That is one of the contents stated in the resolution to supplement the state budget revenue estimate for 2022 and approve the state budget settlement for 2022, which was just approved by the majority of delegates on the afternoon of June 24.

According to the resolution, in addition to the achieved results, there are still some shortcomings and limitations in the implementation of discipline, order, and implementation of legal regulations and resolutions of the National Assembly on budget preparation and implementation.

State budget revenue and expenditure estimates are not close to reality; some ministries, central and local agencies allocate and assign estimates slowly; some public expenditures and investment capital disbursement are still slow; transferred expenditures continue to increase in both scale and proportion.

There are still many overdue advances and budget advances that have not been recovered. Many ministries, central and local agencies continue to prepare, review and submit state budget settlement reports later than the prescribed time.

The situation of adjusting information, revenue, expenditure and state budget deficit figures after the state budget settlement adjustment period has not been resolved.

On the other hand, the implementation of the conclusions and recommendations of the State Audit at a number of agencies and units has not been strict, and many conclusions and recommendations have been pending for many years.

At some audited agencies and units, there are still tax debts, under-calculation of tax payable, and improper spending and misuse of funding sources.

The Resolution assigns the Government to clarify the causes and responsibilities of leaders, collectives and individuals managing and using the state budget who do not strictly comply with legal provisions in preparing and implementing budget estimates.

Strictly handle violations.   Reviewing collectives and individuals of ministries, central agencies, People's Committees at all levels and units managing and using the state budget who have violated regulations in budget preparation, implementation, management, use and settlement.

Along with that, in 2024, continue to review, handle, and thoroughly recover to the state budget the revenues, expenditures, and transfers of state budget sources that are not in accordance with regulations according to the conclusions and recommendations of the State Audit for the state budget year 2022 and 2021 and earlier that have been approved by competent authorities for state budget settlement but have not been processed.

The National Assembly also requested the Ministry of Education and Training, Hanoi National University and the People's Committees of Bac Giang, Lai Chau, Thai Binh, Nam Dinh, Ninh Binh, Quang Ngai, Khanh Hoa, Binh Thuan, Kon Tum, Ba Ria - Vung Tau, Ben Tre and Vinh Long provinces to urgently implement the conclusions and recommendations of the State Audit for the 2022 state budget year and collect and pay to the state budget any expenditures that are not in accordance with regulations according to the conclusions and recommendations of the State Audit.

Clarify the responsibilities of organizations and individuals who are slow to report to competent authorities to adjust the state budget settlement according to the provisions of the State Budget Law and the State Audit Law.
