Previously, also at the press conference on the socio-economic situation of Ho Chi Minh City on the afternoon of September 26, reporter Hoang Khac Linh, Tien Phong Newspaper asked: "Many opinions suggested abolishing the parent-teacher representative committee in general schools to avoid overcharging and prohibit students from using phones in school. Could you please give your opinion and solution to the Department of Education and Training?"

In a written response to this question, regarding the "proposal to abolish parent-teacher representative boards in general schools", the Ho Chi Minh City Department of Education and Training said:

"Circular 55/2011/TT-BGDDT dated November 22, 2011 of the Ministry of Education and Training on Promulgating the Charter of Parents of Students stipulates the duties and rights of the class parent representative committee in Article 4, Chapter II. Regarding the duties of the class parent representative committee:

"a) Coordinate with homeroom teachers and subject teachers to organize student education activities; b) Coordinate with homeroom teachers to prepare content for parent-teacher meetings during the school year; c) Participate in moral education for students; foster and encourage good students, help weak students, mobilize students who have dropped out of school to return to continue studying; help poor students, disabled students and students in other difficult circumstances".

At the same time, Article 10, Chapter II of the Circular on Operating Budget of Parents' Association also clearly stipulates the source of operating budget and the management and use of the Parents' Association.

The charter clearly states: "4. The parents' representative board is not allowed to collect donations from students or their families: a) Donations that are not voluntary. b) Donations that do not directly serve the activities of the parents' representative board: Protecting school facilities, ensuring school security; supervising students' vehicles; cleaning classrooms and schools; rewarding school administrators, teachers and staff; purchasing machinery, equipment and teaching aids for schools, classrooms or for school administrators, teachers and staff; supporting management work, organizing teaching and learning and educational activities; repairing, upgrading and building new school facilities".

The Ho Chi Minh City Department of Education and Training said: "Based on the Charter, the activities of the parent-teacher association are necessary, especially in coordinating with schools to comprehensively educate students. Therefore, schools need to promote the dissemination of Circular 55/2011/TT-BGDDT dated November 22, 2011 of the Ministry of Education and Training so that every parent understands clearly and correctly, thereby promoting the role and tasks of the parent-teacher association in the most positive and effective way."
