The income and expenditure table for grade 1 at Hong Ha Primary School (Ho Chi Minh City) has caused public outrage.

According to Mr. Le Hoai Nam, Deputy Director of the Department of Education and Training of Ho Chi Minh City, the Department will inspect the organization and implementation of service revenue collection; inspect the mobilization, reception, management and use of aid, sponsorship and gifts; inspect the implementation of operating expenses and develop a plan for using the budget of the Parents' Representative Board.

In addition, the Department also inspects and supervises the cleaning, deodorizing, disinfecting, maintenance, upkeep and repair of toilets, ensuring safety requirements in educational facilities, and at the same time, correcting the situation of degraded, polluted, and smelly toilets that affect the health and psychology of students.

Recently, many schools in Ho Chi Minh City have been found to have overcharged fees, collected from class funds, and school funds. A typical example is the collection and disbursement of funds for class 1/2, Hong Ha Primary School (Binh Thanh, Ho Chi Minh City) with nearly 260 million VND. After the incident was exposed at the end of September, this primary school held a meeting with parents of class 1/2 and refunded nearly 250 million VND due to overcharge. Each parent received more than 9 million VND.

In addition, many other fees such as air conditioning and facilities at schools were also raised. Representatives of the Department of Education and Training of Ho Chi Minh City spoke up to explain but failed to convince public opinion. The situation of parents' associations collecting class and school funds is very common in schools, although the Director of the Department of Education and Training of Ho Chi Minh City affirmed that "there is no concept of class and school funds".
