A real vote of confidence
According to delegate Ho Thi Minh (Quang Tri Province National Assembly Delegation), the 6th Session was very exciting. For example, on the morning of November 23, when discussing the draft Law on Social Insurance (amended) in the hall, nearly 100 National Assembly delegates registered to speak and pressed the debate button. This shows that the delegates are very responsible and very interested in many issues raised by this draft law.
The delegates also said that whether the law is passed or commented on for the first time, the delegates are very responsible and discuss in a spirit of contribution and construction with the hope that the bill will be completed and "mature" so that when the National Assembly delegates press the button to pass it, it will quickly come into life, removing many difficulties and obstacles from practice.

Regarding the question and answer activities, female National Assembly delegate Doan Quang Tri assessed that the industry commanders answered very frankly, without beating around the bush or evading. In particular, the Government frankly admitted before the National Assembly that some areas of management were still slow.
Sharing their impressions of the vote of confidence for the positions, delegates acknowledged that this work was conducted carefully and objectively. The quality and efficiency of the sector's operations and the management of the sector's work have a great impact on the votes. The question and answer sessions at previous sessions also left an "echo" in the votes at this Session.
“I think these are very substantial votes. The results of the vote of confidence will help the industry leaders to re-evaluate themselves, to re-evaluate their industry as a whole, and hope that the remaining half of their term will be more effective and bring more results,” the delegate said.
Removing obstacles and promoting 3 national target programs
Sharing in the hallway of the National Assembly, delegate Ha Sy Dong (National Assembly Delegation of Quang Tri province) said that voters and people are looking forward to the National Assembly session and placing their trust and expectations on very important matters of the nation and people.
According to the delegates, this was a very successful, careful and responsible session. In particular, the National Assembly passed many important laws such as the Law on Real Estate Business, the Housing Law, etc. However, the draft Law on Land (amended) and the Law on Credit Institutions have not been passed due to many issues and opinions that need more time to be absorbed and carefully revised, to avoid promulgating laws that still leave gaps, conflicts, overlaps and may be difficult to implement as before. However, the drafting agency and the reviewing agency have been very active in perfecting these bills. For example, with the draft Law on Land (amended) with over 12 million opinions contributed by voters and people, the agencies have classified, grouped and absorbed many contents into the law. Issues that could not be absorbed have also been explained to the National Assembly very convincingly and reasonably.

One of the highlights of this Session that delegate Ha Sy Dong was interested in was that the National Assembly conducted supreme supervision of the implementation of the National Assembly's Resolutions on the National Target Programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, and socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period.
The delegate emphasized that this is the first time the National Assembly has conducted mid-term supervision, at the same time as the 3 National Target Programs for the period 2021 - 2025, which have a wide scope, along with the requirements for innovation, the Supervisory Delegation has solved many tasks, a large amount of work with appropriate new approaches and methods. Through discussion, the delegates "dissected" and promptly analyzed the difficulties and problems. Of which, the worrying thing is that the allocation of investment capital for the 3 national target programs is still slow. From there, many solutions were proposed to speed up the programs.
According to the delegate, the National Assembly spent a lot of time assessing the implementation of the 2023 Socio-Economic Development Plan, the projected 2024 Socio-Economic Development Plan; mid-term assessment of the 5-year Socio-Economic Development Plan, and the Economic Restructuring Plan for the 2021-2025 period. In particular, the National Assembly passed a Resolution on the 2024 Socio-Economic Development Plan, proposing fundamental tasks and solutions such as institutional reform; decentralization; removing difficulties in resource mobilization, etc.
Resolving deadlocks and difficulties

According to delegate Nguyen Chu Hoi (Hai Phong National Assembly Delegation), the session took place in an exciting, focused, democratic, frank, constructive and highly responsible atmosphere. The number of delegates contributing opinions and discussions in writing before and during the session, in group discussions and on the floor was very large, demonstrating the high sense of responsibility of the National Assembly deputies, while all forms of comments were considered equally valuable by the National Assembly.
The question and answer sessions of the heads of sectors, the explanations for each issue discussed in the parliament were very realistic, concise, clear and suggested specific solutions. The Chairman of the National Assembly and the Vice Chairmen of the National Assembly maintained the basic principle based on the functions of the National Assembly and the tasks of the session, and had suggested ideas to create the best interaction between the question and answer parties. And importantly, all parties correctly recognized that the question and answer sessions were not to conclude who was right or wrong, but for the parties to share, reflect, and receive information, on that basis identifying the problems and ways to solve them.
According to the delegate, the laws and resolutions presented to the National Assembly for discussion and approval this time are all practical and burning issues that are of interest to the people and voters nationwide. The Government also identified these as pressing socio-economic issues that need to be resolved in both the short and long term, especially bottlenecks and bottlenecks in mechanisms, policies, and cumbersome administrative procedures, etc. in the context of increasingly deep international integration. All need to be considered and supported within the authority to be resolved as soon as possible.
Therefore, delegate Nguyen Chu Hoi said that many important laws and resolutions passed this time immediately met the aspirations of the people and voters nationwide, helping sectors, localities, businesses, etc. to resolve deadlocks and difficulties. This means increasing trust in the decisions of the National Assembly and more trust in the leadership of our Party and State. It creates momentum to solve the long-term needs of the economy and the legitimate needs of the whole society, creating growth momentum and contributing to ensuring order, security and safety for the grassroots, associated with ensuring security, national defense and firmly protecting the country's sovereignty.
Creativity and innovation to bring decisions to life

Delegates also shared their impressions of many new points and creative and flexible approaches at this Session. That is, dividing the Session into two sessions and leaving a space in between helps the National Assembly agencies to better prepare draft laws.
Along with that, in the questioning activity, instead of questioning each Minister and each issue, at this Session the National Assembly conducted questioning by field group. The delegates all highly appreciated this working method and the Ministers were clearly able to take a certain initiative, demonstrating their responsibility in the questioning and questions of the National Assembly delegates.
Furthermore, according to the delegate, one can see caution towards new issues. “The fact that the draft Land Law (amended) has not been passed at this Session may cause some people to have certain disappointments, but clearly this caution is extremely necessary in the current period,” the delegate gave an example.
At this session, the National Assembly issued many policies, especially those related to economic issues, to promote economic development and regain growth momentum for 2024. Emphasizing this, the delegate shared that we experienced 2023 with many difficulties, some targets have not been achieved. These are not only huge challenges for 2023 but also in 2024. Therefore, the National Assembly delegates showed their sincerity, interest in discussing and passing the Resolution on socio-economic development in 2024.
“I am completely confident that because of our thorough discussions and responsibility, the experiences of 2023 and the contributions of the delegates will help us successfully complete the socio-economic development tasks in 2024,” the delegate expressed.
To put the decisions just passed by the National Assembly into practice, the delegate emphasized the need for efforts and creative, breakthrough solutions. In particular, the important aspect is the work of cadres and the responsibility of cadres. Pointing out that the current situation of cadres avoiding, waiting, and relying on each other is still happening, the delegate emphasized that "there must be change, forcing this slow process to move along with the expectations of voters".
