Attending and chairing the meeting were Politburo member, President Luong Cuong; Politburo member, Prime Minister Pham Minh Chinh; Politburo member, Permanent member of the Secretariat Tran Cam Tu; Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front, Central mass organizations, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission Nguyen Trong Nghia; Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang.

The meeting was attended by 300 delegates from 34 provinces and cities nationwide, representing the working class, farmers, youth, women, veterans, intellectuals, the elderly, businessmen, dignitaries of 16 religions, representatives of the overseas Vietnamese community and representatives of ethnic minorities nationwide. Tuyen Quang province had 7 official delegates and 1 invited delegate attending.

The meeting was an opportunity for delegates to review the heroic history of the nation, and to express deep gratitude for the great contributions and dedication of all social classes, compatriots, soldiers, ethnic groups, religions and the Vietnamese community at home and abroad to the cause of fighting for national independence, peace and national reunification, as well as in the cause of building and defending the socialist Vietnamese Fatherland.

This is also an opportunity for the leaders of the Party, State, and Vietnam Fatherland Front to listen to the dedicated and responsible opinions of intellectuals, dignitaries, religious leaders, and overseas Vietnamese; and at the same time, share information about the domestic and international situation in recent times. Thereby, arousing pride, patriotic traditions, and solidarity; creating a spillover effect, inspiring, contributing to creating a new atmosphere, new motivation in the entire Party, people, and army, joining hands to overcome difficulties and challenges, bringing the country into an era of development, prosperity, civilization, and happiness.
