The general objective of the Project is to mobilize the combined strength of the political system and the entire population to participate in the work of preventing and combating drug crimes and evils; synchronously and drastically deploy solutions to combat drug crimes, eradicate drug-trafficking spots, organizations, and illegal drug use, and resolutely prevent the formation of complex drug-related spots and hotspots.

At the same time, strengthen the management of drug addicts, illegal drug users, drug rehabilitation, post-rehabilitation management and support for reintegration into the community of post-rehabilitation drug addicts and those who have completed their drug-related prison sentences; determined to complete the construction of 100% of drug-free communes, wards, towns, districts, towns and cities according to the criteria of the Ministry of Public Security in 2025.

The specific goal is to build in all 27/27 districts, towns and cities 100% of communes, wards and towns to meet the criteria, which are: 100% of drug addicts in the commune, ward or town are detected, have management records and participate in appropriate forms of drug addiction treatment/rehabilitation; have a total of less than 10 drug addicts in the community and are closely managed, monitored and supervised; and have negative results when testing for drugs in the body no more than 30 days before the time of request for recognition.

In giving their opinions, the delegates said that the Project was carefully, scientifically and thoroughly prepared. At the same time, they analyzed and evaluated the work of preventing and combating drug crimes; the work of managing addicts and illegal drug users, drug rehabilitation, post-rehabilitation management and support for reintegration into the community of post-rehabilitation addicts.
The delegates also pointed out the shortcomings and limitations and proposed solutions for implementation in the coming time, which are: Focusing on implementing solutions on propaganda and drug addiction treatment; policies to support loans and create jobs for people after drug addiction treatment and people who have completed their prison sentences to reintegrate into the community; armed patrols, professional patrols, administrative control patrols, and people's patrols on key routes and areas, rush hours, traffic hubs, and border areas with complex drug risks to prevent and stop activities...

Emphasizing the consequences of drug crimes on the economy, social ethics, and their impact on people's intelligence, health, physique, and personality, he also raised issues in the fight against drugs in the province, which require systematic, scientific, and strict leadership and direction, and the participation of the entire political system, the entire population, the community, and each family.
To achieve the goal of no more drugs in the province by 2025, Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen requested that Party committees at all levels, authorities, the Fatherland Front and political organizations thoroughly grasp the viewpoint: Drug prevention, control and combat is a key task that is both urgent, regular, continuous and long-term, requiring perseverance, persistence, determination, and drasticness, and requires close and synchronous coordination of all levels, sectors, the Fatherland Front and organizations, in which the police force is the core.

After this conference, it is recommended that districts base on Directive No. 36 of the Politburo on improving capacity and effectiveness of drug prevention, control and combat, Directive 06 of the Provincial Party Standing Committee on strengthening the Party's leadership in drug prevention, control and combat among adolescents, students and pupils and the Project of the Provincial Police to issue a plan to lead and organize the implementation of drug prevention and control work in the area.
He requested that in the plan of the district-level Party Committee Standing Committee, specific responsibilities must be assigned to the People's Committee at the same level, Party Committees, commune-level authorities and socio-political organizations, responsible for leading and directing the implementation of drug prevention and control in their areas.

Requiring cadres and Party members to promote their pioneering and exemplary role in drug prevention and control; having the responsibility to propagate and mobilize their families, relatives and local residents to properly implement the provisions of the law on drug prevention and control.
The district-level Standing Committee directs the Vietnam Fatherland Front and socio-political organizations at all levels to develop action programs and organize the launch of a nationwide movement to prevent and combat drugs in conjunction with the nationwide movement to unite to build new rural areas and civilized urban areas, the nationwide movement to protect national security and other emulation movements.

Focus on strengthening propaganda and education on drug prevention and control laws in the province in the direction of: Raising awareness of drug prevention and control laws, warning about risks, consequences, harms and dangers of drugs, diversifying forms of propaganda through mass media and social networks to regularly and continuously convey information about the harmful effects of drugs.
The police force proactively grasps the situation, fights to destroy drug trafficking and transportation lines across the province and within the province. Synchronously implements measures to transform complicated drug areas, destroy illegal drug use hotspots. Resolutely investigates, prosecutes, and strictly tries drug criminals. Closely coordinates with customs, border guards, and coast guard forces to prevent drug sources from entering the province from outside right from the border area. Closely coordinates with functional agencies to strictly control precursors, addictive drugs, and psychotropic drugs in import and export, production, and business, not allowing criminals to take advantage of the production of synthetic drugs in the province.

Pay attention to creating conditions for job introduction and loans so that post-rehabilitation drug addicts have the opportunity to integrate into the community.
The Health, Education, Labor - Invalids and Social Affairs sectors are required to be responsible for checking, determining addiction status, sending subjects to compulsory drug rehabilitation and preventing drug use among students. Along with that, the Standing Committee of the district Party Committee must lead and direct the People's Committee at the same level to focus on economic development, create more jobs for people of working age, and solve employment problems for people after drug rehabilitation to limit social evils, including drugs.
