Clean up the area from the ground up
Immediately after the administrative boundary rearrangement, the commune-level police in the whole province proactively improved their organization and strengthened their grasp of the local situation, especially in complicated areas such as motels and guesthouses, where many people with criminal records are concentrated. Administrative inspections and drug testing have been stepped up, thereby promptly detecting and strictly handling violations.
One of the recent typical cases is the emergency arrest of 2 subjects for organizing illegal drug use in Cao Xanh ward on July 3. From screening and checking the suspects, Cao Xanh ward police discovered the subject Dao Viet Hung (born 1981, residing in group 9, zone 1, Cao Xanh ward) tested positive for heroin. Further investigation showed that Dao Viet Hung and Vu Van Trung (born in 1980, residing in group 6, zone 1, Hong Gai ward) organized drug use. The authorities searched Hung's residence and seized 10 syringes (3 used needles), 7 bottles of distilled water suspected to be used for drug use.
Major Nguyen Van Cuong, Chief of Cao Xanh Ward Police, said: “We have assigned forces to focus on checking and monitoring key areas and subjects with suspicious signs. Through drug testing, we promptly detect positive cases to handle according to regulations.”
On July 2, Cam Pha Ward Police coordinated with Quang Hanh Ward Police to conduct an administrative inspection at a resident's house in Group 4, Bach Dang area, Quang Hanh Ward, and discovered 2 subjects organizing illegal drug use. At the scene, the police seized 1 set of tools used to use crystal meth, 1 piece of plastic pipe containing crystal meth, and 1 piece of torn plastic pipe containing crystal meth. Rapid test results showed that both subjects tested positive for crystal meth. Cam Pha Ward Police have prepared an initial file and transferred the case to the Drug Crime Investigation Department (Provincial Police) for further investigation and strict handling according to the law.
Since July 1, the commune-level police in the province have detected and handled dozens of cases and violations related to drugs. This affirms the sense of responsibility, proactiveness and effectiveness of the commanders and officers of the grassroots police immediately after the merger, determined to maintain security and order in the area in the new situation.
Do not let "hot spots" form
Being the only province with both land and sea borders, a dynamic economic center with a large number of tourists, the outstanding potential and advantages for economic development are also obstacles for Quang Ninh in ensuring security and order, including the fight against crime and drug abuse.
In recent years, Quang Ninh has tended to shift from a transit area to a drug consumption area. The source of drugs is mainly from neighboring provinces such as Hanoi , Hai Phong and from the Northwestern provinces of Vietnam... The situation of illegal drug use is complicated, especially among young people. Many new types of drugs have appeared, posing a potential risk of being difficult to control. Meanwhile, this is an extremely reckless and aggressive type of crime, ready to attack and fight back against the authorities when discovered and arrested. This poses significant challenges to the fight against drug trafficking in the province.
Faced with that situation, the province has identified crime prevention and control as a key, regular task. The entire political system has taken synchronous and drastic action, promoting the core role of the police force. Many innovative models and approaches have been implemented, bringing about practical results. Thanks to that, the province's crime prevention and control work has achieved many positive results.
Efforts to achieve the goal of combating, controlling, and thoroughly preventing the "supply" and reducing the "demand" for drugs have contributed to cleaning up the area and reducing the number of incidents. There are currently no drug crime or drug-related crime hotspots in the province; no crimes of illegal drug production have been detected. Crimes and law violations caused by drugs have been limited and reduced. Since the beginning of 2025, the police force has arrested and handled 301 cases/753 subjects, seized more than 13.2 kg of heroin, nearly 1 kg of synthetic drugs and many related exhibits, of which 299 cases/596 subjects were criminally prosecuted. Particularly During the peak month of drug addiction prevention and control (June 1-26), the provincial police discovered, arrested, and prosecuted 47 drug-related crimes, filed 14 cases and sent 14 subjects to compulsory drug rehabilitation and 30 subjects to voluntary drug rehabilitation.
Lieutenant Colonel Nguyen Quang Dung, Head of the Drug Crime Investigation Department (Provincial Police), said: With the motto of responsibility, initiative, determination and drasticness, the unit identifies common tasks, from which there are specific assignments from leaders to commanders in implementation. In particular, it is necessary to coordinate effectively with commune-level police in fighting and preventing drug crimes, for the goal of reducing supply, reducing demand, reducing drug abuse, and moving towards building Quang Ninh as a leading model province in implementing the national target program on drug abuse prevention. The whole province strives to have at least 20 commune-level localities by 2025, and 50 commune-level localities without drugs by 2030.
Quang Ninh continues to persevere in implementing solutions to stabilize the situation, maintain a safe area, and is determined to effectively implement Directive No. 32-CT/TU (dated May 5, 2023) of the Provincial Party Committee "On strengthening and improving the effectiveness of drug prevention and control in the new situation" and the Law on Drug Prevention and Control; Plan No. 50/KH-UBND (dated February 20, 2024) of the Provincial People's Committee "Building drug-free communes, wards, and towns, drug-free districts in the province", gradually cleaning up the area, protecting the peace and happiness of the people.
