Specifically, Thanh Mien 1 commune was established on the basis of merging Tu Cuong, Cao Thang, Ngu Hung communes and Thanh Mien town. After the merger, the locality has an area of ​​33.47 ^km2 and a population of 45,388 people. This will be the commune with the largest area and population in Thanh Mien district. This locality will reuse the current headquarters of the District Party Committee, People's Council, and People's Committee as its headquarters.

Thanh Mien 2 Commune is merged from Hong Quang, Lam Son and Le Hong communes. The area of ​​the new commune is 25.57 ^km2 , population, 27,227 people. The headquarters is expected to be located at the headquarters of the Party Committee, People's Council and People's Committee of Hong Quang commune.

Thanh Mien 3 Commune includes Ngo Quyen, Tan Trao and Doan Ket communes. The total area of ​​the new commune is 24.85 ^km2 , with a population of 27,134 people. The headquarters is expected to be located at the headquarters of the Party Committee, People's Council and People's Committee of Tan Trao commune.

Thanh Mien 4 Commune includes Pham Kha Commune, part of Doan Tung, Thanh Tung and Nhan Quyen Communes, Co Bi (Binh Giang). The area of ​​Thanh Mien 4 Commune is 26.46 ^km2 , population 40,200 people. The headquarters is expected to be located at the headquarters of the Party Committee, People's Council, and People's Committee of Doan Tung Commune.

Thanh Mien 5 Commune includes Thanh Giang, Chi Lang Nam, Chi Lang Bac, Hong Phong communes. The area of ​​the new commune is 23.99 ^km2 , population 33,230 people. The new headquarters is located at the headquarters of the Party Committee, People's Council, and People's Committee of Chi Lang Nam commune.

In case the Central Government allows the establishment of a specialized economic zone into a commune-level administrative unit, the Provincial People's Committee proposes a plan to arrange 207 communes, wards and towns into 62 commune-level administrative units (including 21 wards and 41 communes).

This plan adjusts the arrangement of some areas of Binh Giang district and Thanh Mien district. Specifically, Thanh Mien 2 commune (special economic zone) is established on the basis of merging the entire area and population of Binh Xuyen commune and part of the area and population of the communes: Thai Duong, Thuc Khang, Thai Hoa, Thai Minh, Tan Hong, Nhan Quyen, Co Bi (both in Binh Giang district) and Thanh Tung, Doan Tung, Ngo Quyen, Hong Quang, Doan Ket, Tan Trao, Lam Son, Le Hong, Pham Kha, Thanh Mien town (both in Thanh Mien district).

After the arrangement, Thanh Mien 2 commune has an area of ​​53.01 ^km2 and a population of 60,709 people. The commune headquarters is expected to be located at the headquarters of the Party Committee, People's Council, and People's Committee of Doan Tung and Thanh Tung communes.
