative procedures and avoid causing trouble for people.

According to current regulations, the work of extracting cadastral maps is not included in the administrative procedures on land prescribed in Article 223 of the 2024 Land Law; there is no regulation on the time for extracting measurements according to Article 22 of Decree No. 101, dated July 29, 2024 and the time for extracting measurements is not counted in the time for performing administrative procedures prescribed in Point e, Clause 5, Article 12 of Decree No. 102, dated July 30, 2024 of the Government.

The Department of Natural Resources and Environment has directed the Land Registration Office to develop a process to collect opinions from departments, branches and district-level People's Committees and continue to complete the approval process for unified implementation throughout the province in the first quarter of 2025.

Along with the implementation of the provisions of the 2024 Land Law, the coordination process, the set of administrative procedures on land, the measurement process and the drastic direction of the Department of Natural Resources and Environment, in the coming time, the situation of delay, delay, too many procedures, time-consuming and costly money and effort of people in granting Certificates of land use rights and ownership of assets attached to land will be overcome.
