On the morning of October 4, the Provincial Party Executive Committee held the 56th conference to give opinions on the situation and results of work in the first 9 months of the year, and key tasks in the fourth quarter of 2024. The members of the Provincial Party Committee unanimously assessed that Quang Ninh entering the implementation of its 2024 tasks will have opportunities and advantages intertwined with more difficulties and challenges, with problems arising beyond forecasts, most recently storm No. 3 making landfall in the province, causing severe damage.

In that context, the Provincial Party Committee, People's Council and People's Committee have closely followed the direction of the Central Government and local practices, maintained and promoted solidarity and unity, focused on leadership and direction, mobilized the strength of the entire political system, joined hands, unanimously, persistently made efforts to overcome difficulties and challenges; achieved positive results in all fields, and maintained the trust of the people and businesses.

In particular, before, during and immediately after storm No. 3 (Yagi), Quang Ninh proactively and resolutely led, directed and effectively organized the work of preventing, responding to and overcoming the consequences of the storm; minimizing damage caused by the storm, quickly bringing basic utilities back to normal; promptly removing obstacles and supporting people and businesses to stabilize their lives and restore production and business.

In the first 9 months of the year, the work of building and rectifying the Party and a clean and strong political system was carried out synchronously, comprehensively and continuously in all aspects of politics, ideology, ethics, organization and cadres, associated with building a streamlined, effective and efficient organizational apparatus and streamlining the payroll associated with restructuring and arranging according to job positions, improving the quality of cadres and civil servants. Attention was paid to the work of cadres, especially the planning, arrangement and use of cadres to prepare the cadres for the new term. The work of inspection, examination and supervision associated with the work of preventing corruption, negativity and waste was seriously led, directed and implemented by Party committees at all levels.

The province's GRDP economic growth in the first 9 months reached 8.02%. Although it was 2.07 percentage points lower than the growth rate in the same period last year and 1.61 percentage points lower than the growth scenario in the first 9 months of the year, this was an effort by the entire political system in the context of many difficulties, especially the severe impact of storm No. 3. The processing and manufacturing industry was the main growth driver, increasing by 20.45%, 4.05 percentage points higher than the same period. The service sector is estimated to increase by 13.55%, 1.76 percentage points higher than the same period. The total number of tourists to Quang Ninh in the first 9 months is estimated at over 15.6 million, up 20% over the same period, of which international visitors are estimated at 2.59 million. Total tourism revenue is estimated at VND 36,856 billion, up 39% over the same period. Total retail sales of goods and consumer service revenue is estimated to increase by 12.97% over the same period. Revenue from transportation, warehousing and transportation support services is estimated to increase by 27.4% over the same period. Export turnover of enterprises in the province is estimated to reach 2,570 million USD, up 13.8% over the same period.

Total state budget revenue reached VND 40,479 billion, equivalent to 73% of the estimate, of which domestic revenue was estimated at VND 26,434 billion, equivalent to 62% of the estimate, equivalent to 92% over the same period. In the first 9 months of 2024, 1,342 new enterprises were established, an increase of 7.6% over the same period.

Pay attention to solving social issues well and harmoniously, especially focusing on developing culture and people, ensuring social security, fairness and progress; improving the quality of people's lives. The whole province has created jobs for 23,500 more workers, an increase of 1,800 over the same period, reaching 78.3% of the annual plan. Total social security expenditure is estimated at 1,435 billion VND, an increase of 38.4% over the same period. The education and training sector has many high achievements; the average high school graduation exam score ranked 25th out of 63 provinces and cities, up 11 places compared to the previous year, the highest ever.

National defense, security, sovereignty over borders and islands are maintained, social order and safety are ensured, no sudden or unexpected incidents occur. Foreign affairs activities are promoted, expanded and improved in quality and efficiency; contributing significantly to the official opening of the Hoanh Mo - Dong Trung bilateral border gate pair and the Bac Phong Sinh - Ly Hoa customs clearance.

Concluding this content, comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, commended, acknowledged and highly appreciated the solidarity, efforts and determination of the province, of Party committees at all levels in leadership and direction; of the armed forces, of the people and the business community in implementing tasks, especially the work right after the storm passed. Regarding the tasks for the last 3 months of the year, in order to achieve the highest targets and goals set for 2024, including maintaining a double-digit GRDP growth rate, state budget revenue for the whole year not lower than 55,600 billion VND, attracting FDI capital for the whole year reaching 3 billion USD, total tourists for the whole year reaching over 19 million visitors, the Standing Deputy Secretary of the Provincial Party Committee requested all levels, sectors and localities to continue to promote the work of building and rectifying the Party and the political system at all levels; maintain solidarity and unity in both will and action within the Party; strictly maintain discipline and discipline associated with the fight against corruption, negativity and waste; build an honest, active, serving, effective and efficient government. Focus on building a contingent of cadres; tighten administrative discipline and labor discipline in management, operation and work settlement at all levels; Resolutely overcome the situation of avoiding, shirking responsibility, fear of making mistakes, being hesitant in work, being slow to resolve work or not thoroughly resolving work within one's authority.

Focus on leading and directing the preparation of Party Congresses at all levels towards the 14th National Party Congress and the 16th Provincial Party Congress. Improve the effectiveness and substance of public reception work; resolutely prevent the emergence of security and order hotspots in the area to firmly consolidate people's trust, create deep social consensus; maintain stability towards Party Congresses at all levels.

One of the important tasks emphasized by the Standing Deputy Secretary of the Provincial Party Committee is to synchronously and drastically implement solutions to support people and businesses to overcome the consequences of storm No. 3. In particular, quickly and effectively implement support and timely payment of benefits for people affected by the storm, ensuring strictness, publicity, transparency, and compliance with the law. Strive to complete the construction and repair of houses damaged by the storm for poor households, near-poor households, and households in difficult circumstances in November 2024. Review, count and forecast the number of households falling back into poverty and near-poverty to have solutions and support measures; strive to have no more poor households according to the province's criteria by the end of 2025.

Along with that, propose and implement fundamental solutions on credit policies to support enterprises to restore production and business such as debt relief for customers borrowing capital from credit institutions, mechanisms on unsecured loans, loans without collateral; focus on removing difficulties for enterprises in investment procedures and have specific solutions to promote and attract investment.

It is necessary to study and develop a project to restore and reconstruct the economy after storm No. 3; urgently develop and adjust the economic growth scenario to suit the new situation, strongly restore production and business activities, restructure regions to promote economic development, maintain double-digit economic growth in 2024. Focus on removing difficulties and obstacles for businesses regarding administrative procedures and investment procedures to promote and attract investment in the area. Tighten financial and budgetary discipline; focus on supporting each public investment project. Agree to temporarily suspend inspections of businesses, especially those that suffered heavy damage after storm No. 3 in accordance with the Prime Minister's direction.

Effectively deploy three strategic breakthroughs, including accelerating the development speed and completing the synchronous and modern infrastructure system, ensuring connectivity and comprehensiveness, focusing on projects to welcome the 16th Provincial Party Congress. Completely complete projects that are behind schedule in the 2021-2023 period in 2024. Strive to maintain the top position in the PCI, Par Index, and SIPAS at the provincial level; complete the digital transformation goals of 2024. At the same time, create new changes in improving the quality of education and training; career transformation, and job creation.

The Standing Deputy Secretary of the Provincial Party Committee also requested to focus on building and developing a culture rich in Quang Ninh's identity, associated with quickly narrowing the gap between rich and poor and regional differences in the province, improving the material and spiritual life and happiness of the people. Improve the effectiveness and efficiency of comprehensive state management in all fields, focusing on and proactively removing difficulties and obstacles in the implementation of the 2024 Land Law. Ensure national defense - security, national border sovereignty, avoid being passive or surprised in any situation; improve the effectiveness of foreign affairs.
