Bustling groundbreaking and inauguration of energy projects

In addition to the 6 energy projects listed in the list of 34 online connection points on August 19, 2025, many other projects were also started/inaugurated on this occasion, contributing to ensuring national energy security.

EVN: Key projects to boost the system

Vietnam Electricity Group (EVN) has 3 projects participating in the online bridge on this occasion: Connecting to the grid of Unit 1 - Hoa Binh Hydropower Plant Expansion Project, inaugurating Vinh Yen 500 kV Station and starting construction of Tri An Hydropower Plant Expansion.

The Hoa Binh Hydropower Expansion Project consists of 2 units with a total capacity of 480 MW, located on the right bank of the existing Hoa Binh Hydropower Dam with an investment capital of 9,220.83 billion VND.

The expanded Hoa Binh Hydropower Plant will share the reservoir, dam, and spillway with the current Hoa Binh Hydropower Plant and will have newly constructed sections including the following items: water intake channel, water intake gate, water tunnel, and factory.

The project's operation will help increase the peak power generation capacity of the national power system, creating conditions for maximum exploitation of the annual excess water discharged during the flood season of the existing Hoa Binh Hydropower Plant for power generation; improve the frequency regulation and frequency stabilization capacity of the national power system; contribute to reducing system costs; reduce the working intensity of existing generators, thereby extending the life of equipment and saving maintenance and repair costs.

After being put into operation, Unit 1 with a capacity of 240 MW will, together with the existing Hoa Binh Hydropower Plant, contribute even better to the political tasks of the Project: Power Generation - Regulation - Flood Control - Water Supply - Transportation.

Currently, construction and installation forces at the site are making efforts to continue completing Unit 2 of the project in October 2025 and moving towards completing the project in 2025.

Also included in the 34 live TV broadcast points on August 19, 2025 is the Vinh Yen 500 kV Transformer Station Project.

The 500 kV Vinh Yen transformer station and connecting line, invested by the National Power Transmission Corporation (EVNNPT), a member of EVN, were built in Trung My commune, Binh Xuyen district, Vinh Phuc province (old), now Binh Tuyen commune, Phu Tho province.

The project has a scale of building a new 500/220/35 kV transformer station including 2 transformers of 900 MVA, each transformer is connected to a combination of 3 single-phase transformers, capacity of 300 MVA. Within the scope of the project, 500 kV and 220 kV feeder bays are also built; 2 connecting lines with a length of 4.7 km are built.

The 500 kV Vinh Yen transformer station was successfully energized on July 21, 2025 and is an important node in the overall 500 kV Lao Cai - Vinh Yen transmission line, which is "overcoming the sun and rain" to reach the finish line on this occasion.

At the other end, phase 2 of the 500 kV Lao Cai Transformer Station located in Coc Toong village, Xuan Quang commune, Lao Cai province is urgently closing the technical electrical milestone on August 19, 2025.

Along with the 500 kV stations in Vinh Yen and Lao Cai, the 500 kV Lao Cai - Vinh Yen transmission line project with a total length of 252 km, started in early March 2025, is one of the largest power transmission infrastructure projects in the North at present.

When completed, the project will connect the Northwest power system to the national grid, ensuring the ability to transmit power from hydropower plants and renewable energy, while enhancing regional energy security.

The current Tri An Hydropower Plant will be expanded with 2 more units with a total capacity of 200 MW.

Also pressing the groundbreaking button on August 19 is the Tri An Hydropower Plant Expansion Project in Dong Nai Province, which has been approved by the Prime Minister in the National Power Development Plan for the period 2021 - 2030, with a vision to 2050. The project is invested by EVN with a total investment of more than VND 3,900 billion, an installed capacity of 200 MW (including 2 units x 100 MW) including the main items: inlet channel, water intake, pressure pipeline, factory, discharge channel after the factory, and operating road.

The investor will arrange about 30% by itself and about 70% of commercial loans from KfW and BIDV. According to the schedule, the plant will generate electricity from unit 01 in the third quarter of 2027, generate electricity from unit 02 in the fourth quarter of 2027 and complete the entire project in the fourth quarter of 2027.

On this occasion, the electricity sector also inaugurated the 500 kV Monsoon - Thanh My transmission line project (section in Vietnam) which was successfully energized on January 23, 2025. This is a key transmission grid project, serving the import of electricity from the Monsoon Wind Power Plant (Laos) to Vietnam, adding 600 MW of electricity to the national power system in the period 2024-2025.

In addition, the first successful oil-fired boiler of Unit 1 of Quang Trach 1 Thermal Power Plant. This is an important milestone in the project implementation, moving from construction to the start-up phase and moving towards synchronization and power generation of Unit 1 in 2025 and power generation of both units in 2026.

Hanoi Electricity Corporation (EVNHANOI) also started construction of two key projects: Hoa Lac 220kV Transformer Station and Phu Cat 110kV Transformer Station. These are also 2 of 250 especially important projects to celebrate the 80th anniversary of the August Revolution and National Day of the Socialist Republic of Vietnam, and at the same time mark a new step forward in the development of the capital's power grid infrastructure.

Petrovietnam : Realizing environmentally friendly gas power sources  

O Mon IV Thermal Power Plant (NMNĐ) at O Mon Power Center is one of 250 typical projects to be started on this occasion. This is also the first downstream project in the Block B - O Mon Gas - Power Project Chain, marking a strategic step forward on the national energy map.

In response to the urgent requirements of the chain's progress, the Prime Minister assigned the National Industry and Energy Group (Petrovietnam) to be the investor of this project, thereby promoting the downstream part and ensuring the synchronization of the entire chain. The project is consistent with the adjusted Power Plan VII, Power Plan VIII and contributes to the implementation of the commitment to net zero emissions by 2050.

The groundbreaking of O Mon IV Thermal Power Plant marks the first downstream link of the Lot B - O Mon Gas - Electricity value chain entering the synchronous construction phase. The project contributes to creating a clean, stable source of electricity for the Mekong Delta, increasing the reliability of the national power system.

The project is EPC general contractor of Doosan Enerbility (Korea) - PECC2 (Vietnam) Joint Venture. The designed capacity of the plant is about 1,155 MW. The plant uses new generation combined cycle gas turbine technology, high efficiency, fuel saving and environmental friendliness. As expected, the plant will generate commercial power in December 2028, synchronizing the process of bringing Block B gas ashore.

When put into operation, O Mon IV Thermal Power Plant will contribute to increasing the total capacity of the power source managed by Petrovietnam to more than 9,300 MW (equivalent to about 10% of the system capacity). At the same time, it will supplement clean and stable power sources for the Mekong Delta region - where electricity demand is increasing rapidly but there is a lack of local power sources.

TKV: additional guaranteed sources for energy security

The Ha Rang Mine Expansion Underground Mining Project (Hon Gai Coal Company) was also selected as 1/34 bridge points on August 19, 2025 with the goal of contributing to ensuring national energy security and creating stable jobs for many workers.

According to Decision No. 893/QD-TTg dated July 26, 2023 of the Prime Minister, the Ha Rang mine area needs to be invested in for expansion in the period of 2021-2030. The project's objective is to effectively exploit the explored reserves, maintain stable output, meet the coal demand of the economy, and at the same time ensure jobs and income for workers.

On that basis, Hon Gai Coal Company has proactively completed legal and technical procedures step by step, creating momentum to accelerate the implementation of the Ha Rang mine expansion underground mining project.

Accordingly, the project scale has industrial reserves of 8.93 million tons of clean coal, converted raw coal volume of 11.85 million tons; mining capacity of 900,000 tons/year; mine age of 17 years. Total investment of 1,413 billion VND; mining depth of -50 to -250.

The work of opening the seam will be carried out by inclined shafts combined with penetrating seams, applying the long column mining system along the direction and modern mechanized technologies, supporting the longwall with a mobile frame or soft platform, depending on geological conditions. It is expected that in the first quarter of 2028, the first longwall will be put into operation.

Also deployed simultaneously at TKV on this occasion are 4 other projects. Specifically, the Coc Sau - Deo Nai Mine Cluster Exploitation Project, with a capacity of 2.7 million tons/year, a total investment of about 2,074 billion VND; Underground mining in Tan Yen area - Dong Trang Bach mine, with a capacity of 0.45 million tons/year, a total investment of about 1,111 billion VND; Nam Mau Coal Screening Plant Project, with a capacity of 2.5 million tons/year, a total investment of about 1,019 billion VND and the Nui Beo Coal Joint Stock Company Underground Workers' Dormitory, with a total investment of about 299 billion VND, a scale of 398 rooms according to the model of 1 person/room, deployed from 2025 to 2027.

These are key projects of TKV which are of great significance in improving the capacity of coal production, processing and supply, meeting the national energy demand, while contributing to the modernization of the coal industry and improving working and living conditions for workers.

Renewable energy: bustling again  

Hai Anh Wind Power Plant Project is built in Huong Phung and Lao Bao communes (former Huong Hoa district), belongs to group B, level II energy projects, with a capacity of 40 MW, total construction investment capital of 1,500 billion VND mobilized by the investor.

The project was granted investment policy by the People's Committee of Quang Tri province in March 2021, construction started in December 2023. Up to now, the Investor has synchronously implemented and completed all bidding packages for connecting roads, internal roads, transformer stations, 110 kV lines, expanding the 110 kV Lao Bao road, completed installation of 8 turbine towers, fire prevention and fighting systems and related items.

Hai Anh Wind Power Plant project is preparing to go into commercial operation.

In particular, the wind turbine category has a capacity of 5 MW per turbine, a mast height of 125 meters, a rotor diameter of 172 meters, and generator technology is medium-speed gearbox hydro technology and permanent magnet generator.

With the 22 kV underground cable project, 4 underground cable lines connecting from wind turbines to 4 22 kV feeder bays installed at the distribution room of the 22/110 kV transformer station of Hai Anh Wind Power Plant have been completed, each feeder bay includes 2 wind turbines... Along with that, the project has completed the 22/110 kV transformer station project, the 110 kV line project connecting with a length of 3.38 km; built and expanded a bay at Lao Bao transformer station...

On June 29, Hai Anh Wind Power Plant was granted a power operation license by the Quang Tri Provincial People's Committee. The plant has completed the first energization of the 110 kV distribution yard for trial operation and acceptance, meeting the requirements of the National Electricity System and Market Operation Company. After the inauguration on August 19, the plant will go into commercial operation.
